Abstract

ABSTRACT: This study departed from the indication of the low participation of villagers / villageMilinggame Tiomneri District in the process of rural development. Questions / research problems to beaddressed are: (1) how the level of public participation in decision making processes in their villagedevelopment program; (2) how the level of participation of rural communities / villages Milinggame inthe implementation process in their village development program.The method used is descriptive method .. Respondents many as 58 heads of family were taken atrandom side (random) of as many as 520 households in the village Milinggame. Collecting data usingquestionnaires / questionnaire and assisted with interview techniques. The analysis technique used isdescriptive analysis (analysis of frequency distribution and percentages).The result showed: (1) In terms of indicators used it turns out most of the respondents have neverparticipated in the decision-making process of development programs in rural / village; (2) In terms ofindicators used it turns out most of the respondents have never participated in the implementation ofdevelopment programs in rural / village.Based on the results of the study conclusion: (1) Public participation Rural / Village Milinggame in thedecision making process for rural development programs / villages are generally low; (2) Publicparticipation Rural / Village Milinggame in the process of implementation / execution of developmentprograms, rural / village generally low.Departing from the conclusions of these studies it is suggested: Necessary efforts are moreeffective to increase community participation Village / Village Milinggame District Tiomneri in theprocess of rural development, such as: providing information / counseling or motivation to thecommunity, to optimize the role of community institutions (LPM, PKK, and others) in the construction ofthe village / town, enhancing the role of social organizations / religious in mobilizing communityparticipation, and optimize the implementation of democracy in the preparation of developmentprograms in rural / village.Keywords: community participation, rural development.

Abstract

The quality of public services is the actual issues that are important in the era of bureaucraticreform in Indonesia today, including in the area of Bahu village district. Malalayang Manado. Theformulation of the problem, namely the factors that influence the quality of public services at the VillageOffice Shoulder. The aim of this study was to determine the factors associated with the quality of publicservice employees in the Village Shoulder.Public service is a process of assistance to others in ways that require particular sensitivity andinterpersonal relationships to create satisfaction and success. Factors to be examined Public Service iscovering the Organizational Structure (X1), Ability Apparatus (X2) and System Services (X3). While thePublic Satisfaction (Y) is feeling happy or upset someone as a result of a comparison between the perceivedperformance with that expected.The method used is qualitative method. Data collected through surveys, interviews and questionnaires(questionnaire) in 95 households as respondents. Data were analyzed using Multiple Linear RegressionAnalysis, Correlation Coefficient and Coefficient of Determination, and Hypothesis Testing simultaneouslywith F test and partially by t test at significance level α = 0.1.Based on the results of hypothesis testing with Multiple Linear Regression Analysis equation Y =11.232 + 0.298 X1 + 0.138 X2 + 0.122 X3. The value of coefficient of determination (R2) = 46.7% and thecorrelation coefficient (R) = 21.9%, which indicates that factors such as the organizational structure ofpublic services, the ability of the apparatus and system service has a relationship as well as the proportion ofcontribution or donation to the satisfaction of the people , While Hypothesis simultaneously produces a valueof F = 8.482 greater than F table = 3.10. While partially produce tcount each variable: 4.268; 1.860 and1.712 greater than the value of table = 1.66; so the hypothesis can be accepted.Then, based on the calculation above it can be concluded that factors such as the Public ServiceQuality Organizational Structure, Apparatus and System Services Capabilities can affect CommunitySatisfaction. So it is suggested to the leadership of the Village Office Shoulder and relevant Governmentagencies to pay attention to and improve these factors in order to increase public satisfaction Shouldervillage.Keywords: quality of public services, organizational structure, the ability of the apparatus, system service,community satisfaction

Abstract

ABSTRACT:The purpose of this study was to determine pemeberdayaan Community In Utilization VillageAllocation Fund (ADD) in the village of Bukumatiti the District Jailolo West Halmahera as the Regulation ofthe Minister of Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based the principles oftransparency, accountability and participatory. To determine the Community Empowerment in Rural FundAllocation Utilization (ADD), the research method used was a qualitative descriptive study consists of 6research informants.Empowering communities in the utilization of the Village Fund Allocation (ADD) in the village ofBukumatiti has not been run in accordance with the principles of financial penegelolaan villages of theprinciples of transparency, accountability and participatory. Based on the results of field research on theutilization of public empowerment Village Fund Allocation (ADD) village government is not open to thepublic regarding the use of the Village Fund Allocation (ADD) so that people do not know how much the costdisbursed to community empowerment; there is no accountability in each realization of the program on thecommunity; as well as the village government as the financial manager of the Village Fund Allocation(ADD) partsispasi not involve the community in the form of decision-making, planning, implementation andthe evaluation of results.In society to use the Village Fund Allocation (ADD) in the hope the government village BukmatitiDistrict of Jailolo as a manager and executor of every activity that comes from the Village Fund Allocation(ADD) should be based on the principles of financial management of villages sebagimana contained inRegulation Home Affairs Number 113 2014 About the Financial Management of the Village in Article 2Paragraph 1 states that the financial management of the village should be based on the principles oftransparency, accountability, danpartisipatif.Keywords: Community Development, Utilization Village Fund Allocation.
