Abstract

Empowerment according to the Big Indonesian Language Dictionary (KBBI) is a process, method, actionthat makes power, namely the ability to do something or the ability to act in the form of reason, effort oreffort. Society is the unity of human life that interacts according to a certain system of customs that iscontinuous, and which is bound by a sense of shared identity. Community empowerment is an effort toimprove the ability and potential of the community so that the community can realize its identity and dignityto the maximum to survive and develop themselves independently both in the economic, social, religious andcultural fields. Rice field printing programs are carried out to increase food production to support therealization of food security in Indonesia. The purpose of the new paddy field printing activity is to increasethe standard area of pagan land through the expansion of paddy fields which are then expected to be ableto produce the main production of rice in the paddy fields. In addition, the implementation of this programis expected to be able to meet the needs of paddy fields which are decreasing due to land conversion. Therice field printing program is intended to support food self-sufficiency and food security in Indonesia.Keywords: Empowerment, Community and Print Rice Fields

Abstract

The purpose of this study was to find out how the APB-Village management in LiwutungVillage, Pasan District, North Minahasa Regency. This study uses a descriptive-qualitative approach. Thefocus of the research is planning the APB-Desa, organizing the implementation of the APB-Desa,mobilizing resources for the implementation of the APB-Desa, and overseeing the APB-Desa. The researchinformants were the Village Head, BPD Chair, Village LPMetaris Chair as PTKD coordinator, head offinancial affairs / village treasurer, community leaders. Data collection uses interview guidelines, while theanalysis technique used is the analysis of interactive models from Miles and Hubernann. The results of thestudy provide conclusions: (1) Planning of the APB-Desa is done quite well in accordance with theapplicable laws and regulations. Discussion and Determination of the APB-Village is carried out throughvillage head meetings with BPD, and also involves LPMD and community group representatives. Theallocation of APB Desa is appropriate. (2) Organizing the implementation of the APB-Desa was carried outquite well, where an APB-Village drafting team was formed and the Village Financial ManagementTechnical Implementation Team (PTKD). (3) The mobilizer for the implementation of the APB-Desa iscarried out by the village head reasonably well where the village officials are functioned according to theirrespective positions / authorities in the implementation of the APB-Village. (4) Supervision of theimplementation of the APB-Desa goes quite well. The Camat on behalf of the Bupati evaluates the draftAPB-Desa before it is determined to be a Village Regulation. The BPD has also functioned quite well insupervising the implementation of the APB-Desa in accordance with the functions and authorities possessedas supervisory institutions in the village.Keywords: Management, Revenue and Expenditure Budget, Village

Abstract

The Hope Family Program is a program approved to develop a system of social protectionfor the poor in Indonesia. One final goal of PKH is to increase school enrollment rates for RTSM childrenspecifically at the elementary, middle and high school levels, and to reduce the number of underageworkers in Indonesia. PKH in this education sector asks RTSM motivation to be able to immediatelyaccept children to school and encourage them to fulfill commitments in the learning process, at least85% of effective days of schooling in one month during the teaching year. The purpose of this study is todescribe the implementation of the Family Hope Program in the education sector in the Molas Sub-District, Bunaken District, Manado City. This research uses descriptive-qualitative method, datacollection techniques carried out by interviews, documentation, and data collection with documents.Randall Ripley and Grace Franklin. This theory looks at the level of approval variable in the applicableregulations, the smooth variable performs the routine and the absence of discussion, the variablerealization of the performance and the desired change. The results of his research showed that theimplementation of PKH in Molas Sub-District, Bunaken District, Manado City was still in theimplementation stage. Dissemination and assistance have not been carried out in full, there have beendelays in disbursing PKH funds and the utilization of PKH funds in the education sector that are not welltargeted. KPM's mindset is wrong regarding children's education.Keywords: Implementation, Hope Family Program Education.

Abstract

Accountability The implementation of public services is a government effort to fulfillthe basic needs and civil rights of every citizen of the goods, services and administrative servicesprovided by public service providers. The purpose of this study was to determine the accountabilityof the Government Public Service in the District Office of Tahuna. , Sangihe Islands Regency, thetheory used is Accountability and Public Service. The research method used is the skinativemethod which is trying to find answers to questions related to the accountability of public servicedelivery. These questions require descriptive answers that describe the facts about the problemsinvestigated as well as rational interpretations of various field findings while analyzing all theconditions at the research site. Based on the results of research, namely the accountability of theimplementation of public services in the District Office of Tahuna, it is still not well implementedbecause the quality of apparatus / employee resources is inadequate, facilities and infrastructureto support the implementation of programs in the sub-district office are still lackingKeywords: Accountability Of Sub-distric Public Service

Abstract

The purpose of this study was to determine The Impact of The Hopeful Outreach Program inKema District, North Minahasa Regency.This study uses a qualititave-descriptive approach. The Impact of The Family Program is seen from thefour effects of public policy proposed by James Anderson and by Thomas Dye. Research informants were 4family hope program participants, 2 community members were not participants of the hope family program,and assistants of the subdistrict hope family program. Data collection uses interview guidelines, while theanalytical technique used is the analysis of interactive models Miles and Hubernann.The result of the study how : (1) family planning programs have a positive impact on the families ofparticipants in improving the health status of family members, improving family/ child education, providingsocial walfare for poor families with severe disabilities and the elderly, helping to reduce family expensesand increasing income family, as well as changes in family behavior and independence. (2) hope familyprograms have a positive impact on people who are not the target group. (3) family planning programs alsohave a positive impact on the condition of society now. (4) family planning programs do not have an impacton the direct costs of the program and on the indirect costs that must be borne bythe community as a resultof the family hope program.This study recommends suggestions : (1) the determination of family program participants’ expectationsshould be done correctly/accurately in order to unsure that the hope family program participants really arepoor and vulnerable families; (2) large amounts of family program aid allowances for every poor familyshould not be thr same, but adjusted to the same, but adjusted to the number of family members who aredependent. (3) hope family program participants who do not comply whit the obligations of health andeducation requirement must be given strict sanctions.Keywords : Policies, Family Hope Programs.

Abstract

In the Minister of Home Affairs Regulation Number 20 Year 2018 concerning Village FinancialManagement, it is stated that village finance is all village rights and obligations that can be valued withmoney and everything in the form of money and goods related to the implementation of village rights andobligations. The purpose of this study was to find out the village financial management in Tompaso VillageII, Tompaso Subdistrict, Minahasa District. The method of approach that is suitable for use in this study isa qualitative method. Data collection techniques used were interviews, observation and documentaries.Based on the results of the research and discussion, the authors draw conclusions regarding VillageFinancial Management in Tompaso II Village, Tompaso Subdistrict, Minahasa District, seen from the fourstages of the government financial management cycle, namely: (1) Planning and Preparation (2)Ratification, (3) Implementation, ( 4) Reporting and evaluation. Suggestions that can be given are Planningand Preparation, Ratification, Implementation of the Village APB needs to be improved in quality and APBVillage Reporting and Evaluation should be truly in accordance with the facts.Keywords: Management, Finance, Village.

Abstract

In realizing the objectives of the development program in each institution it takes a managerialpattern in the management of development and other governmental programs to be perceived and enjoyedby the community. The use of village funds is prioritized in village development. One of the most importantthings needed is the wisdom of the village head to direct and guide the community to jointly implement thedevelopment program. The purpose of this research is to know how the Management Of Village Funds InDevelopment In Paslaten Village Langowan West District Minahasa Regency. The research methods usedin this study are qualitative methods. The informant in the research is a person who can provide informationabout the situation and background conditions of research. The focus of research is seen from the indicatoraccording to George Terry, which is planning, organizing, mobilization and controlling. Data collectiontechniques through observation, interviews, and documentation. The results showed that the ManagementOf Village Funds In Development In Paslaten Village Langowan West District Minahasa Regency in themanagement of village funds is not done transparently or openly to every community even a lot of issuesCommunity that the management of village funds in the use of village funds is not suitable for it.Keywords : Management, Village Funds, Development.

Abstract

The policy of beach reclamation on Boulevard Manado which is quite extensive has caused some problemsor incompatibilities in terms of the socio-economic conditions of fishing communities around thereclamation area. After the coastal reclamation policy was implemented it turned out to have an impact onthe surrounding fishing community who had difficulty in finding fish and meeting their needs. So in gettingthe formulation of the problem of how the socio-economic impacts felt by the fishing community due to thepolicy of coastal reclamation on Boulevard Manado, especially in Sario District. The purpose of thisresearch is to provide an overview and analyze the socio-economic impacts felt by fishing communities asan impact arising from the policy of coastal reclamation on Boulevard Manado. This research wasconducted to evaluate the impact of the coastal reclamation policy. In evaluating the impact of this policy,the researcher used the theory of impact evaluation or summative evaluation with the eveluation method ofRossi and Freeman, then used the Act and a number of other advocate theories. Abstract

The existence of street vendors around the Kelapa II Entrop considered to be the cause of traffic congestionand disturb the beauty of the City. Along with the increase in street vendors Departement of industry andcommerce specifically the trade department do arrangement to street vendors by registering also socializingand prepare a place for traders. The purpose of this study to find out how the street vendor arrangementpolicy. The method used this study is a qualitative by using method of observation,interviews,anddocumentation. Result of the study shows that policy implementation of the street vendors arrangementatnot maximal, this is due to several problem and obtacles that keep trader from selling.Keywords : implementation, policy, street vendors arrangement
