Abstract

Penelitian ini bertujuan untuk mengetahui Pengembangan Sumber Daya Aparatur Pemerintah Desa DiKecamatan Patilanggio Kabupaten Pohuwato. Penelitian ini menggunakan metode Kualitatif pendekatandeskriptif dengan mendefkriptifkan data yang diperoleh dari hasil penelitian mengenai PengembanganSumber Daya Manusia pada aparatur pemerintah desa. Informan penelitian ini sebanyak 9 orang yaituKepala Desa (3 orang), Kepala desa Iloheluma, kepala desa Sukamakmur, dan kepala Desa Manawa danmayarakat desa ada (6 orang), 2 orang masyarakat desa Iloheluma, 2 orang masyarakat Desa Sukamakmurdan 2 orang masyarakat Desa Manawa. Dalam penelitian kualitatif, pengumpulan data dilakukan denganobservasi dan wawancara, teknik analisis data terdiri pengumpulan data, Reduksi Data, Model Data, danPenarikan Kesimpulan. Pengembangan Sumber Daya aparatur Pemerintah Desa di KecamatanPatilanggio Kabupaten Pohuwato Provinsi Gorontalo saat ini belum baik apabila dilihat dari tingkatpendidikan, pengetahuan, dan keterampilan yang dimiliki oleh apparat pemerintah desa karena jika dilihatdari cara apaaratur pemerintah desa memberikan pelayanan pada masyarakat terlihat ada beberapaaparatur pemerintah desa yang kurang mampu dalam memberikan pelayanan. Ada beberapa hal yangdisarankan pada pemerintah desa yaitu perlu adanya peningkatan kapasitas pendidikan dan pelatihan padaapparat pemerintah desa untuk menambah pengetahuan dan keterampilan pemeintah desa dalammemberikan pelayanan pada masyarakat.Kata kunci: Pengembangan;Sumber Daya Manusia, Apparat; Pemerintah Desa.

Abstract

In the management and ownership of KK and KTP, the community members in Waengi District,Puncak Jaya Regency is still low. The purpose of this study was to determine community participation inpopulation administration in Waengi District, Puncak Jaya Regency.This study uses qualitative research to produce descriptive data in the form of words, data and observedbehaviors. This study is a qualitative study of one variable, community participation in populationadministration in Waengi District, Puncak Jaya Regency. In this research the parties that will be used asinformants are the informants who are chosen to obtain clear and accurate information in accordance withthe object to be examined. The procedure for taking the initial informants is then using the snowballtechnique, which is taking one person then being interviewed and then rolling to the other informants insequence in accordance with the informants that have been determined are representatives of the populationoffice, the District government, community leaders and local residents.Community awareness and spontaneous participation from the community for the ownership of a familycards and identity cards 30 percent of the Waengi district residents already have, while 70 percent of thepopulation does not yet have. the constraints experienced by the population are road, transportation,transportation financing, employment and the distance to place a family card and a low population identitycard at 13 percent, a population with a moderate participation rate of 7 percent, while there is no populationwith a high level of participation at distance is less than 300 kg. Residents with a distance of 309 m - 700 mwith a low participation rate of 23 percent, a population with a moderate participation rate of 20 percent,and residents with a high participation rate of 10 percent in the Waengi district of Puncak Jaya district.Keywords: Participation; Public; Administration; Population

Abstract

The Government of North Sulawesi forming Local Regulation Number 4 Year of 2014concerning Control and Supervision of Alcoholic Beverages in North Sulawesi Province, considering thatalcoholic beverages are one of the products of economic value and are closely related to aspects of health,security conditions and public order, morals, mental attitudes and attitudes social society, nowadays thecirculation is increasing and expandingeven reaching all levels of society. Based on data sourced from theMarch 2016 BPS Social and Economic Survey, Manado is the city with the highest consumption of alcoholic87beverages in Indonesia. The purpose of this study is to analyze the implementation of the North SulawesiProvince regulation concerning supervision and control of alcoholic beverages by seeing the Charles O.Jones’s implementation indicator policy. The descriptive qualitative was used in this type of research. Thedescriptive qualitative was used in this type of research. This research is focused on using Charles O.Jones’s theory by seeing the Organization, Interpretation and Application aspects. There are 12 informants.This data gathering technique is gathered through observation, interview, and literature review. Dataanalysis stages : data reduction, data display, verification, and conclusion. The data is given in a form of atable, images, and narration. The descriptive qualitative was used in this type of research. This research isfocused on using Charles O. Jones’s theory by seeing the Organization, Interpretation and Applicationaspects. There are 12 informant. Data collection technique are gathered through observation, interview,and literature review. Data analysis stages : data reduction, data display, verification, and conclusion. Datais presented in the form of tables, figures, and narratives. The result of this research : organization of TheImplementation of the North Sulawesi Province Regulation Concerning Supervision And Control ofAlcoholic Beverages is considered quite good that is seen from the establishment of Cerdas Terpadu TeamSupervision And Control Of Alcoholic Beverages In Manado City. However, the coordinating initiative inthe Cerdas Terpadu team was still seen very rely on Manado city’s industry and trade office. Interpretationhas not yet been manifested well because the vagueness of hangover prevention chapter article 26 about theprevention and repressive ways that are mentioned in this article. Then it is the Second Amendment toMinister of Trade Regulation Number 20 / M-Dag / Per / 4/2014 Regarding Control and Supervision ofProcurement, Distribution and Sales of Alcoholic Beverages which prohibits minimarkets and other retailstores to sell alcoholic beverages type A, hence the principle of Lex Superiori Derogat Legi Inferiori isapplied to Article 7 of North Sulawesi Province Regulation Number 4 Year of 2014. In terms of application,this local regulation of control and supervision in alcoholic beverages that is used in Manado City isconsidered not running very well and optimal because it can still be found easily with alcoholic beveragesthat are sold in retailers and stalls which should not be allowed to sell alcoholic beverages.From this research, we can conclude that the implementation of North Sulawesi ProvinceRegulation Concerning Supervision and Control of Alcoholic Beverages in Manado City has not gone well.It is recommended that North Sulawesi Province Regulation Number 4 Year of 2014 ConcerningSupervision and Control of Alcoholic Beverages needs to be reviewed, the researcher recommends a revisionor amendment to this local regulation. Cerdas Terpadu Team for controlling and supervising the alcoholicbeverages in Manado City is expected to enhance their initiative and to not wait initiative or command fromother agencies. Agencies related to control and supervision of alcoholic beverages are expected to be moreassertive in taking down violators.Keywords : Policy Implementation, Supervision and Control, Alcoholic Beverages

Abstract

Community participation in development planning is very important for development planning. Becausebasically the planning process for village development cannot be separated from the participation of thecommunity itself. The purpose of this study was to determine community participation in developmentplanning in Pintareng Village. This research uses descriptive qualitative research methods. Datacollection techniques used are observation, interviews and data collection with documents. To see howcommunity participation in development planning in the Pintareng village. The researcher uses threeindicators namely: contribution of ideas, contribution of funds and goods and contribution of personnel.Based on the results of this study stated that community participation in development planning in thePintareng village is still not good, because people are still less aware of the importance of them participatingin development planning. Thus I can be concluded that the awareness of the community in developmentplanning in the Pintareng village is still not good.Keywords: society participation, Development Planning

Abstract

Farmer empowerment is all efforts to improve the ability of farmers to carry out better farmingthrough education and training, counseling and assistance, developing systems and means of marketingagricultural products, consolidation and guarantee of agricultural land area, easy access to knowledge,technology and information, and institutional strengthening of farmers. Farmer Institution is an institutionthat is developed from, by and for farmers to strengthen cooperation in fighting for the interests of farmersin the form of farmer groups and farmer groups combined. Farming community empowerment is the effortsmade in order to improve the agility of the agribusiness community so that they are able to independentlydevelop themselves and do business sustainably. Farmers can be defined as the work of utilizing biologicalresources by humans to produce food, industrial raw materials, or energy sources, as well as to managetheir living environment to meet their daily needs by using traditional and modern equipment. Aren (Arengapinnata Merr) is one type of palm plant potential and can grow well in the tropics, including in Indonesia.In English literature it is called sugar palm, gomuti palm, and palm sugar. Actually the sugar palm plant(Arenga pinnata) has long been known in Indonesia and around the world. Wanga Amongena Village, EastMotoling Subdistrict, Wanga Amongena Village, is seen from natural resources, namely palm sugar whichis one of the people's livelihoods and is one of the potentials of the village that is favored because of themany communities of Wanga Amongena Village who work as palm sugar farmers. The Government ofWanga Amongena Village takes steps so that the income of palm sugar farmers Wanga Amongena Villagecan meet the daily needs of life by providing assistance such as palm sugar farming equipment as well asgovernment steps and community empowerment institutions in stabilizing the selling price of palm sugar,then given training and socialization from community empowerment institutions on how to improve thesmall palm sugar industry so that in the future the community will be able to run palm sugar farming withsatisfying results for them.Keywords: Empowerment, Farmers, Palm Sugar, Training, sosialization

Abstract

Policy Implementation is one of the stages of public policy between the formation of policies and theconsequences of policies for the people they influence, the objectives of the policies. The purpose of this studyis to find out whether there is an influence on policy implementation on employee performance. Policyimplementation variables were measured and assessed using five dimensions and employee performancevariables were measured and assessed using twelve indicators. The method used in this study is aquantitative method that is measured using statistics. Data collection techniques used were observation anddistribution of questionnaires or questionnaires distributed to forty respondents. The results of the validityand reliability tests indicate that each statement item used is valid and reliable. Then from the results ofsimple linear regression analysis shows that every 1% addition to the value of the variable policyimplementation, then the value of the variable employee performance increases by 0.420, and it can be saidthat the direction of the variable influence on policy implementation to employee performance is positiveand significant. From the results of correlation analysis shows that the correlation value is 0.420, whichmeans the level of the relationship between policy implementation variables with the variable employeeperformance is included in the category of perfect correlation. Thus, it can be concluded that the proposedhypothesis can be tested empirically and with the underlying theories, and it is suggested to the partiesconcerned to continue to improve the quality of existing services and to continue to build public trust.Keyword: Policy Implementation, Employee Performance, Standart Operating Procedure

Abstract

Regional Technical Implementation Unit Center for Natural Seed and Silk North SulawesiProvincial Forestry Service is one of the bureaucratic organizations that has in the Development andDevelopment of Natural silk in order to improve people's welfare. The technical bureaucraticorganization have not achieved optimal performance in carrying out tasks in the absence of silk threadproduced in accordance with planning. This study aims to analyze why the organization RegionalTechnical Implementation Unit Center for Natural Seed and Silk North Sulawesi Provincial ForestryService in carrying out the tasks of the development and development of natural silk in the context ofimproving the welfare of the community, no results have been obtained in accordance with the plan.This study uses qualitative methods with descriptive analysis Descriptive done in Regional TechnicalImplementation Unit Center for Natural Seed and Silk North Sulawesi Provincial Forestry Service Thedata used in this study are primary and secondary data. Data collection in this study was carried out withthree main activities, namely interviews, observation and documentation.The results of this study indicate that the productivity indicators, the performance of RegionalTechnical Implementation Unit Center for Natural Seed and Silk North Sulawesi Provincial ForestryService has been implemented efficiently but has not been fully effective, because there are resultsobtained but not in accordance with the expected planning that is producing high-quality and high-sellingsilk thread. This happens because it has not been supported with adequate human resources, budget andinfrastructure in the process of carrying out the silkworm cultivation.Keywords: Organizational Performance, Natural silk

Abstract

The Organizational Structure of the Regional Secretariat of the Southeast Minahasa Regency hasbeen effective. In other words, the regional secretariat organization of the Southeast Minahasa district isnow able to create or realize the implementation of the main tasks and functions of the area secretariateffectively. The effectiveness of the organizational arrangement of the Southeast Minahasa regionthe secretariat can be demonstrated by several criteria: rationality, according to needs, efficiency, can functionoptimally, can target optimal results, can use the budget appropriately and efficiently, able to anticipate thedevelopment and improvement of tasks/jobs and able to overcome problems or obstacles/obstacles that arisein the implementation of tasks and functions. Based on the conclusions from the results of the study it issuggested that the analysis of organizational needs is always done periodically and continuously so that thefuture of the organization of the Regional Secretariat of the Southeast Minahasa Regency will be moreeffective in carrying out its duties and functions as mandated by applicable law.Keywords: Effectiveness, Organizational Structuring

Abstract

Infrastructure plays an important role for public to do activity everyday, with existing facilities andinfrastructure can provide success in a process of efforts made by the government in public services markedby economic growth, indistrualisasi and modernization. Infrastructure development is an important andvital aspect to accelerate the development process in Indonesian. The purpose of this study is to analyze thepolicy implementation in the public works and spatial planning department of District Manado inmaintaining road Infrastructure. This study uses a qualitative descriptive method. The focus of this researchuses the theories from Edward III (in Subarsono 2011: 90-92) by looking at aspects: communication,resources, disposition, and bureaucratic structure. There are 10 informans. Data collection techniquesthrough observation, interviews, documentation and triangulation. In the result of this study indicate thatpolicy implementation in the public works and spatial planning department of District Manado inmaintaining road Infrastructure it’s implementation has not been going well. In Communication aspect,government district and community has often complained about road for improvements being proposed butuntil now public works and spatial planning department of District Manado not responding to theircomplaints and suggestions. In the aspect resources, implementation of road maintenance from budgetresources adjusting from the existing budget, and there is lack of equipment resources asphalt mixing plant(AMP) which result in the production of asphalt, so it must wait for the time of the tender partners inproducing asphalt. Aspect of disposition, attitude or disputation from public works and spatial planningdepartment of District Manado in maintaining road Infrastructure tend to show a bad attitude like notresponding to complaints the road Infrastructure by government district and community. And bureaucraticstructure, in maintaining road Infrastructure public works and spatial planning department of District33Manado based on priorities, result of deliberations, complaints from the community, and oing down to thesurvey locations that have road damage points.
