Abstract

The leader is a person who has the ability to influence individuals and groups to be able to work together toachieve predetermined goals. Leadership has an important role in the life of organizations and groups,namely to be able to move, empower, and direct resources effectively and efficiently towards the achievementof goals. The purpose of this study is to produce a picture of the magnitude of the influence of leadershipstyle on improving the economic development of rural communities in Koreng Village, Tareran District,South Minahasa Regency and to find out how the leadership style of village leaders can influence theincrease in economic development of rural communities in Koreng Village, Tareran District, SouthMinahasa Regency. The benefit of this research is that it can contribute useful knowledge and ideas andenrich knowledge and can be used as input for village governments to improve community economicdevelopment and evaluate knowledge. The results of this study indicate that the leadership style of the villagehead significantly influences the economic development of the community. And the village head in KorengVillage, Tareran Subdistrict, South Minahasa Regency, is more of a laisses faire leadership style In thistype of leadership the lessez faire the leader practically does not lead. He let his group and everyone do theirown way. In the sense that leaders who have the type of Leissez Faire only depend on their subordinateswithout joint decision making. Thus, to improve the economic development of the Koreng Village, TareranSubdistrict, South Minahasa Regency, it takes a leader who is able to serve and influence his community toinfluence, inspire, listen to community complaints and be able to provide motivation and set an example forhis community.Keywords: Leadership Style, Village Head, Increased Economic Development

Abstract

This study aims to determine and analyze community participation in: decision making(participation in decision making), participation in implementation (participation in implementation),participation in utilization of results (participation in benefit), and participation in evaluation (participationin evaluation).This type of research used in this study is a qualitative descriptive study with representativeelements of: Head of HANURA UPTD, Head of Protection Section for Natural Resources Conservationand Community Empowerment. Camat, Lurah, Tua Hukum, and the Community. Data collectiontechniques using observation, interviews and documentation. Data analysis techniques are carried outthrough the stages of organizing data, data reduction, data grouping, data analysis and drawingconclusions. Data triangulation is carried out to check the validity of data and information, then the resultsof data analysis are presented using words written words.The results show that participation in decision making has not been demonstrated by the community due tothe lack of opportunities in the preparation of program plans and activities, so that it cannot convey whatthey need, where the community needs community empowerment activities. Participation in theImplementation was shown by the community through the presence in Focus Group Discussion (FGD) andsocialization, while the opportunity to utilize the available facilities was not yet available because it waswaiting for cooperation with the private sector. Participation in Utilization Results are only limited toutilizing existing natural resources and have not utilized existing tourism activities to empower thecommunity. Participation in the Evaluation does not yet exist because there is no opportunity for thecommunity to participate. It is recommended that the government involve the community to participatestarting from the public consultation, outreach. The community can manage the surrounding natural area eventhough the government has involved the private sector in developing TAHURA, also involving thecommunity in the Evaluation stage to provide input for further program improvementKeyword: Community Participation, Ecotourism

Abstract

The effectiveness of cooperative savings and loans is one of the programs oractivities that have a savings and loan system that is implemented and managed bycooperatives in order to help people who are experiencing economic problems thatneed funds and to develop businesses. The purpose of saving and loan cooperativesis to prosper members and the community. This effort aims to increase the need andability to defend themselves and free themselves from economic difficulties.Thisresearch uses a descriptive-qualitative approach. The focus of this research is theeffectivenes of cooperative savings and loans observed from the aspects ofproduction, efficiency, satisfactio, adaptation/ flexibility, and development.Research informants were the head of the cooperative, members of the cooperative,totaling six people. Data collection used interview guidelines, while the analysistechnique used is an interactive model analysis of miles and hubernan.The resultsshowed that the effectiveness of cooperative savings and loads in the productionstage is still ineffective, which is still experiencing losses in capital which causescooperatives not to run smoothly, in the efficiency and satisfaction stage it is saidto have not been effective because, it is still not good in providing services tocustomers because of the lack of facilities and infrastructure, in the adaptationstage is still not effective because there is still a lack of leadership to adapt inproviding socialization and training for employees, and the development stage isnot yet effective because there is still a lack of employees in place and facilities inthe cooperative are inadequate. The problem is an important note for cooperativesbecause of constraints in the form of facilities and infrastructure, capital andmanagement services that are less effective that makes cooperatives not runwell.therefore, there needs to be more attention from the leadership so that itcomplements the needs of the cooperative for the sake of progress and mutualprosperity.Key word:Effectiveness, Savings and loans, Cooperative, Farming communities.

Abstract

The purpose of this research is to know the public participation in thedevelopment in the village Kiama west district Melonguane archipelago district Talaud. Thisstudy using the approach deskriptif-kualitatif. The focus of the research is participation in thedecision-making process the development of the village, and in the implementation thedevelopment of the village, in evaluation of programs of development of the village, and theutilization of the development of the village. Informants peneltian is the head of the village,chairman of the BPD, chairman of the LPM, chairman of PKK courses village, public figuresor peoples, and community members of the village kiama west, entirely amounts to 10 people.Collecting data using the guidelines interview, while the technique used is the model interactiveof Miles and Hubermann. The results of research into : (1) Public participation in the thedecision-making process the development of the village still less, which is still a lot more carriedout by the people or religion, representatives organization or groups of people, while themembers of society has not been participating. (2) Public participation in the implementation orthe implementation of the construction of a pretty high, people are generally supporting theimplementation of the development of the village which has been set to give aid or donationslike the help of cash and the material and especially donations power. (3) communityparticipation in evaluating village development programs is still lacking, i.e. it is still mostlydone by community/religious leaders, while community members are still less participating. (4)community participation in the utilization of the results of village development programs in thevillage of West Kiama is generally quite high.keywords: community participation, village development

Abstract

Community empowerment actually refers to the word empowerment, which is an effort toactualize the potential that is already owned by the community. Thus, the approach of communityempowerment in the development of palm sugar farming communities is the emphasis, on the importanceof self-reliant local communities, as a system that organizes themselves. Such a community empowermentapproach is certainly expected to give a role to individuals not as objects, but as actors who determine theirlives. Community empowerment efforts can be seen from the side of their existence as a process.Empowerment as a process can be seen from the stages of activities in order to achieve a goal, which isusually determined by the time period. Society in English terms is a society that comes from the Latin wordsocius which means (friend). The term community comes from the Arabic word which means (to participate and participate). Society is a group of people who get along with each other, in scientific termsit interacts with each other. A human entity can have infrastructure through which its citizens can interactwith one another. Another definition, society is the unity of human life that interacts according to aparticular system of customs which is continuous, and which is bound by a sense of shared identity.Continuity is a community unity that has all four characteristics, namely: Interaction between its citizens,customs, continuity of time, a strong sense of identity that binds all citizens. The most important factor thatmust be considered in carrying out community empowerment programs is that without business capital it isvery difficult for the community to be able to improve their standard of living. Empowering people is notenough just to provide venture capital but must be accompanied by an increase in the capacity of humanresources so that they are able to think and act in making various efforts and efforts to improve their welfareindependently without any dependence on others. The provision of facilities and infrastructure for thecommunity to be able to do their business is one part of the government's responsibility which must becarried out through community empowerment programs.Keywords: Empowerment, Community, Business Capital, Facilities and Infrastructure.

Abstract

This research was conducted to explain the supervision on the operational standards of domesticscheduled commercial economy class passenger service procedures by the Territory VIII AirportAuthority Office. By using a qualitative design with descriptive analysis, it was found thatsupervision was carried out using Standard Operating Procedure Inspection Procedures forScheduled Commerce Route Permits and Passenger Service Classes of Domestic ScheduledCommercial Air Transport Business Services that were adjusted to the Pre-Flight, In-Flight andPost-Flight stages. The conclusion of the research is that the supervision of Region VIII AirportAuthority Office on the economy class passenger service standard for commercial airtransportation at Sam Ratulangi Airport is done more directly than indirectly. This studyrecommends a regulation that gives authority to the head of the airport authority office to takeaction on the negligence of services, the need for the use of digital corporate government in receivingand following up on errors in the application of standard operating procedures for services, theneed for coordination and synchronization of supervision programs from the Regional AirportAuthority Office VIII with Angkasa Pura II as the manager of Sam Ratulangi Airport and theAirlines operating at Sam Ratulangi Airport.Keywords: Supervision; Standard Operating Procedures; Service
