Abstract

The purpose of this study was to determine the performance of the Tolikara District Kembugovernment in the implementation of regional autonomy. This research uses a descriptive-qualitativeapproach. Based on the study of theory, performance is seen from three dimensions or indicators, namely:productivity (effectiveness and efficiency), responsibility, and accountability. Research informants werethe Camat, the District Secretary, 2 Section Heads, and 1 Implementing Staff, and 2 Village Heads. Thedata analysis technique used is an interactive model analysis of Miles and Hubernann. The resultsshowed: (1) The performance of the Kembu District government in the implementation of regionalautonomy affairs in terms of productivity indicators (effectiveness and efficiency) is quite good. (2) Theperformance of the Kembu District government in the implementation of regional autonomy matters seenfrom the indicators of responsiveness is also quite good. (3) The performance of the Kembu Districtgovernment in the implementation of regional autonomy matters seen from the accountability indicatorsis quite good. Based on these conclusions this study recommends Increase the number of employees, andimprove the quality of employee HR.Keywords: Performance, Regional Autonomy Affairs, District Government.

Abstract

This House Renovation Program is a very important one to pay attention to,this happens because the government is required to carry out this Home Renovation Program righton target that is in accordance with the requirements that have been determined so that the houserenovation program runs well. The purpose of the House Renovation Program is certainly so thatthe poor can get a decent and comfortable life. The Home Renovation Program needs to payattention to requirements. The purpose of this study is to determine the effectiveness of the HouseRenovation Program in the Village of Ranoketang, Toulagai District, Southeast Minahasa Regency.The benefits of this research are expected to be able to provide a good study to the VillageGovernment in determining or establishing and developing this House Renovation Program and thisresearch might be able to provide information or input to the Toulagai District Government ofMinahasa Regency in general and in particular the Government of Ranoketang Village. Theresearch method used is qualitative research. Data collection techniques used are interviews,observation, and documentation. The Subjects of this Research are the Government of the UpperRanoketang Village and Recipients of the House Renovation Program. Based on the results ofresearch conducted by the House Renovation Program has not been implemented properly wherethe relationship or coordination between the Old Law and BPD is still not good and there is a lot ofmiscommunication between the two parties that makes the House Renovation Program run poorly.For this reason, this study was conducted to answer the question, How is the Effectiveness of theHouse Renovation Program in the Village of Ranoketang, Toul Toul District, Southeast MinahasaRegency. Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which is reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. The role of the bloodgovernment is very important to realize the wishes of the village government and the community to introduceTanjung bongo out and to be better known by the outside community. Abstract

The purpose of this study is to determine the impact of online transportation policies,especially online motorcycle taxis in the target group (entrepreneurs / online motorcycle taxi drivers), onconventional motorcycle taxi drivers and on the user community. Based on the research results, conclusionscan be drawn: (1) Online ojek transportation policy has the expected positive impact on the target group,namely increasing online ojek driver income and helping to improve the living standards / welfare of thefamily of online ojek drivers. (2) Online ojek transportation policy also has a positive impact on the widercommunity, which makes it easy to obtain cheap, convenient, safe, and fast transportation / transportationservices. But for conventional motorcycle taxi drivers, the presence of online motorcycle taxi drivers isconsidered to be detrimental to them because income is reduced. (3) Online ojek transportation policy alsohas a positive impact on the present and future conditions of the community, whereby the community's needfor public transportation services can be more fulfilled. (4) Online ojek transportation policy has a positiveimpact on the direct costs by the community which can reduce transportation costs; and (5) Online ojektransportation policy does not affect the indirect costs that must be borne by the community as a result ofthe policy because online ojek transportation does not have a negative effect on society.Keywords: policy, the impact of online transportation policy

Abstract

Supervision is a process to ensure that all activities carried out in accordance with what has beenplanned and taking action that can support the achievement of the expected rasults in accordance with thespecified performance. Basically supervision is part of the management function. Supervision has threetypes of supervision: preliminary supervision, councurrent supervision, feedback supervision. Localgovernment is one of the tools in the governance system. This research uses qualitative research typeresearch than is research used to examine natural objects where researchers as a key instrument. Theresults of the study showed that the supervision of the local government in the distribution of alcoholicdrinks in the eastern Pinolosian sub-district of Bolaang Mongondow district, namely the supervision andcontrol of alcoholic drinks, explicitly regulates that only sellers of alcoholic berverages must have a permit.But in the field still found some sellers do not have permission but freely sell these alcoholic drinks for aare no sanctions or confinement measures from the local government. Even thoung regulations on thesupervision and control of alcoholic drinks in south Bolaang Mongondow Regency especially in eastPinolosian subdistrict have been made since 2016, but the presence of policy has not shown changesregarding the distribution of alcoholic drinks in east Pinolosian subdistrict. This is because the function oflocal government supervision of the circulation of alcoholic beverages in the eastern olosian region has notbeen carrien out properly,seeing the reality in the field so far the government has not been consistent inapplying the rules of circulation and alcoholic drinks.if severe alcoholic beverage sellers can still be foundin various places, then the governmrnt will find it increasingly difficult to control the buying interest ofconsumers.although the local government has appealed that especially in east Pinolosian it must be nonalcoholicand pressurize every village head and the shari’ih must make village regulations so thansupervision in east Pinolosian is maximal because the seller or diluent is still free to sell drinks even thoughhe does not have permission from the governmrnt.Keywords: Surveillance, Local government, Alcoholic Drinks

Abstract

Program bantuan alokasi dana desa bertujuan untuk menopang program-programpembangunan desa untuk mensejahterakan masyarakatnya. Dan berdasarkan Undang-UndangRepublik Indonesia No 6 Tahun 2014 tentang Desa, desa mempunyai sumber pendapatan berupaPendapatan Asli Daerah, bagi hasil pajak daerah dan retribusi daerah kabupaten / kota, bagian daridana berimbang antara keuangan pusat dan daerah yang diterima oleh kabupaten / kota, alokasianggaran APBN, bantuan keuangan dari APBN provinsi dan APBN kabupaten / kota. Desa diberikankewenangan sesuai kebutuhan dan prioritas desa, secara keseluruhan sumber pendapat desadigunakan untuk mendanai seluruh kewenangan untuk mengatur dan mengurus kewenangan tersebut.Fokus dalam penelitian ini adalah bagaimana kebijakan Alokasi Dana Desa untuk mengetahui sejauhmana keberhasilan dari implementasi Alokasi Dana Desa tersebut diukur dengan 4 model variabelyang didasari pada indikator teori Edward III yaitu komunikasi, sumber daya, disposisi dan strukturbirokrasi. Kebijakan ini bertujuan agar ADD bisa digunakan dengan baik dan benar sesuai dengankebutuhan masyarakat desa. Metode penelitian yang digunakan adalah metode deskriptif denganpendekatan kualitatif. Teknik analisis data yang digunakan dalam penlitian ini adalah teknik yangdiperoleh melalui wawancara atau interview menurut Surachman Winarto. Hasil dari penelitian inipada indikator Komunikasi merupakan bagian penting untuk menilai keberhasilanpelaksanaan suatukebijakan. Karena komunikasi akan memberikan pengaruh terhadap penerimaan dari pelaksana.Kedua Sumber daya, yaitu menunjuk setiap kebijakan harus didukung oleh sumber daya yangmemadai, baik sumber daya manusia maupun sumber daya finansial. Ketiga Disposisi menunjukkankarakteristik yang menempel erat kepada implementor kebijakan/program. Karakter yang palingpenting dimiliki implementor adalah kejujuran, komitmen dan demokratis dan yang terakhirBirokrasi yang bertindak sebagai pelaksana sebuah kebijakan harus dapat mendukung kebijakanyang telah diputuskan secara politik dengan melakukan koordinasi yang baik.Kata Kunci : Implementasi Kebijakan, Alokasi Dana Desa

Abstract

This study aims to determine and analyze the Effect of Recruitment on the Implementation of PublicServices in the Population and Civil Registration Office of North Halmahera Regency. The research methodthat I use in this research is quantitative research methods. Data and information were collected through aquestionnaire technique and completed with interview data source techniques/research respondents wereall employees in the Department of Population and Civil Registration of North Halmahera Regency as manyas 36 people.The analysis techniques used by testing hypotheses are frequency tables, product-momentcorrelations and simple linear regression. Based on the description of the data it turns out that most of therespondents who gave an assessment of the recruitment variable of the State Civil Apparatus were in thecategory of “high” or at 66,66%, then as many as 12 employee respondents or at 33,33% who state that therecruitment of the State Civil Apparatus in the Office Population and Civil Registration of NortHamlmahera Regency is in the “medium” category, while the category of “law” is not out of 36 employeerespondents who were interviewed in the North Halmahera Regency Population and Civil RegistrationService. While public service variable in the North Halmahera Regency Population and Service are in the“high” category or 52,77%, then 17 employee respondents or 47,22% stated that public services in theHalmahera Regency Population and Civil Registration Service in the “medium” category, while in the“low” category there isn’t.Keywords: Recruitment of State Civil Apparatus, Public Services

Abstract

This study is about the administration of the service of issuing permits for fishing in the marine and fisheriesservice of North Sulawesi Province. Public service regulations that are still scattered in the number ofregulation that are sectoral, making public services in Indonesia are in a conditional that is not yetmanageable. In other words the community has not received the excellent service that was their hope. Inorder to know the quality of service that is felt significantly by consumers, there are indicators of consumersatisfaction measures that lie in the five dimensions of service quality. 1). Tangibles : Service quality in thefrom of physical facilities, offices, computerized administration, waiting room, information places. 2).Reliability : The ability and reliability to provide trusted service. 3). Responsivess : The ability to help andprovide services quickly and accurately, as well as being responsive to consumer desires. 4). Assurance :The ability and friendliness as well as the courtesy of employees in convincing consumer trust. 5). Emphaty: Firm but attentive attitude of employees toward consumers. In this study the authors used a qualitativeapproach with descriptive analysis techniques, in this study primary data were obtained from interview andcould also be from the result of questionnaires, while secondary data were obtained from documents fromeither the relevant agencies or other relevant agencies. The result have not been able to optimally meet theneeds of the service user community. Researchers provide advice on this is about these five aspects : 1).Tangibles aspects : updating both the quality and quantity of facilities or infrastructure available at themaritime and fisheries service office in North Sulawesi Province. 2). Reliability aspects : Strive for theability and reliability of officers to the provide services by attending training, both internal and external. 3).Responsiveness aspects : Every service officer or apparatus at the North Sulawesi Province’s Office ofmaritime affairs and fisheries must try to increase understanding quickly and precisely on what is theproblem of service needs desired by the community. 4). Assurance aspects : each service officer mustimprove attitudes towards all citizens who need service. 5). Emphaty aspects : every officer is required tohave firmness in carrying out their duties and responsibilities.Keywords : Administration, Service, Fishing license

Abstract

The purpose of this study is to find out how the coordination of local governments in thedevelopment of road infrastructure in the West Kao District, North Halmahera Regency. This researchuses a descriptive-qualitative approach. Based on the study of coordination theory seen from fourindicators, namely: coordination through authority, coordination through consensus, coordinationthrough work guidelines, and coordination through one forum. The informants of this study were 1person Bappeda Head, 1 person Bappeda Secretary, 1 person Bappeda Officer, 2 PUTR Offices, West KaoSub-district Head and 1 West Kao Sub-district community. The data analysis technique used is aninteractive model analysis of Miles and Hubernam. The results showed: (1) The coordination of theregional government in the construction of the road infrastructure in the West Kao Subdistrict, NorthHalmahera Regency was seen from the coordination through the authority that had run quite well. (2)Seen from the coordination through consensus in the construction of road infrastructure in West KaoDistrict, North Halmahera Regency has also not run optimally. (3) Coordination of local government inthe construction of road infrastructure in West Kao Subdistrict, North Halmahera Regency, seen from thecoordination through work guidelines, has been running quite well, seen from the cooperation betweenthe sub-district government, Bappeda, and the PUTR Office. (4) Coordination through a forum is goodenough seen from the government's work plan in which there is Musrembang.Keywords: Coordination, Development, Road Infrastructure.
