Abstract

Provision of adequate drinking water for villagers is an inseparablepart of the government's efforts to meet one of the basic human needs. Theinherent and fundamental water needs are increasing along with the increase inpopulation, moderation of life and the level of economic progress of the Pamsimascommunity is one of the mainstay programs of the government in the provision ofclean water and sanitation for rural and suburban communities throughcommunity-based approaches. The Pamsimas program began in 2008, where theimplementation has so far succeeded in increasing rural and suburban areas thatcan access drinking water and sanitation services. The program also enhances thevalue and behavior of clean and healthy living in the population of) theeffectiveness of a measure that states how far targets (quantity, quality and time)have been achieved, or the significance of the percentage of targets achieved, thehigher the effectiveness. Accuracy of program objectives, program socializationand program monitoring In this study, researchers used a type of descriptivestudy using a qualitative approach. This research approach was chosen becausethe researcher wanted to solve the problem by describing or describing thecurrent state of the object of the researcher based on the facts that exist anddescribed in the form of words and language obtained from observations,interviews and documents. Monitoring is the process of supervision or checkingprogram activities is it appropriate that is wasted and in the pamsimas program isvery wasted the monitoring process from the village government as a serviceprogram supervisor in order to be able to carry out the monitoring processpamsimas program includes actions Program Objectives Not exactly neededwater debit cannot meet the needs of the community so that the community in theprovision of water services The program has been carried out to the communityby the village government in the form of socialization within the community.Program Monitoring has been carried out by the village government throughsupervision and coordination between the government and PAMSIMASmanagement The target of the PAMSIMAS program must be expanded inaccordance with the needs of the community. Socialization of the PAMSIMASprogram is still being carried out to the community. Abstract

The purpose of this study was to determine the results of the evaluationof the South Minahasa District Office of Transportation Staff after participatingin an education and technical training program. There are still many obstaclesthat do not match the results of the evaluation. Utilization of facilities at the timeof the implementation of the education and training program both fromparticipants, namely the employees of the Transportation Department of SouthMinahasa Regency and from the organizers themselves have not been maximized.In this study, the authors used a qualitative approach with the type of descriptiveresearch. In this study primary data were obtained by interview and observationmethods while secondary data using literature and documentation researchmethods. The results of this study indicate that the education and trainingprogram has not fully met the target in presenting good changes in employees forthe progress of the South Minahasa District Transportation Office. This can beseen based on the results of the evaluation after following the education andtraining program based on the focus of education research and trainingregarding the four evaluation indicators as stated by Daniel Stufflebeam.Researchers provide advice on this research that is paying more attention to eachemployee placement along with the type of education and training programsparticipated by each employee in order to create professional and goodperformance in accordance with the demands of each field of staff of the SouthMinahasa District Transportation Department.Keywords: Evaluation, Education, Training Programs.

Abstract

This study uses the title of the village head in the implementation ofdevelopment in the village of Tempok, Tompaso District. The focus of this studyuses the theory of performance according to Gomes (2003: 134) suggests fourindicators in measuring performance. This study used a qualitative method,informants of this study were 10 people taken from the Village Head, VillageSecretary, Village Head, Head of Development, Chair of the Village ConsultativeBody, community members. Data collection uses interview, collection andarrangement techniques. the data analysis technique used in this qualitativeresearch method is inductive proposed by Sugiyono. The results of this study areseen from 4 indicators, namely: (1) the work of the village head has been verygood can be seen from the success of several implementation of development inaccordance with community needs. (2) the quality of work in the implementationof development is quite good, it can be seen from the village head, as well as theliberation and direction of the village consultative body (BPD) and villageofficials. (3) the work knowledge of the village head is good in the eyes of thecommunity because the village head is able to realize the development policies inaccordance with what is needed by the community. (4) the cooperation of thevillage head is very good in the implementation of tasks can be seen from eachprocess of carrying out the work, the village head always tries to move thecommunity to work together to carry out the process of implementation of villagedevelopment.Keywords : Village, Head Performance, Development.

Abstract

This research is titled the empowerment of farming communitiesthrough a joint farmer group (Gapoktan) program in the village of Adow,Pinolosian Sub-district, South Bolaang Mongong District. This type of researchuses qualitative research, the research informants are Gapoktan 1 person, 1person Gapoktan Chairperson, 15 Gapoktan Members, 1 Gapoktan Farmer 1person, 1 Person Village apparatus, data collection techniques using Interview,Observation, Documentation. Data analysis techniques using qualitativedescriptive analysis research, the focus of this study using the theory according toTotok and Poerwok. the results of this study are the programs implemented by theAdow Village Gapoktan that have supported farmers in their efforts to achieve abetter life. The Adow Village Gapoktan program has also been running well,those who play an active role in the program are those farmers who needempowerment.Keywords : Community; Empowerment. Farmers.

Abstract

This study is about the administration of the service of issuing permits for fishing in themarine and fisheries service of North Sulawesi Province. Public service regulations that are stillscattered in the number of regulation that are sectoral, making public services in Indonesia are ina conditional that is not yet manageable. In other words the community has not received theexcellent service that was their hope. In order to know the quality of service that is felt significantlyby consumers, there are indicators of consumer satisfaction measures that lie in the fivedimensions of service quality. 1). Tangibles : Service quality in the from of physical facilities,offices, computerized administration, waiting room, information places. 2). Reliability : The abilityand reliability to provide trusted service. 3). Responsivess : The ability to help and provideservices quickly and accurately, as well as being responsive to consumer desires. 4). Assurance :The ability and friendliness as well as the courtesy of employees in convincing consumer trust. 5).Emphaty : Firm but attentive attitude of employees toward consumers. In this study the authorsused a qualitative approach with descriptive analysis techniques, in this study primary data wereobtained from interview and could also be from the result of questionnaires, while secondary datawere obtained from documents from either the relevant agencies or other relevant agencies. Theresult have not been able to optimally meet the needs of the service user community. Researchersprovide advice on this is about these five aspects : 1). Tangibles aspects : updating both the qualityand quantity of facilities or infrastructure available at the maritime and fisheries service office inNorth Sulawesi Province. 2). Reliability aspects : Strive for the ability and reliability of officers tothe provide services by attending training, both internal and external. 3). Responsiveness aspects :Every service officer or apparatus at the North Sulawesi Province’s Office of maritime affairs andfisheries must try to increase understanding quickly and precisely on what is the problem ofservice needs desired by the community. 4). Assurance aspects : each service officer must improveattitudes towards all citizens who need service. 5). Emphaty aspects : every officer is required tohave firmness in carrying out their duties and responsibilities.Keywords : Administration, Service, Fishing License.

Abstract

The increase in public services in a village or village cannot be separated from the roleof the village head. The success of village development is inseparable from the role of the villagehead as the leader in the village. Therefore, the role of the village head is very important in manyaspects of Kampung community life, including public services.This research focuses on the role ofthe village head in improving public services with the location of the study in Inofina Village,North Moskona District, Teluk Bintuni Regency. The aim is to find out how the village head's roleis in improving public services in Inofina Village, North Moskona District, Teluk Bintuni Regency.The method used is a qualitative method with a descriptive study approach.The implementation ofPublic Services that has been happening all this time in Inofina Village, North Moskona District,Teluk Bintuni Regency is through a service procedure that is easy, fast and centered on the needsof the community; Settlement time is fast but some are slow due to inadequate funding andsupporting infrastructure; Implementation costs from village funds; Products or Service Resultscan be felt directly by the community through the ease of service; and Facilities and infrastructuresupporting the quality of public services need improvement and addition.Keywords: Public Services, The Role, Village Head.
