Abstract

Empowerment of managers is an effort to emphasize the provision of strength, ability and authoritythrough training and education, counseling, socialization and assistance to managers in managing eachtype of business being managed. Village Owned Enterprise (BUMDes) is one of the governmentprograms based on empowerment and decentralization, with this program the government has thespirit to rebuild trust with the community to work together to create an economically independentvillage community. This study uses a qualitative research type where research is descriptive in nature,namely the collection of primary and secondary data is carried out by interview which is thenprocessed and obtained the results. Research results show that the problem that hinders theempowerment of BUMDes managers in Batlale Village is the provision of work programs in the formof savings and loans, business in the marine and plantation sectors. providing infrastructure andbusiness capital which in fact do not have progress and even have not been running due to the level ofability or knowledge of the managers who have not been able to develop their own programs. Thetraining provided by the government on how to manage and develop a business as well its potentialonly happened 4 years ago. apart from that, there are several obstacles, such as the lack of attention,concern and encouragement from the community and the government in assisting managers inrunning and developing business programs. The lack of these trainings means that the governmentonly provides outreach on the performance improvement of BumDes managers in Batlale Village.Keywords : Empowerment, Management, program

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui implementasi yang telah dilaksanakan olehDinas Tenaga Kerja dan Transmigrasi Provinsi Sulawesi Utara terhadap Program Pelatihan TenagaKerja di Provinsi Sulawesi Utara. Penelitian ini adalah penelitian deskriptif dengan pendekatankualitatif. Teknik analisis data menggunakan reduksi data, penyajian data, penarikan kesimpulan.Berdasarkan hasil penelitian Pelatihan kerja disosialisasikan melalui media cetak berupa pamflet danbanner yang dipasang dipapan pengumuman, media elektronik berupa sosial media milik dinastenaga kerja. Sumber dana untuk penyelenggaraan program pelatihan kerja di Dinas Tenaga Kerjadan Transmigrasi Provinsi Sulawesi Utara berasal dari Anggaran Pendapatan Belanja Daerah(APBD). Disposisi, kinerja para pegawai pada bagian Lapenta yang menyelenggarakan programpelatihan kerja dapat dipertanggung jawabkan hasilnya. Struktur Birokrasi, Pada struktur organisasiyang ada di Dinas Tenaga Kerja dan Transmigrasi Provinsi Sulawesi Utara terdapat bidang yangsecara khusus menangani masalah ketenagakerjaan terkait penempatan tenaga kerja dan pelatihantenaga kerja yaitu Bidang Lapenta.Kata Kunci : Implementasi, Program, Pelatihan Kerja.

Abstract

The Bureaucratic Structure Reform Policy aims to streamline the existing structure, in this case it aims tostrengthen strategic functions that were not previously accommodated and accommodated by the newstructure and increase public satisfaction with the performance and services of the North SulawesiProvincial Social Service. However, these hopes have not been maximally achieved. Therefore, this studyis proposed to answer questions about the Impact of the Bureaucratic Structure Reform Policy in theSocial Service of North Sulawesi Province. In this study, using the policy impact theory from JamesAnderson, the impact of policy can be seen based on 5 dimensions that can be used as a benchmark.Expected policy impact (intended consequences). Policies may have an impact on situations or groupsbeyond the target or purpose of the policy being made. The impact of the policy is likely to have an impacton current and future circumstances. The impact on direct costs, direct costs speak of the direct costsincurred to finance public policy programs. Policies may also have indirect costs that are borne by societyor some members of society as a result of public policies, for example regarding anxiety, discomfort, costsof social chaos, satisfaction, or even aesthetic costs. In this study, using a qualitative descriptive researchmethod, namely through interviews with 8 informants in direct observation, and looking for documentsrelated to policy, assisted by recording devices and writing instruments. The results of this study generallyexplain that the impact of this Bureaucratic Structure Reform policy has not fully achieved the expectedresults.Keywords : Policy Impact, Bureaucratic Structure Reform.

Abstract

Tujuan penelitian ini adalah menganalisis pengaruh Pertumbuhan Ekonomi Terhadap DistribusiPendapatan Di Kota Manado. Variabel yang digunakan dalam penelitian ini adalah pertumbuhan ekonomidan distribusi Analisis data dan pengujian hipotesis dilakukan menggunakan uji asumsi klasik dan regresilinear berganda. Sampel penelitian ini adalah Time Series yaitu 12 tahun dari tahun 2006-2012. Hasil analisiskorelasi menunjukkan bahwa hubungan antara kedua variabel (pertumbuhan ekonomi dan distribusipendapatan) sangat signifikan dengan koefisien korelasi ( r ) sebesar 0,765. Hasil ini mengindikasikanbahwa hasil penelitian sesuai hipotesa yang ada dan dapat teruji atau diterima keberlakuannya dengansangat meyakinkanKata Kunci: Pertumbuhan Ekonomi, Dana Distribusi

Abstract

Abstract: The purpose of this study was to determine the influence of the Social Environment on CommunityEducation in Biontong I Village, East Bolangitang District, North Bolaang Mongondow Regency. Thisresearch uses quantitative methods. The study consisted of two variables, namely the social environment(family environment, school environment, community environment) as the independent variable andcommunity education as the dependent variable. Respondents of the study were 40 residents of Biontong IVillage, East Bolangitang District, who were taken using a proportional random sampling technique.Instruments and data collection techniques using a questionnaire and assisted by interview quides, andobservation. The analysis technique for testing the hypothesis used statistical analysis of multiple regressionand multiple correlation. The results of the study concluded: (1) The social environment (family environment,school environment, community environment) has a positive and significant effect on community education.This means that the better the conditions of the social environment, the better the conditions of publiceducation; (2) The social environment (family environment, school environment, community environment) iscorrelated and has a strong and significant power of determination on the development of communityeducation. That is, the condition of public education at the dominant level is determined by the conditions ofthe social environment.Keywords: Social Environment, Community Education
