Abstract

The development of community capacity in Tumaluntung village through the Village Owned EnterprisesInstitution (BUMDes), it seems that there are still indications of problems. such as the lack of publicawareness in managing the funds they get from BUMDes and the lack of guidance or training from theBUMDes Institution for people who use the BUMDes program, so there is no visible change in CommunityCapacity Development in Tumaluntung Village. This study uses a qualitative approach. Data obtained frominterviews, observations and documents. Data analysis was carried out through data reduction, datapresentation, and conclusion drawing. The findings of this study are that the development of communitycapacity in Tumaluntung Village through the existing BUMDes from the aspect of human resources relatedto: the dimensions of knowledge and skills as well as motivation. The management of the Village-OwnedEnterprises Institution in the village of Tumaluntung should pay more attention to the community usingBUMDes and also people who do not use BUMDes, and create programs to motivate the community tocreate Community Capacity Development, as well as create programs to provide training to the community.in order to increase the knowledge and skills of the community.Kay Word : Capacity Building, Village Owned Enterprises

Abstract

The establishment of Village-Owned Enterprises (BUMDes) in Menggawa Village is an effort tostrengthen the economy in the village and is a means of empowering the local economy with various typesof village potentials. However, there are still problems in the management of BUMDes in Menggawavillage. So this research was conducted to determine the organizational effectiveness of Village-OwnedEnterprises (BUMDes) in Menggawa Village, Tamako District, Sangihe Islands Regency. The researchmethod used is descriptive qualitative. The focus of this study uses Steers' theory namely: goal optimization,systems perspective, stress on the aspect of human behavior. Sources of data used in this study are primaryand secondary data. Where the data collection techniques used are interviews, observation, documentation.With 4 informants. Based on the research results of the BUMDes "Batu Senggopole" in MenggawaVillage, it is still not effective where the selection of businesses that are not in accordance with the potentialof the Village results in a business that does not go well, limited human resources who manage BUMDes,and the BUMDes management is still lacking. innovative and productive in managing BUMDes. So it isnecessary to have technical guidance and tight supervision related to the management of BUMDes inMenggawa Village.Keywords: Organizational Effectiveness, Village-Owned Enterprises

Abstract

With the existence of E-government as an information and communication technology within thegovernment, efforts are being made to further improve the organization and management of government.This is intended to be able to carry out and carry out their duties and functions effectively and efficiently.This study uses a qualitative approach. Data obtained from interviews, observations and documents. Dataanalysis was carried out through data reduction, data presentation, and conclusion drawing. The findingsof this study are that the use of e-government realized by employees of the Department of Population andCivil Registration can benefit the performance of employees in providing existing services to thecommunity, based on the provision of good and effective services, in increasing efficiency, and inproviding information to the public. evenly. The government should further increase the existingresources to support performance. Because this is one of the factors that influence the extent to which theuse of e-government can be put to good use. Be more active in monitoring community activities onexisting platforms or social media, so that the community gets a quick response from employees, alsoremains active in socializing existing programs and providing quality information.Keywords: utilization, e-government, employee performance.

Abstract

Kinerja Sekretariat DPRD yang ada di Provinsi Sulawesi Utara dalam pelayanan yang diberikan kepadaseluruh anggota DRPD dan masyarakat terlihat ada beberapa indikasi kelemahan pada kualitas ataupunkompetensi SDM pegawai Sekretariat DPRD yaitu kurangnya profesionalitas kerja pegawai sekretariatDPRD dikarenakan tingkat latar belakangan Pendidikan yang rendah dan kurang pengalaman kerja, tidakmemiliki pendidikan dan pelatihan teknis dan fungsional yang memadai yang diperlukan untuk pelaksanantugas.. Penelitian ini menggunakan pendekatan kualitatif. Data diperoleh dari wawancara, observasi dandokumen. Analisis data dilakukan melalui reduksi data, penyajian data, penarikan kesimpulan. Temuanpenelitian ini adalah bahwa Kinerja Sekretariat DPRD yang ada di Provinsi Sulawesi Utara sudah efektif,efisien, adil dan daya tanggap dalam memberikan pelayanan yang ada kepada seluruh anggota DPRDnamun kepada masyarakat masih harus ditingkatkan lagi dengan memberikan pelatihan untukmeningkatkan kemampuan (skill) kepada seluruh staf dan pegawai dan berlaku adil dalam memberikanpelayanan yang ada kepada seluruh kalangan masyarakat tanpa membeda-bedakan suatu kalangantertentu. Serta mempermudah proses atau prosedur dari proses administrasi yang ada di Sekretariat DPRDProvinsi Sulawei Utara.Kata Kunci : Kinerja, Sekretariat DPRD

Abstract

Pengembangan merupakan suatu usaha untuk meningkatkan kemampuan teknis, teoritis, konseptual,dan moral sesuai dengan kebutuhan melalui pendidikan dan latihan. Dengan membangun,memperbaiki, yang telah ada ataupun yang belum ada. Sumber Daya Manusia merupakan faktor yangsangat penting dan tidak lepas dari organisasi maupun perusahaan. Pelatihan adalah setiap usahauntuk meningkatkan kemampuan yang dimiliki yang diasah dan latih sehingga lebih berkembang.Tujuan penelitian ini untuk memberikan gambaran tentang pengembangan Sumber Daya Manusiamelalui pembuatan Hand sanitizer oleh Dinas Ketenaga kerjaan di kota Manado. Penelitian inimenggunakan penelitian deskriptif kualitatif. Teknik pengumpulan data yang digunakan yaituobservasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan bahwaPengembangan Sumber Daya Manusia melalui pelatihan pembuatan Hand Sanitizer oleh DinasKetenagakerjaan Kota Manado belum terlaksana dengan maksimal karena masih terdapat kurangnyaSumber daya Manusia dari sebagian peserta pelatihan yang mengikutinya.Kata Kunci : Pengembangan, Sumber Daya Manusia, dan Pelatihan.

Abstract

Penelitian ini dilatarbelakangi oleh masalah yang masih menjadi sorotan utama di Indonesia yaitumasalah kemiskinan. Salah satu upaya yang telah dilakukan oleh pemerintah Indonesia dalam penanggulangankemiskinan adalah dengan memberikan bantuan kepada masyarakat miskin. Bantuan yang diberikan berupauang tunai ataupun barang. Salah satu program bantuan sosial yang dikeluarkan pemerintah adalah ProgramKeluarga harapan (PKH). Sulawesi Utara merupakan salah satu daerah yang menjadi sasaran dalam programtersebut, salah satunya Desa Picuan Kecamatan Motoling Timur Kabupaten Minahasa Selatan. Penelitian inibertujuan untuk mengetahui seberapa besar Pengaruh Pelaksanaan Program Keluarga Harapan terhadapPeningkatan Kesejahteraan Masyarakat di Desa Picuan Kecamatan Motoling Timur Kabupaten MinahasaSelatan. Dalam penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kuantitatif, teknikanalisis data yang digunakan teknik analisis data Regresi Linear Sederhana. Dalam penelitian ini diperolehhasil yakni terdapat pengaruh variabel pelaksanaan program terhadap variabel peningkatan kesejahteraanmasyarakat dan dengan demikian dapat dinyatakan bahwa pelaksanaan program keluarga harapan berpengaruhterhadap peningkatan kesejahteraan masyarakat di Desa Picuan Kecamatan Motoling Timur KabupatenMinahasa Selatan, dengan semakin baik pelaksanaan program yang dijalankan, maka kesejahteraanmasyarakat akan mengalami peningkatan.Kata Kunci : Pelaksanaan Program, Kesejahteraan Masyarakat

Abstract

Tujuan dari pelaksanaan penelitian ini yaitu menjelaskan atau mendeskripsikan pelayanan publik yangdilakukan oleh Pemerintah Kelurahan Karombasan Utara Kecamatan Wanea Kota ManadoDesain yang digunakan dalam penelitian ini adalah kualitatif. Pemilihan desaian kualitatif disesuaikandengan tujuan penelitian. Pengumpulan data yang dilakukan menggunakan metode yang umumnyadigunakan pada pendekatan kualitatif dimana peneliti sendiri sebagai instrumen dalam penelitiandengan menggunakan Pedoman wawancara terbuka, Observasi langsung kelokasi penelitian danPenggunaan dokumen yang berhubungan langsung dengan dokumen – dokumen yang ada kaitannyadengan pelayanan publik. . Adapun informan yang diwawancarai berjumlah 7 orang penentuaninforman didasari atas pertimbangan informasi, yaitu informan yang dianggap memadahiHasil Penelitian menunjukkan Pelayanan administrasi kepada masyarakat masih bersifat manualmelalui penggunaan tenaga pegawai yang diperhadapkan pada keterbatasan fasilitas dan kekuranganpegawai.Pelayanan jasa kepada masyarakat yang terwujud dalam pelayanan kebersihan serta keamanan danketertiban berjalan sesuai dengan waktu yang telah ditetapkan. Akan tetapi pelayanan jasa kebersihan(pengangkutan sampah), keamanan dan ketertiban masih diperhadapkan dengan keterbatasan fasilitasdan anggaran untuk operasional dan perbaikan fasilitas kerja.Kata Kunci :Pelayanan Publik, Pemerintahan, Kelurahan

Abstract

To be able to make a peaceful, educated and prosperous village as the vision of the villagegovernment, the development of infrastructure which is an infrastructure based on a productive agriculturaleconomy is a priority. Various infrastructure developments have been carried out by maximizing existingfunds both from village fund programs and through community self-help. The purpose of this study is to findout how the effectiveness of the implementation of rural infrastructure development, especially in BaturapaVillage, Lolak District, Bolaang Mongondow Regency is. The research method used in this study is aqualitative method. Informants in research are people who can provide information about the situation andcondition of the research setting. The focus of the research is seen from the indicators according to Makmur,namely the accuracy of the use of the budget, the accuracy of the use of human resources and the accuracyof the use of time. Data collection techniques through interviews, observation and use of documents. Theresults of the study show the effectiveness of implementing rural infrastructure development, especially inBaturapa Village, Lolak District, Bolaang Mongondow Regency until now it can be seen that efforts to buildinfrastructure based on a productive agricultural economy that have been set as village planning documentshave not been achieved and in the use of timing non-conforming causes a change in the disbursementschedule.Keywords : Effectiveness, Development, Rural Infrastructure

Abstract

The purpose of this study was to determine how to evaluate the direct cash assistance program inLansot Village, districts Kema North Minahasa. The research method used in this research is descriptiveresearch method with a qualitative approach. Data collection in this study was conducted throughinterviews, observation, and document collection. While the data analysis technique used is qualitative withthe approach of William N. Dunn in Introduction to Public Policy Analysis 2003. The core of this problemis that the direct cash transfer program in Lansot Village has not been fully implemented properly, recipientsof direct cash assistance have not been fully evenly distributed and on target. Based on the results of thestudy, it can be concluded that the evaluation of the direct cash assistance program in Lansot Village, Kec.Kema Kab. North Minahasa has been able to run well, which is the goal of this program to be able to fulfillthe direct cash assistance program in Lansot Village to run effectively and efficiently and get positiveresponses from the village community. However, in the distribution of the target recipients of direct cashassistance, it has not been fully achieved, according to some residents there are still those who have notreceived this direct assistance even though they are in the eligible category to receive this direct cashassistance.Keywords: Evaluation, Program, Direct Cash Assistance

Abstract

Limitation of infrastructure, such as providing access to economic centers, access to plantations and theavailability of clean water, became the obstacle of the rural developing. This research uses a qualitativeapproach. Data obtained from interviews, observations, and documentation. The data obtained were thenanalyzed use data reduction techniques, data models, and verification. The focus of this study refer to fiveindicators of the effectiveness of implementing the rural infrastructure development program, namely theright policy, the right implementation, the right target, the right environment, and the right process. Righton policy, government policies regarding existing problems such as construction of production roads,provide the clean water and productive businesses can be resolved. Appropriate implementation, theimplementation of rural infrastructure development was carried out in stages or gradually. Right ontarget, the target of rural infrastructure development is to realize increased access for the poor and in thisachievement the government has designated Kayuuwi 1 as the target group by involving the community.Environmentally appropriate, assessment by institutions involved in implementation and involve thecommunity as a group that related institutions and the community alike positively assess the PPIPprogram implemented in Kayuuwi 1. Appropriate process, the process starts from planning,implementation, and supervision, to decision making. The existing process is working and PPIP inKayuuwi 1, West Kawangkoan is proceeding according to the existing process.Keyword : programs effectiveness, infrastructure, rural development
