Abstract

Transparansi merupakan salah satu prinsip yang dapat menjamin akses atau kebebasan bagi seluruhmasyarakat untuk memperoleh informasi tentang penyelenggaraan dan pengelolahan yang dilakukanoleh pemerintah. Transparansi dalam pengelolahan dana desa harus dilaksanakan secara maksimal,sehingga tujuan untuk pemerataan kesejahteraan masyarakat dapat terwujud. Berdasarkan undangundangNo. 6 Tahun 2014, Dana desa merupakan dana yang bersumber dari Anggaran Pendapatandan Belanja Negara (APBN). Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitiandeskriptif, Penelitian kualitatif merupakan penelitian yang memfokuskan pada fenomena-fenomenadan kegiatan untuk mengetahui pandangan secara mendalam terhadap karakteristik umum yangterjadi dalam kehidupan masyarakat baik secara individu maupun kelompok. Sesuai dengan rumusanmasalah dan tujuan penelitian ini maka yang menjadi focus pembahasan transparansi pengelolahandana desa oleh pemerintah dalam pelaksanaan pembangunan di desa kuma selatan yang menurutkristianten (2006:73) bahwa yang dapat digunakan untuk mengukur transparansi pengolahan danadesa yaitu : ketersediaan dan aksebilitas dokumen anggaran, kerangka regulasi yang menjamintransparansi, keterbukaan proses, kejelasan dan kelengkapan informasi dalam dokumen anggaran.Kata Kunci : Transparansi, Pengelolaan, Pembangunan, Pemerintah

Abstract

This study aims to determine how organizational communication is in the Department of Population, CivilRegistration and Regional Family Planning, North Sulawesi Province. In this study using descriptive researchmethods with a qualitative approach. Based on the results of the research and discussion, the followingconclusions can be drawn, vertical downward communication, upward vertical communication, andhorizontal communication that are carried out discussing work matters, both in the form of coordinating work,working together, and sharing work. The type of communication used is formal and informal, but more oftenuses informal communication for daily communication, because it is more effective and efficient. Thecommunication method used is Informative and Persuasive, but more effective with the Informative method.The communication media used are oral, written, and electronic media, but it is more effective to use oralmedia. The communication barriers encountered are busy bosses, and busy boss schedules, so that it isdifficult for superiors to find subordinates who will carry out communication. Abstract

Penelitian ini dilatar belakangi oleh beberapa waktu yang lalu dikarenakan adanya wabah COVID-19 yang melanda dunia di akhir tahun 2019 hingga pada akhirnya pemerintah menerbitkan peraturan semua perkuliahan dilakukan secara online. Tidak terkecuali Program Studi Ilmu Administrasi Negara Jurusan Ilmu Administrasi Fakultas Ilmu Sosial dan Politik Universitas Sam Ratulangi yang di mana perkuliahan di lakukan melalui pertemuan di aplikasi zoom, grup whatsapp, google classroom dan aplikasi online lainnya. Penelitian ini bertujuan untuk mengetahui efektivitas perkuliahan berbasis online di Program Studi Ilmu Administrasi Negara. Teknik pengambilan sampel yang digunakan yaitu teknik purposive sampling dengan subjek penelitian yaitu dosen pengajar, mahasiswa, dan juga pihak dari UPT TIK. Teknik pengumpulan data yang dilakukan yaitu melalui observasi dan wawancara.Kata Kunci : Efektivitas, Perkuliahan online, Koneksi Jaringan

Abstract

The purpose of this study was to determine the implementation of the smart city program at the ManadoCity Information and Comunication Department. This research uses descriptive qualitative researchmethods. Efforts or programs from the government in implementing the smart city of Manado City arerealized through several public service programs including the Smart Command Center (C3), the analysisand map-based portal (PANANDA), the latest online tax (PONTER) and Manado Alert 112 (MS112).However, the implementation of these programs is found not to be running optimally, several obstacles thathinder the running of the smart city program in the city of Manado, including the lack of human resourceswithin the Manado city government who are experts in the IT field with educational backgrounds in thefield of technology and education. information, this greatly influences the ability of the apparatus tounderstand and implement existing programs, becomes ineffective, then the public's ignorance of the smartcity program greatly affects the success of the smart city program in the city of Manado, then because of thelarge budget in meeting the needs for information technology infrastructure, the implementation of thesmart city program has not been able to cover all the agencies, only a few agencies have been able to runthe programKeywords : Program Implementation, Smart City

Abstract

Indonesia was hit by a major disaster, namely the Covid-19 pandemic, due to the Covid19 pandemic notonly having a social impact on Indonesia but also having a negative impact on the Indonesian economicsector, this has increased the number of poor people in Indonesia. launched a number of social assistance,one of which was direct cash assistance from village funds (BLT-DD) through this program the governmenthopes to help the poor in villages in meeting their daily needs during the Covid-19 pandemic, and one ofthem is the poor. Sea Village, Minahasa Regency which also received this program. So this study wasconducted to determine the implementation of the policy for distributing Village Fund Direct Assistance(BLT-DD) during the Covid-19 Pandemic in Sea Village, Minahasa Regency. This study uses descriptivequalitative method design, data obtained, data obtained from interviews, observations, and documentation.This study uses the theory of policy implementation from Van Meter and Van Horn which has 6 policyimplementation variables and from the results of this study that the BLT-DD program is still not runningwell because there is maladministration in its implementation.Keywords: Policy Implementation, Pandemic Covid-19, BLT-DD Program

Abstract

The purpose of this study was to find out how public services during the COVID-19 pandemic were at theKema sub-district office in North Minahasa Regency. The research method used in this research isdescriptive research with a qualitative approach. Data collection in this study was conducted throughinterviews, observation, and document collection. Meanwhile, the data analysis technique used in thisresearch is qualitative with Agus Dwiyanto's approach. The core problem of this research is that the serviceat the Kema sub-district office has not been maximized. Based on the results of the study, it can be concludedthat productivity in the Kema sub-district office is not optimal, it can be seen from employees who are notproductive at work and inadequate infrastructure. The quality of service in public services at the Kema subdistrictoffice has not been optimal, it can be seen from the inappropriateness and inaccuracy of theemployees. Responsiveness at the Kema sub-district office has not been optimal, it can be seen from theemployees who do not respond. The responsibility at the sub-district office is quite optimal, this can be fromclear procedures and service standards. Accountability at the Kema sub-district office has not been optimal,this can be seen from the lack of clear information on costs and service times.Keywords: Service, Public, covid-19

Abstract

Marampit island is aborder area between countries and is included in the category ofunderdeveloped, frontier, outermost (3T) aeras since 2017. The problems experienced by Marampitisland in terms of development, economy, social, education, health, and policy implementers do notrespond to complaints and suggestions from the government and the community on Marampitisland. This study discusses how to implement development management policies forunderdeveloped, frontier, outermost (3T) areas on Marampit island, Nanusa District, TalaudIslands Regency. Through the use of descriptive qualitative research methods, with the datasources used in this study, namely primary and secondary data and data collection techniques werecarried out by observation, interviewes and documentation. With as many as 8 informants. Thefocus of this study uses the theory of Charles Van Meter and Donald Van Horn where the succes ofpolicy implementation is influenced by several indicators, namely :Policy standars andobjectives/policy measures and objectives, resouces, characteristics of implementing organizations,communication between related organizations and implementation activities, disposition or attitudeof implementers, social, economic, political environment. The results show that the process ofimplementing development management policies on Marampit island as an underdeveloped,frontier, outermost (3T) area still has lot of overlap between sectors and intitutions as well as thelack of coordination due to sectoral egos and different priorities of policy implementers, as well aslimited health, education, and information and communication infrastructure,thus requiring specialattention from the government.Keywords : Policy Implementation, Development, Underdeveloped Frontier Outermost Areas

Abstract

In this study had a purpose to find out how the political participation of women members of the SouthMinahasa Regency. this research uses a qualitative method. The theory used in this study was the theory ofdecision-making indicators from Robbins and Coulter which included identifying problems, identifyingdecision criteria, developing alternatives, picking an alternative to decisions, carrying an alternative todecisions, carry out the alternative to decisions. the informant in this research is a chairman or member ofthe commission, chairman or legislative agency, chairman or members of the budget agency, and womenmembers of the all amounted to 5 people. Data collection techniques using researchers namely observation,interviews and documentation. The results of this study showed women's political participation members ofthe South Minahasa county representative councils is good if seen from the number of female members whowere able to meet the number of regulations on the minimum of 30% of women in parliament as well asregarding the provisions of women's council participation in holding an important position and has a largeinfluence as the women of the South Minahasa regional representative council in the decision-making andthe implementation of policies. But from 30% of the number of board members who exist were not all able tocontribute directly and affect every decision-making activity is also still the high influence of political partyinterest in carrying out tasks and functions as an legislative member.Keywords : Participation, Political, Women.

Abstract

Pemberdayaan masyarakat adalah proses partisipasi yang memberi kepercayaan dan kesempatan kepadamasyarakat untuk mengkaji tantangan utama pembangunan mereka dan mengajukan kegiatan-kegiatan yangdirancang untuk mengatasi masalah tersebut. Adanya Dana Desa memberikan manfaat dan perubahan untukDesa Wanga Kecamatan Motoling Timur Kabupaten Minahasa Selatan. Dana Desa merupakan kebijakanyang tepat dalam perubahan pembangunan di Desa Wanga Kecamatan Motoling Timur Kabupaten MinahasaSelatan. Ketepatan pelaksanaan, dinilai tepat apabila dalam pelaksanaan terjalin sebuah kerjasama antarapemerintah, pihak swasta serta masyarakat. Dalam penelitian yang dilakukan peneliti didapatkan sebuah hasilbahwa kerjasama tersebut telah terjalin. Dalam APBDes Desa Wanga tahun 2019, target pembangunan yangbersumber pada Dana Desa adalah pembangunan jalan desa, pembangunan drainase/talud sertapembangunan bidang pembinaan kemasyarakatan. Dalam lingkungan kebijakan, interaksi yang dilakukanpemerintah pusat dan daerah sudah sesuai. Dalam hal ini pengumpulan Laporan Pertanggungjawaban (LPJ)selalu tepat waktu. Kebijakan Dana Desa ini diterima dan dilaksanakan sesuai dengan tujuan dari Dana Desa.Yakni pemerataan pembangunan di Desa Wanga Kecamtan Motoling Timur Kabupaten Minahasa Selatan.Kata Kunci : Program Dana Desa
