Abstract

Pemilihan umum atau dalam istilah lain disebut Pemilu merupakan syarat yang mutlak untuk melaksanakan kedaulatan rakyat bagi negara demokrasi dan untuk mengokohkan dirinya sebagai negara demokratis. Sebuah Pemilu dikatakan demokratis atau tidak tergantung dari adanya badan atau lembaga penyelenggara Pemilu. Dalam rangka mewujudkan pemilu yang berkualitas dan berkapasitas, maka dibutuhkan lembaga penyelenggara pemilu yang profesional. Namun, hal tersebut akan sulit diwujudkan apabila antar lembaga pemilu itu sendiri yaitu antara “Komisi Pemilihan Umum (KPU), Badan Pengawas Pemilu (Bawaslu) dan Dewan Kehormatan Penyelenggara Pemilu (DKPP)” terus terjadi perbedan pendapat.  Perbedaan pendapat  ini terjadi karena adanya ketidakjelasan pengaturan penyelesaian masalah hukum pemilu yang tidak konsisten dan tidak pasti, terutama terkait mekanisme penyelenggaraan pemilu dalam lembaga penyelenggara pemilu sehingga pengaturannya harus diperbaiki dan secara tegas diperjelas tentang wewenang dan tanggungjawab masing-masing lembaga penyelenggara pemilu. Dalam penelitian ini penulis menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan. Tujuan diadakannya penelitian ini sebagai kritik agar antara KPU, Bawaslu dan DKPP menjalankan kewenangannya dengan memperjelas mekanisme penyelenggara pemilu.  Dengan penjelasan diatas, penulis menyimpulkan bahwa antara KPU, Bawaslu, dan DKPP harus memperjelas wewenangnya dan tanggungjawab masing-masing agar tidak menimbulkan perbedaan pendapat yang mana akan menghasilkan pemilu yang tidak demokratis.

Abstract

Reforms bring consequences of freedom in political, contending, and media freedom. In the freedom of media, the presence of new media is dynamic in the process of delivering messages and opinions, especially in the realm of democracy. Black issues, polarisation supporters until identity politics also coloring the Indonesian elections in Indonesia in 2019, until finally, the figure @nurhadi_aldo emerged as the presidential candidate version of the Cyber Society. This research discusses text analysis in a discourse, according to Fairclough, the presence of text is a representation of the understanding of the creator, and this is open to interpretation. The purpose of this study describes the use of sexuality and satire language as a form of political expression in Indonesia, especially those that appear on the Nurhadi - Aldo Instagram account (@nurhadi_aldo). There are three stages to analyzing discourse based on Norman Fairclough's critical discourse analysis theory, namely representation, relation, and identity. The research results show that the language of sexuality and satire used by @nurhadi_aldo is a form of honesty expression to criticize the loss of the essence of an election contestation in Indonesia. Then found bizarre disclosure techniques, hyperbola, contrast, and unexpected techniques of logic use as an attempt to criticize the political phenomenon with @nurhadi_aldo.

Abstract

The use of new media in Indonesia significanty grows, especially among the youth generation. Unfortunately, it does not happen in the youth community organization. This study aims to determine the factors that become obstacles for youth community organizations in managing new media for the benefit of the organization. This research is a mixed method by using survey data collection techniques to identify the level of use of new media in each organization and focus group discussion (FGD) to obtain more in-depth data about the problems that become obstacles in its management. This study succeeded in digging data from 15 youth community organizations in the City of Kediri. This research succeeded in mapping the problems experienced by CSOs in utilizing the internet and its interactive platforms. Based on a survey conducted on 15 CSOs, it was found that the main problem faced was the unavailability of qualified human resources in CSOs that were specifically tasked with managing CSO social media accounts. This is also due to the low awareness of CSOs about the potential of the internet and new media 3.0 to treat their political audience. Furthermore, another obstacle faced is the difficulty in producing content. Based on the focus group discussion conducted to follow up on the results, the researcher concluded the two conditions above because CSOs do not have sufficient awareness and knowledge of the potential of the use of the internet and all its interactive platforms for political communication. The conclusion of this study is that the management of new media for organizations has not been taken seriously because of the low level of awareness of the importance of new media for organizational development. However, the design of the digital storytelling concept in order to create a sanse of belongings for the political audience of each community organization is seen as an alternative management solution after the appointment of manager responsibility.

Abstract

The Malaysian General Election (GE-14) in May 2018 raised an interesting and new phenomenon. For the first time since independence of Malaysia in 1957, the rulling alliance known as the National Front (Barisan Nasional, BN) which led by UMNO failed to secure simple majority in parliament and lost control of seven of Malaysia’s 13 states. This was due to the challenge presented by the new opposition alliance known as Pakatan Harapan (Alliance of Hope, PH) which won 113 of seats in parliament and gain control the central government. It is interesting that this significant increase in support for the opposition is due to their change the way minorities, identity and representation is managed. The Malaysian Supremacy as political manifesto of Pakatan Harapan which involves eradicating affirmative action based on etnicity, basing it instead on need, for instance need due to prosperity through the removal of government service tax (GST), and reformation of law. This would potentially increase the justice and equality for all ethnic or racial groups. This paper links the 2013 and 2018 elections, the more global trend in which minorities and youth representation  are standing up to demand their right and to the challenge multiracial presents in Malaysia as a Muslim country. Therefore, the fundamental questions in this paper of how Pakatan Harapan manage minorities, identity and representation within in the process of democracy and to what extent the opportunities and the involvement of youth as voters and parliamentary candidates in order to support a progressive democracy in Malaysia.

Abstract

The purpose of the study is to see how broadcasting digitalization policies in Indonesia after the shaking of the status of broadcast digitalization after the Supreme Court's decision. This research uses a qualitative descriptive method with a case study approach to explore the issues and problems that exist around the digitalization of broadcasting in Indonesia. The practice of broadcasting digitalization in Indonesia does not have clear regulations after Ministerial Regulation 22/2011 has been revoked. So that policies and regulations in managing broadcast digitalization are unclear. Simulcast Public Broadcasting Institutions (LPPs) and Private Broadcasting Institutions (LPS) have conducted trials in the field of broadcast digitalization. TVRI as a Public Broadcasting Institution (LPP) already has TVRI Digital Broadcasting Channel -1, TVRI Digital Broadcast -2, TVRI Digital Broadcast -3, TVRI Digital Broadcast -4 and TVRI Digital-HD Broadcasting. Private Broadcasting Institutions (LPS) that conduct trials are Nusantara TV, Inspira TV, Kompas TV, Gramedia TV, Tempo TV, Net TV, CNN TV, Muhammadiyah TV, Merahputih TV, Badar TV, and Persada TV. The government and all stakeholders must seriously oversee the revision of the broadcasting law that accommodates broadcast digitalization.

Abstract

Kesimpulan yang diambil oleh Geovanie ini sangat tidak tepat jika dilihat dari beberapa tokoh civil religion seperti contoh Bellah yang menyatakan bahwa civil religion di Amerika lebih condong kepada kepatuhan masyarakat atau rakyat terhadap pemerintah dan hukum yang berlaku. Kepatuhan ini seolah-oleh telah men-Tuhankan pemerintah tetapi Rousseau memiliki pendapat lain dimana menurut Rousseau, agama sipil lebih kepada agama yang berkembang dimasyarakat meskipun hanya seperti pemujaan terhadap berhala. Melihat dari keseluruhan isi dari buku yang ditulis oleh Geovanie ini maka menarik sekali untuk menyusun resensi dari buku ini. Tujuan lainnya adalah meluruskan kembali konsep dasar dari civil religion menurut pendapat para ahli sehingga para pembaca menjadi runtut dalam memahami konsep ini.

Abstract

This study aims to explain the model of village fund management based on the Village Information System (SID) in all villages in 15 sub-districts in the Wonosobo Regency, which amount to 236 villages. The study focused on the village fund management model by utilizing existing SID technology, namely the Desa Mitra Application. As well as to explain the extent to which this new model is developing and how it impacts the community. This study uses model qualitative methods, with the premier and secondary data sources, with data collection techniques using questionnaires, interviews, observation, and documentation. This study revealed that the SID-based village fund management model using the village partner application in Wonosobo District was very helpful and useful in managing village funds. Of the four stages of managing existing funds, the application of village partners plays a significant role in helping each process of managing existing funds. as in the stages of planning, corporate governance, implementation, and reporting and accountability. There are several important factors that influence the creation of the existing accountability model, namely the Government Institution in this case the Wonosobo District, the Village Government, and the existing HR. The results of this study show good results regarding the accountability of Village Funds in Wonosobo, vertical and horizontal accountability models are characteristic of the management of Village Funds in Wonosobo District by utilizing the developed SID.

Abstract

The purpose of this paper is to describe the concepts of good governance and shared governance within the framework of the Indonesian political system. This has an important connection with public service as a realization of political policy. The problem of public services is still a challenge in improving good governance. The paradigm of good governance continues to develop according to the demands and needs of society. The method used is through a theoretical and basic study of theory. This paradigm has led to shared governance. Meanwhile, bureaucratic reform has become an important agenda that must continue to be escorted to the lowest level. To improve quality, optimize better performance, and professionals need service innovation. Public service innovation through experience learning as a concrete step in maximizing the potential of the apparatus. This innovation aims to improve the performance of the apparatus through education, training, and the development of self-potential oriented to the values of experience and practice as self-actualization in the performance of public services.

Abstract

This study aims to prove three hypotheses, namely public relations theories have been widely adopted in the theses of public relations students, the theory that dominates public relations studies is the Theory of Excellence, and the most widely used of the method is qualitative. The researcher conducted a content analysis on student thesis in universities in Surabaya and Malang City in 2015 until 2019. The samples of this study were 388 theses of the students majoring in the Public Relations study. This study has proven the three hypotheses, namely the theses have applied Public Relations theories, the most widely used of the theory is Excellence theory, and the Qualitative method is the most widely used of the method. This research has also confirmed that the public relations field is not only focused on practice, but also theoretical studies. This study also confirms that the development of public relations in Indonesia is in line with the development of public relations in the United States, that is, from the practical dimension to the dimension of theoretical study.
