Abstract

The implementation of village autonomy requires the village government exploring the potential in the village into the leading sector. The agricultural sector becomes one of the ideal potentials in the Tabanan District to support national development. Currently the village government has the authority to assist local government duties. Therefore, development in the village should optimize the agricultural sector. The problems facing the agricultural sector in Tabanan are poorness, the absence of industrial processed agricultural products, and conversion of agricultural land.This paper aims to discuss and analyze the challenges and obstacles related to agricultural sector policy in the context of village autonomy with descriptive approach. Analysis carried out by combining theoretical and case or phenomenon that occurs later will be formulated into a form of public policy of the agricultural sector in the face of village autonomy. Village autonomy is the central government’s effort to restore the role of the village as a leader in national development. Village is identical as a food barn; this role is what wants to be restored so that the development pattern becomes bottom up. To support and realize the role of villages, especially in the agricultural sector, alternative policy is needed. The policy alternatives referred to are as follows; Empowerment of the rural sector, subsidies on agricultural input, agricultural output policies and the incorporation of previous policies.

Abstract

Indonesia is a country with the second longest shoreline in the world after Canada. Regardless, the management of coastal areas with the said length havn’t optimized yet and evenly that only 55 percent of potential available sources was used. Development on all sectors in coastal areas has marginalized the local society that on average work as traditional fishermen and has ruled out the preservation of enviromental ecosystem and natural habitat. The purpose of this study was to find out the ideal formulation of coastal management based on conservation. The research method used is normative juridical analysis method. The research aim tho show that the management coastal areas between sectors is still not well integrated. Therefore, it needs a policy that regulate various aspects on coastal areas management for the welfare of the people in the coastal area and archipelago.

Abstract

Benefit of implementating audit recommendation is an important factor in performance audit. This paper present results of descriptive research using survey method to auditee of BPK’s performance audit aimed to assess the extent of benefits of BPK’s performance audit and to know BPK’s performance audit recommendation over entities being audited (auditee). Survey was conducted to BPK’s auditees that consist of Ministries/agencies, state/local owned enterprises, hospitals, as well as regional work units (SKPD) in Provincial/District/City government and “other entities”. The survey results show that BPK’s performance audit help improving the performance of the auditee, where auditee at regional government level (including local owned enterprises) get greater benefit than the central government (including state owned enterprises). The survey result shows higher frequency of performance audit conducted and better quality of BPK’s recommendation provides greater benefits to the auditee. This survey also shows that 90% of respondents agree that BPK’s recommendations can be implemented. Some inputs presented by the auditee related efforts should to be taken by the BPK to improve the quality of audit and recommendation, to increase the level of follow up by the auditee.

Abstract

The mining problem has been an irony for the society, not only to gain the welfare of the economic impacts of the mining business, but to create new problems and conflict in the society. The main objective of this study is to develop a good extractive governance idea for improving the welfare of society in mining areas. This study uses a qualitative approach with descriptive research method that uses data collection techniques in-depth interviews and field observations. As for the findings of this paper, among others, the existence of natural resources in the form of oil and natural gas has caused more disasters such as conflicts, environmental disasters to economic gaps in society due to poor management. But ideally, the oil and gas industry will contribute maximally to improving the welfare of the society if managed properly. So as to maximize the potential of existing resources, there needs to be strong commitment from various parties to establish a good governance in the extractive industry area (Good Extractive Governance). This could start with the government’s commitment to oil and gas sovereignty and other extractive industries. And the existence of participatory planning in potential management in the region.

Abstract

This study is to analyze the readiness of local government in applying accrual-based governmental accounting standard. The effect of training, mentoring on human resource and the effect of human resource’s quality, organizational commitment, and infrastructure on the readiness of the application of accrual-based governmental accounting standard are analyzed through positivist approach. The data is collected from 104 respondents through questionnaires distributed to SKPDs (local government agencies) working in accounting and to treasurers. The data is then analyzed using multiple regression method. The results show that training and mentoring positively affect the quality of human resource. The quality of human resource and infrastructure do not affect the readiness of accrualbased governmental accounting standard application. The quality of human resource, organizational commitment, and infrastructure simultaneously affect the readiness of accrual-based governmental accounting standard application. This research proves that local government of Manggarai, in terms of human resource and infrastructure, is not ready. The organizational commitment of Regency of Manggarai is ready to apply accrual-based governmental accounting standard.

Abstract

This article aims to explain the participation of the community in the management and utilization of the Dana Desa (DD). This research is located in Keji Village, West Ungaran Sub-district, Semarang Regency with research subject is Keji Village and main informant is community figure, BPD and village apparatus. The type of research used is qualitative research that based its research on the description of field data. Data were obtained through observation, interview, FGD, and documentation study. The results of the study indicate that community knowledge of village funds is limited. Information about the DD management they get from village officials and other citizens through gethok tular. DD in Keji Village amounting to Rp. 608,057,000 is oriented towards infrastructure development, such as paving road, talud, and simple bridge. In the utilization of these DD, communities are involved in the whole process from planning, implementation, to monitoring and evaluation of activities. The study also highlights that community participation in Desa Keji in DD management is still limited to formal participatory activities, centered from the village staff, and administrative order.
