Abstract

The enactment of regional autonomy in Batam City created a dualism of authority between the Batam City Government (Batam City Government) and Batam Business Entity (BP Batam). The issue of dualism of authority resulted in disharmony between the two institutions in the administration of government in Batam City. Government efforts have also not been able to resolve this issue. One of the strategies pursued is to make Batam a Special Economic Zone (SEZ). In this regard, this study aims to identify the overlapping of authority between the Batam City Government and Batam Concession Agency; and find the impact of overlapping authority on the development of Special Economic Zones. This study is a policy research, using a descriptive method with a qualitative approach, namely explaining the events of overlapping authority that occurred in the administration of government and its impact on the development of Special Economic Zones in Batam. Data collection is done through desk research (documentation techniques) and field studies, namely in-depth interviews (in-depth interviews) and Focused Group Discussion (FGD). The results of the study show that overlapping authority occurred in several aspects of government related to Licensing, Land, Spatial Planning, Forests, and Assets. This overlapping of authority impedes the development of Special Economic Zones, namely the issue of division of work areas, assets and types of permits. The solutions offered are the need for the division of authority based on the division of work areas or zoning so that it becomes clear the work space of BP Batam and Pemko Batam.

Abstract

The existence of foreign organizations is a consequence of international relations, resulting in interaction between mass organizations in other countries and countries. In line with this, the existence of foreign organizations is regulated by Government Regulation No. 58 of 2016 and Government Regulation No. 59 of 2016. However, there are still people who are concerned about the existence of foreign organizations, which are considered to threaten the values of national unity. Therefore, this study will look at the description of the existence of foreign organizations, namely the flow of foreign organizations into NTB Province, whether their existence is known by the local government; implementation of the role of the community and local government in supervising foreign organizations; and the importance of supervising foreign organizations in order to maintain national security. The method used is descriptive narrative with a qualitative approach. Data collection techniques used library/documentation techniques and interviews with representatives from Bakesbangpoldagri, the Health Office and the Social Service of West Nusa Tenggara Province. The results of the study indicate that Bakesbangpoldagri of West Nusa Tenggara Province does not have accurate data on the existence of foreign organizations; the implementation of the role of the community and local government in supervising foreign organizations has not been realized maximally; and that the supervision of foreign organizations in order to maintain national security is important to be carried out, because the existence of foreign organizations can strengthen and weaken regional resilience, which will affect national security.

Majority of the respondents agreed that economic deprivation, security issues, federal dominancy over Balochistan province and lack of political will on the part of local politicians were the major reasons. According to the studies suggested that this province has large amount of minerals reserves and whole country is getting benefits from it, whereas on the other side the present study concluded that lack of access to basic public facilities further aggravates the already volatile security situation in the province due to nationalistic feelings among youth. A few suggested measures are providing more educational opportunities, provision of justice and state willingness to exert proper governance, law and order.

Regional innovation data includes the development of regional innovations. The spirit of the Ministry of Home Affairs BPP after Law No.38 of 2017 was faced with problems, namely (1) regional innovation data was still in each OPD, (2) existing regional innovation data was ambiguous and not categorized according to the mandate contained in PP No .38 in 2017. The aim is to analyze the conditions and identify the process of collecting, structuring and mapping data on regional innovations. This study uses descriptive methods with loci in DIY Province and East Java Province using interviews, observation techniques, and literature searches through internet sites. Data processing and analysis methods using qualitative data analysis techniques. The results of the study identified DIY provinces as many as 57 regional innovations and 41 provinces in East Java. Data processing, structuring and mapping methods are carried out by data administrators through manual inputting and utilization of information systems. The study findings are as follows (1) the innovation data is still manual and compiled based on the participation participation in the competition, (2) Does not have a standard systematics in making databases, and (3) Weak public transparency in accessing innovation data. The study suggestion is the need to collect, organize and map regional innovation data nationally through survey research, make the Minister of Home Affairs SE related to filling in the data base format for innovation, commitments from echelon 1 and II officials in supporting regional innovation data collection efforts, conducting meetings and communication with the Ministry or Institutions involved in developing innovation in the region, and expanding networks with donor agencies in developing survey research missions. Thus the data arrangement that has been carried out comprehensively can be carried out continuously, continuously and planned.

The population growth of a city from time to time experiences rapid development. This situation leads to socio-economic and cultural changes and have an impact on their interactions with other cities and the surrounding area. The rise of economic growth in big cities has made the pace of city development faster, making housing demand higher. That way, land use is increasingly competitive. The problem then creates a slum area. The challenges and obstacles that will be faced in the effort to deal with slums are the unavailability of accurate data and information in each region, which can inform the slums that can be adequately handled. For this reason, the purpose of this research is to find out the governance of urban slums. The research used is descriptive qualitative and uses AHP Method.
