Abstract

This study aims to analyze the effectiveness of the e-SPM application in monitoring the performance of regional services at the Directorate General of Regional Development, Ministry of Home Affairs. The e-SPM application was developed as a digital monitoring system to support the implementation of Minimum Service Standards (Standar Pelayanan Minimal/SPM) across regional governments in Indonesia. This study employs a descriptive research design with a qualitative approach to obtain an in-depth understanding of the application’s performance, usability, and contribution to administrative effectiveness. Data were collected through interviews, observations, and document analysis involving administrators and members of the SPM team responsible for managing and monitoring regional service data. The results indicate that the e-SPM application is effective in supporting the monitoring of regional service performance at the provincial, district, and city levels. The application has significantly improved the work efficiency of the SPM team by simplifying data input, accelerating reporting processes, and enabling real-time monitoring of SPM achievement across regions in Indonesia. Furthermore, the system quality, information quality, and service quality of the e-SPM application have generally met user needs, particularly in terms of data accuracy, accessibility, and integration. Administrators perceive the application as helpful in decision-making and performance evaluation related to regional service delivery.However, despite its overall effectiveness, the study also identifies several areas that require continuous improvement, including system responsiveness, user interface optimization, and periodic feature updates to accommodate policy changes and increasing data complexity.

Abstract

This study was conducted with the aim of analyzing the effectiveness of services through the implementation of digital sub-districts and identifying the support and obstacles encountered in the implementation of digital sub-districts in Sungai Keledang Sub-district, Samarinda City. This study used a qualitative method with a case study approach. The focus of this study was based on the collaboration of e-government implementation success indicators by Harvard and Moon's theory. In this study, the key informants were the sub-district head and sub-district secretary, while the informants were service staff and community members who had and had not used the digital sub-district. The data collection techniques used were observation, interviews, and documentation. The data analysis used was an interactive analysis model developed by Miles, Huberman, and Saldana. The results of the study found that the implementation of digital sub-district administration in Sungai Keledang, Samarinda City, has increased the effectiveness of public services through the acceleration of administrative processes, work efficiency of the apparatus, and ease of access to services for the community. However, this implementation still faces various obstacles, such as a lack of socialization, low digital literacy, especially among the elderly, limited network infrastructure, and application designs that are not yet fully userfriendly. Nevertheless, government policy support, the readiness of officials, and increasing digital literacy among the younger generation are significant supporting factors. These findings confirm that the success of digital subdistrict is highly dependent on the synergy between technological readiness, official support, community participation, and adaptation to local culture.

Abstract

Premarital counseling programs play a pivotal role in fostering the development of quality families and preventing stunting at its roots. However, the implementation of these programs faces significant challenges, including low community engagement, insufficient cross-sector synergy, and limited service innovation. This study aims to investigate the influence of cross-sector collaboration, organizational commitment, and service innovation on the effectiveness of premarital counseling programs, with community participation acting as a mediating variable. A quantitative research design was employed, utilizing a survey administered to prospective couples undergoing premarital counseling conducted by relevant officers in the Bangka Belitung Islands Province. Data were analyzed using Structural Equation Modeling (SEM)-Partial Least Squares (PLS) to assess the interrelationships among the variables. The findings indicate that cross-sector collaboration, organizational commitment, and service innovation significantly enhance community participation and, consequently, the effectiveness of premarital counseling programs. Furthermore, community participation was found to significantly mediate the relationship between the independent variables and program effectiveness, thereby amplifying their impact. This research contributes to the literature by advancing the understanding of the role of cross-sector collaboration, organizational commitment, and service innovation in public service delivery, and highlights the critical importance of strengthening community participation as a strategic approach to improving the effectiveness of premarital counseling programs in fostering quality families

Abstract

This study explores the ontological essence of workplace literacy through a phenomenological lens, addressing the evolving demands of modern professional environments that require advanced competencies in literacy, numeracy, and critical thinking. Grounded in the recognition that contemporary workplaces are increasingly complex and text-mediated, this research investigates how reading, writing, and communication practices are enacted, experienced, and interpreted by employees across various sectors in Indonesia. Employing transcendental phenomenology as the methodological framework, the study systematically analyzes both the textural descriptions and structural essences of informants' lived experiences from diverse workplace settings. This dual analysis reveals that literacy exists and manifests within professional contexts as more than just a technical skill. The findings demonstrate that workplace literacy operates simultaneously as a functional competency and as a form of professional consciousness that mediates relationships among individuals, texts, and organizational systems. Literacy emerges as essential for maintaining work consistency, enabling critical self-reflection, and bridging personal values with organizational culture. Furthermore, the study reveals that authentic workplace literacy is deeply rooted in reflective awareness and humanistic values, rather than being confined to instrumental or procedural applications. These insights underscore the necessity of cultivating workplace literacy development programs that prioritize reflexive practice, critical consciousness, and the integration of human-centered values within organizational learning frameworks, ultimately contributing to more meaningful and effective professional communication practices.

Abstract

This study aims to examine the strategies implemented by the Environment Agency in addressing the impacts of dust on the environment, which is prompted by the presence of coal mining companies in West Aceh, with a case study in Gampong Peunaga Cut Ujong. The method used in this research is descriptive qualitative with data collection through observation, interviews, and documentation, involving the community and relevant parties. The results of the study indicate that the strategies undertaken include environmental management, supervision of mining companies, implementation of technology, resources used by the agency, as well as SOPs and authorities that are the focus in the management and control by the Environment Agency. The strategies encompass four main aspects: organizational strategy, program strategy, resource support strategy, and institutional strategy. In the organizational strategy, the office has conducted impact identification, received public complaints, and performed periodic evaluations based on the AMDAL documents, but its implementation still requires improved consistency. Program strategies such as air quality monitoring, implementation of dust control technologies, and greening efforts are underway, but their results have not been entirely effective due to limited area coverage. Supporting strategies still face challenges related to resource limitations in manpower and technology at the regional/district level. Meanwhile, institutional strategies leverage existing regulations and SOP, but their implementation has not been fully optimized in the field.

Abstract

This study aims to explore the role of digital library information systems in improving the accuracy of collection data in junior high schools through a qualitative case study approach. Collection data accuracy is a crucial aspect of library management that directly impacts service quality and learning effectiveness. The research was conducted over six months (August 2024 - January 2025) at a junior high school that had implemented a digital library information system for at least two years. Research informants consisted of 3 librarians, the principal, vice principal for curriculum, 5 subject teachers, and 10 students selected purposively. Data were collected through participatory observation, in-depth interviews, focus group discussions, and document analysis, then analyzed using thematic analysis techniques with ATLAS.ti 9. Research findings show significant improvements in collection data accuracy after digital system implementation: bibliographic data accuracy increased from 68% to 94%, data duplication rates decreased from 23% to 3%, format inconsistencies reduced from 35% to 5%, and inventory time decreased from 14 days to 3 days. Automatic validation features detected 87% of data entry errors, while barcode and RFID technology improved the accuracy of circulation transaction recording to 98%. User satisfaction with collection information accuracy increased from 62% to 91%, with an 85% decrease in complaints. Findings indicate that implementation success was supported by librarian competence, school management support, continuous training programs, and an organizational culture that supports innovation. This research confirms the relevance of the DeLone & McLean Information Systems Success Model and Technology Acceptance Model in the Indonesian school library context, and provides practical implications for schools planning library digital transformation by emphasizing the importance of a holistic approach integrating technological aspects, human resources, and organizational support to realize effective and user-oriented library management.

Abstract

The Lontong Kupang Program is an integrated online service, a one-gate system between the Surabaya Population and Civil Registry Office, the Surabaya Religious Court, and the Surabaya Ministry of Religion. One of the services available in Lontong Kupang is the Mass Marriage Confirmation, which is part of the public service innovation. This program still requires further collaboration so that this program runs optimally. The purpose of this study was to analyze and describe in depth Collaborative Governance in the Lontong Kupang Program of the Surabaya City Government. This type of research is descriptive qualitative. Determination of informants through purposive sampling and snowball sampling. Data collection techniques are observation, interviews, and documentation. Collaborative governance is analyzed using the theory of Ansel & Gash (2008). The results of the study indicate that 1.) The initial conditions of the program begin with adequate readiness, including shared understanding, resources, and collaborative encouragement. 2.) The institutional design is quite structured with the participation of various parties and MoUs between government agencies, but there are weaknesses in the rules for collaboration with non-governmental institutions. 3.) The leadership of the head of the Surabaya City Population and Civil Registry Office has been effective in facilitating communication and coordination. 4.) The collaborative process shows positive results, although socialization and target achievement still need to be improved for more optimal results. So it can be concluded that collaborative governance in the Lontong Kupang Program has been running well, but further optimization is needed.

Abstract

Digital transformation in public services is an important part of efforts to improve good governance. This study aims to measure the effectiveness of the implementation of good governance principles in Mandolang, identify obstacles and supporting factors in digital service management, and design strategies to strengthen digital governance in accordance with the local context. This research evaluates the implementation of good governance principles in the digital transformation of public services in Mandolang District, North Sulawesi. Using a qualitative method with a case study approach, data were collected through interviews, observations, and analysis of policy documents. The results indicate significant challenges related to infrastructure, human resource capacity, and digital literacy among the public. The research also identified supporting and hindering factors and developed a digital governance strengthening strategy relevant to the local context. This study contributes an implementation evaluation model for digital public services at the sub-district level, serving as a basis for policy development and improving the quality of government bureaucracy towards greater transparency and participation.

Abstract

Synchronization between local legislative products and the Regional Medium-Term Development Plan (RPJMD) is a crucial element to ensure an effective development direction. However, disharmony often arises between regulations issued by the Regional People's Representative Council (DPRD) and policies in the RPJMD. This study aims to analyze the role of the State Civil Apparatus (ASN) within the DPRD Secretariat in the synchronization process of local legislation with the RPJMD, identify the obstacles encountered, and formulate strategies to strengthen its role. This research employs a descriptive qualitative approach with a case study in Manado City. Data collection techniques include in-depth interviews, documentation studies, and Focus Group Discussions (FGDs) with ASN, DPRD members, and regional planners. The results are expected to provide an in-depth analysis and strategic recommendations that can strengthen the synergy between the legislative and development planning processes, thereby supporting the enhancement of local governance. Thus, this study concludes that the role of civil servants at the Manado City Council Secretariat in synchronizing regional legislation with the RPJMD is crucial, but still limited to administrative aspects. To strengthen synchronization, efforts are needed to continuously improve the capacity of civil servants, build a motivation-based work culture, strengthen inter-agency coordination, and utilize digital technology in regional legislative governance.
