Abstract

Water balance modeling is one approach that can be used to predict the dynamics of soil water content for plant growth, so it can calculate the amount of crop water requirements, particularly at critical periods during which the soil moisture content is very low and in normal circumstan ces. The experiment wasconducted April-November 2010 in Merauke district of Papua provi nce. The collect ion of clim ate data (rainfall, temperature, humidity), land information(based on soil type and land use map, primarily to det ermine water holding ca pacit y and root z one depthof the soils). Land water balance analysis was con ducted for each a nalysi s of distri cts using Thornthwaite and Mather (1957). Furthermore, the results of water balance of land was mapping used the geographic information system (GIS) method for knowing the districts that have the periods of water deficit or water surplus. The results showed that the dom inant patterns of rai nfall in t he district of Merauke is pattern A is a pattern that suggests that there is a clear di fferen ce between the a mount of rai nfall duri ng th e rain y sea son t o dry season. Merauke district experienced a period of water deficit of about 4-7 months for a year. Sub districts that have a period and a high amount of water deficit isKuprik for 7 consecutive months. Sub districts that have a short period of deficit 4 months is Jagebob, Kimaan and Muting. The potential for planting food crops in Merauke district ranges from 5-7 months. The surplus per iod i s about 3-6 mont hs of November to May/June. Sub districts that have a longer period surplus isJagebob and Kimaant is 6 months. The most of the sub districts (6 sub districts) in the Merauke districthas a surplus of water> 1000 mm / year. There are only two sub districts that have surplus water <1000 mm / year is Kupri k and Sota. Sub distri cts t hatobtain high water surplus for the year is Semangga. Pot ential of th e short growing season found in Kuprik (3 months) while the potential of the growingseason is long (6 months) in almost every sub district (Semangga, Okaba, Muting Kimaan, and Sota). Water bal ance model is developed en ough valid forpredicting soil water availability and timing of food crop planting in Merauke district of Papua province

Abstract

Study on ICT i nfrastruct ure development e-governmen t implement ation: case study on Indonesi an Agency for Agricul tural Research and Development (IAARD). In line with government’s program t o perform good governa nce th rough the implement ation of e-gover nment, IAARD need to continually improve its public service, both internal and external organ izations by impr oving network uti lizati on of Infor mation and Communicati ons Technology (ICT) network. ICT network is the backbone in communicating data communications and information, so that its management and developmentneeds seriously at tention from all part ies. The con dition s of the development of ICT network infrastructures in IAARD have n et yet a cl ear dir ection and purpose, whil e the vision of IAARD becomes a worl d-cla ss research inst itute in 2014, therefore it needs that ICT plays role in the success of that vision. The draft of bl ueprin t for the development of ICT network infrastructures is hopeto be a real support in the success of that vision. A series of studies carried out was started by exexisting design each network units, the condition readiness ofinstitutions as well on technical implementing unit, Hum an Resources, up to polici es. After t hat data where evaluated in terms of the ability of the internaland external organizations. Based on the evaluation using SWOT analysis thereit was define the strategic plan to develop ICT infrastructures. Strategic Planconsist s of three m ain aspects of policy to develop ICT infrastructures; program; and the competency of human resources development program.

Abstract

Pest infestation to soybean plant results in yield losses up to 80%. Therefore, it needs to be controlled properly. The main problem in controlling it is that far mers a nd ext ension workers a re difficult to promptly diagnose the types of main pest infecting the plant in the field. In consequence to the technology applied to control it is not appropriate. Whether it is mechanically, biologically, and chemically. To help them in making prompt decission, a user friendly tool need to be developed. One of the tools is an expert system. The development and implementation of the system were carried out at Indonesian Assessmetn Institute for Agricultural Technology (IAIAT) of West Sumatera Province and Universitas Putra Indonesia, Padang. The project was conducted from March to September 2009. The methodology applied in designing, developing, and implementing. The system was process-oriented methodology that is a model driven technique orienting to a process. The expert system generated uses based knowledge of 15 pests types attaching soybean plant, 7 sites of plant damage, 53 damage symptoms, and 166 nules. While the knowledge base is 15 technologies of main pest management having certainty factor/CF around 0.8 – 1.0. The system interface consists of two forms, that are one for advanced user and the another one for farmer or extension worker. The advanced one is able to improve the existing knowledge as well as the rules and the non advanced just consult to the system. The developed system need to be further developed to make it comprehensive. The system is also called “Sipakar Hatmalai”.

Abstract

One ferm of scientific recognition indicators for research institution is the number of research articles in scientific publications (journals, proceedings) whether printed or digital form. Scientific publications are usually available in digital format and as a link to the website of each research center as publisher of the publication. Problems that occur with the digital form of scientific publications are difficulties for users to find information, because they have to search them on each research center web sites to obtain the topic. The study chose the appropriate application to integrate the scattered scientific publications into an Institutional Repository, therefore of the user would be easier to trace information and increased Indonesian Agency for Agricultural Research and Development (IAARD) scientific recognition. The method for selecting was adapted and modified from COTS-software-product framework and Analytical Hierarchy Process (AHP) multi criteria analysis. The result indicated that the best application for Repository IAARD scientific publication is DSpace Software.

Abstract

Sta bility is one of the statist ical model for desirable properties to released a variety under wide cul tivat ion. The m odel of Eberhart -Russel’s and Biplot ha s been applied t o ana lyze of QPM as candidate new ICERI (Indonesian Cereals Research Institute) variety, there are 14 genotypes F1 (single cross) fr om in bred lines S3-S4 of populat ion MSQ.K1C0 x tester MR14Q an d 2 opv. (open pol linat ed var iety) were conducted in seven environment un der central maize production in Indonesi a i.e. Sout h Sul awesi (Mar os e1, Bajeng-Gowa, e2), Central Sulawesi (Donggala, e3), East Java (Muneng-Probol ingg, o, e4), South Ka liman tan (Ba njarba ru, e5, and Pala ihari, e6), and Riau (Pakanbaru, e7). QPM is high lysine and tryptophane in endosperm maize. The exper iment in each environment wer e con ducted by r cbd (r andomi zed complete block design) with four replication in rainy sea son 2007, t he sta bilit y to studied by Eberha rt-Russel’s with mode l Y ij =μ+βiIj+δij, ij(Y: yiel d,μ:mean,β:regression coeffi cien t, I: envir onmen tal index and : δ0,=ΣIj deviation from regression), and sta bilit y par ameter j2jii/IIY=b,df of pool eddeviation and pooled err or computed by g(e-2)=80 and eg(r-1)=336, g: 16 of candidate QPM, e:7 environments. The result source of variation by rcbd that ther e are signi ficant of genotypes in all environm ents a nd in pool ed an alysi s by E berha rt-Russel’s were founded in teraction of gxe as significant. In bi plot x, y shown that single cr oss MSQ.K1C0.61-1-1xMR14Q was stable genotypes in seven environm ent an d could be recom mended as new candi date hybrids with aver age yi eld 6.673 t/ha. Positive inter action effect was founded on three candidate hybrids MSQK1C0.8-1-1xMR14,MSQ.K1C0.22-1-1xMR14Q, and MSQ.K1C0.61-1-1x MR14Q in Muneng-Pr obolin ggo, Donggala, and Banjarbaru. with yielded 5.384-6.988 t/ha.
