Abstract

The Indonesian Army (TNI AD) is improving its main capabilities to meet the demand of the changing form of armed conflict. As for human capabilities, leadership is still counted as the main capabilities. To develop its capabilities as an organization, TNI AD must focus on its soldiers' readiness to change. Based on the previous research findings and the need to change in TNI AD, research must be conducted to demonstrate the effect of leadership style on TNI AD soldiers' readiness to change This study aims to determine the effect of battalion commander’s leadership style on soldiers’ readiness to change in Xth Infantry Battalion. Data collection using questionnaires has been completed for both variables, the commander's leadership style and soldiers’ readiness to change. The analytical tool used in this study is simple linear regression analysis, correlation test, and t-test using SPSS for windows 23.0. The result showed that the transformational leadership of the Xth Infantry Battalion Commander has positive effects on readiness to change of soldiers from Xth Infantry Battalion. The coefficient determinant demonstrated from this study is 50,2%, meaning that the Xth battalion commander's transformational leadership effect on soldiers' readiness to change is 50,2%. This study is preliminary and has its limitations. However, this study can be developed in many ways for the benefit of the Indonesian Army to change to meet the ever-changing dynamics of armed conflict.

Abstract

Total war is not always associated with power seizure using physical means, however, the real meaning is how a country could implement the whole of resources to fight for their national interest. This study is aimed to provide an understanding that total war could be implemented in all areas of activities. The study is conducted with a qualitative descriptive method through a case study approach, library study, interview, and observation in the field. It has been implemented in defense diplomacy accordingly without our awareness. For instance, in the case of the delay in the Indonesia-Singapore Defence Cooperation Agreement (DCA) renegotiation which unites all personnel from different agencies and institutions, as well as all professional fields to come up with the same directions for Indonesia national interest. This study concludes that a total war strategy could be implemented in defense diplomacy to get a maximum result to fight for Indonesia’s national interest.

Abstract

Acts of terrorism are crimes and serious violations of human rights, also the threat of violence that can cause mass casualties and destruction of vital strategic objects. This is an urgent threat that needs to be prepared by designing a bomb detector conceptual design as anticipation of the threat of terrorism in public services. This study aims to obtain operational requirements and conceptual design of bomb detectors as detection of terrorism threats in public services. This study uses a mixed-method with a systems engineering approach and a life cycle model to produce a technological design. The results of operational requirements are sensors, standards, artificial intelligence, integration capability, reliability, calibration mode, portable, and easy to maintain. The configuration design is divided into three stages, namely, 1) sensors including a camera security surveillance system vector image, metal detectors, explosive detectors, and A-jamming; 2) as a processing device, processes an order with the help of an artificial intelligence system; and 3)  a security computer (surveillance), early warning, and mobile information to provide information to related agencies, especially the anti-terror unit.

Abstract

Revolution in Military Affair (RMA) has encouraged technological developments in the field of mine warfare. Technological developments in the field of mine warfare have produced smart littoral mines, in which a threat that can thwart the implementation of amphibious assaults. This study tries to analyze the Auxiliary Mine Counter Measure (MCM) Division portable mine-hunting equipment capabilities to support the success of amphibious assaults. This study uses the Measurement of Effectiveness (MoE) and the Analytical Hierarchy Process (AHP) methods to measure capabilities and determine priorities for increasing the capability of portable mine-hunting equipment to support amphibious attack support. As a result, the equipment that rushes portable mines is an increase in support for amphibious assaults because it is incompatible with existing technological developments. To be able to support the spirit of the invasion, it is necessary to procure new equipment designed by following latest developments in mine warfare technology.

Abstract

The Broad Guidelines of State Policy (BGSP) or Garis-Garis Besar Haluan Negara (GBHN) and the National Medium-Term Development Plan (NMDP) or Rencana Pembangunan Jangka Menengah Nasional (RPJMN) are important state policies in the execution of Indonesia's national development in various aspects of the life of the nation and state. The BGSP is no longer exists, and the MDP is still in effect today. The purpose of this study is to compare the two policies to obtain the superiorities and weaknesses of each when faced with several parameters obtained from various theories related to politics and law. This study is qualitative research using comparative studies in its analysis. From this study, it was found that in general, the BGSP made by the People's Consultative Assembly (PCA) or Majelis Permusyawaratan Rakyat (MPR) had a greater relative superiority when compared to the MDP made by the Government of the Republic of Indonesia.

Abstract

Due to the negative operating cash flow, working capital's unsatisfactory performance indicates that internal business processes exist. Meanwhile, the COVID-19 pandemic urges the management to be wiser in making decisions, primarily to support better working capital management. They cannot rely forever on its aggressive capital structure. Accordingly, the management committed to carrying out operation improvement related to working capital management. This decision is the background of this research to identify and analyze the root cause problems and improvement plan issues. Further investigations regarding the business issue are conducted, and business process re-engineering through the 3 hard Ss framework is selected as the research design. These frameworks are approached due to their capability to map the thorough process and link them to one another. These combination improvement ideas over the ineffective and inefficient activities could be blended while organized to be aligned with the organizational directions. This research is conducted through a semi-structured interview to explore the company conditions and uses secondary data to gather the information and strengthen the evidence. At least 14 ineffective and inefficient activities were then carried out a root-cause analysis to determine the source of the problem that had to be eliminated. Based on these findings, four management improvements are suggested: Production management, Receivable Management, Payable management, and Cash flow control and monitoring translated into action plan strategies, procedures, and tools which are equipped structurally and systems.
