Abstract

One of the functions of political communication is to give information from top to bottom or vice versa, and with this horizontal information system will produse a mutual understanding between the state / government and organizations that become their subordinate. Political communication is a tool in managing, coordinating and regulate state institutions vertically or horizontally.

Abstract

One of the strategy conducted by Local Government to increase society's prosperity through the increasing of public service quality is done by area expansion policy, like what is done by Local Government of Bekasi. The result of the area expansion policy research in Bekasi District through Sub District expansion and the implementation of Bekasi Regent regulation Number 6 Year 2005 about Devolution of A part of Authority To Handle A Part of Local Autonomy Business toward The Head of Sub District and Bekasi regulation Number 5 Year 2010 about The Permit Implementation, Non Permit, and the Devolution of A Part of Authority To Handle A Part of Local Autonomy Bussiness in Bekasi District has not been optimal in the implementation. It shows that the Local Government Apparatus Performance in giving the service has not been optimal, it is supported from the questioner proliferation toward the society in Tarumajaya Sub District which result is that the performance of Government apparatus in giving the service is not quite good. Thus, the evaluation toward the area expansion in Bekasi has not been suitable with the purpose of Constitution Number 32 Year 2004 About Local Government which is increasing the public service to embody the prosperity for society.

Abstract

The title of this research is The Application of Democracy in the Environment of '45 Islamic University of Bekasi Student Movement Organization (Philosophical Review Toward Democracy in Perspective: Epistemology, Ontology, and Axiology). The background of this research is the change of perspective direction and democracy development in contemporary era that the characteristic leans to be cosmopolitan and liberal, especially since Reformation Government. The base theory of this research is the opinion of Dahl in Sorensen, George (2003) that title is Democracy and Democratization which explains about democracy principles.The purpose of this research is to know how the democracy comprehension and application in the environment of '45 Islamic University Student Organization is reviewed from three base aspects: Epistemology, Ontology, and Axiology. It uses mix method: which is hermeneutic and analysis-descriptive method. the benefits of this research are to increase university student's understanding toward democracy concept, essence and values of Pancasila democracy, to increase the sensitivity and become the guidance for politic attitude toward the democracy development in Indonesia. for UNISMA, it can be a base consideration in formulating the things related to right, obligation, and responsibility of university student organization movement.Achieved Result: 100 respondent are divided in three pattern/comprehension, namely: 31 respondents (31 %) understand the democracy substance as participant, control (supervision) and society preference to get country authority through its representative in political leadership, 38 respondents (38 %) understand democracy substance as the equality of right and obligation for all citizen, and 29 respondents (29%) understand democracy substance as the freedom for society to express their opinion in front of public. The democracy in UNISMA students organization movement is well from in term of concept. However, the problem is the splitting of ideology that underlying their democracy.

Abstract

This study explores the relationship between Policy Evaluation Guide to Health Services in Bekasi Hospital in 2010. Theory used in this study is, the concept of public policy evaluation. Methodology used is correlation, also stressed on the type of case studies will be presented in the form of analysis in the discussion. The findings in this study is, Jamkesda policy has responded positively and enthusiastically by the poor and underprivileged in the city of Jakarta, but in terms of services remains to be done to improve and / or significant improvement.

Abstract

Citizen participation in local development planning should be one measure of the extent of the area to develop the values of good governance of his administration. Citizen involvement in the broad sense should be encouraged both through regulation and the creation of an ideal climate of democratization in the region. Thus, it will increasingly have a growing sense of community to the programs area. To realize these conditions, the forum Musrenbang in the budget process and as a formulator of policy development in the region should be carried out with the correct rules so as to meet the needs of people in the area.

Abstract

Alternative models of inter regency/city cooperation should be designed by West Java Province Governance to encourage those regencies/cities in West Java Province in actuating a form of partnership among them, particularly to respond the spirit of those regencies/city in Ciayumajakuning region (Kabupaten Cirebon, Kota Cirebon, Kabupaten Indramayu, Kabupaten Majalengka, dan Kabupaten Kuningan), since they intended to foster cooperation among their local governments. The study of designing alternative models was done by PUSKOTDA on September-November 2010, it was carried out in 4 four steps : (1) Study on those regulations relevant to inter regency/city cooperation, (2) Academic Review, (3) Formulated those models, and (4) FGD to discuss opinions and ideas toward a concept of inter regency/city cooperation. Focus groups recommended that a suitable concept for inter regency/city cooperation of Ciayumajakuning is a regional management, to explore, develop, and empower economic capacities of Ciayumajakuning. Four main aspects are also recommended to be done by this body : firstly institutionalized of the efforts, secondly human resources capacity development to pursue a competitive advantages of the region, and thirdly developing a good climate for investment, and lastly to encourage an engagement of local business owners in the region and public participation to accelerate the economic empowering partnership in the region.
