Abstract

Penelitian tentang diaspora Indonesia dapat dikatakan masih minim.  Tonggak sejarah yang menandai menguatnya kesadaran bangsa dan negara Indonesia dalam memandang diaspora ditunjukkan dengan terselenggaranya Congress of Indonesian Diaspora (CID) pada Juli 2012 di Los Angeles Amerika Serikat.  Artikel ini berusaha menelaah lebih mendalam tentang konsep diaspora Indonesia berikut kebijakan pengelolaannya untuk kepentingan ekonomi, politik, sosial dan budaya Indonesia dengan  cerminan kebijakan Cina dan India yang telah berhasil melaksanakannya. Artikel ini menyimpulkan bahwa CID adalah pintu gerbang sekaligus momentum yang dapat digunakan untuk memberdayakan masyarakat Indonesia yang berserakan di berbagai belahan dunia.

Abstract

This article tries to describe the significance of moderate Islam which is becoming a symbol of Indonesian diplomacy during the period of Susilo Bambang Yudhoyono’s administration. Susilo Bambang Yudhoyono’s administration showed optimistic attitude that moderate Islam is the Indonesian strategy to position itself amid the opposition discourse between the West and Islam. But it is interesting to see that the implementation of moderate Islam is actually not on its substance. This can be seen in the case of Israeli-Palestinian conflicts which show the ambivalence of Indonesian position. The inconsistent implementation of moderate Islam can also be seen in the Indonesian position towards Iran's nuclear case. SBY’s administration finally had to change its policies from supporting the UN resolution against Iran then abstained in the next resolution. Thus, the moderate Islam that is only applied in the context of imaging instead became a burden for Indonesia's diplomacy.

Abstract

Ditinjau dari aspek sejarah, perempuan telah lama menjadi topik pembicaraan dalam kompetisi gender dan rasis, korban sekaligus objektifikasi yang eksotik. Sering dianggap sebagai “penjaga warisan,” perempuan sekaligus menjadi simbol tidak adanya perubahan dalam budaya itu sendiri- statis dan tidak berkembang, serta tidak terbuka pada perubahan. Patologi yang salah mengenai perempuan semakin melekatkan perempuan jauh dari “rasa aman”. Cap korban dilekatkan pada perempuan yang identik dengan cerita-cerita pemaksaan dan pemerkosaan yang menjadi simbol penekanan dan frustrasi kaum perempuan. Sejarah Bosnia-Herzegovina adalah satu satu bahasan dalam kajian politik gender. Hak-hak kaum perempuan terus menerus dipolitisasi, dalam konflik yang berkepanjangan. Upaya pencitraan terhadap perempuan telah dibuat dalam beberapa tahapan kritikal . Masing-masing periode membawa persepsi sesuai dengan pemikiran-pemikiran yang ada pada saat itu. Dan setiap periode pelabelan citra ini, khususnya yang terkait dengan hak-hak kaum perempuan, kerap menemui resistansi dari pihak-pihak tertentu. Citra perempuan, khususnya selama periode perang 1992-1995 di Bosnia, Herzegovina, dan negara-negara tetangga, merefleksikan politik etnonasional dan kepentingan ideologi pada masa itu yang berujung pada hilangnya rasa aman bagi kaum perempuannya.

Abstract

In interacting with other nations within the international level, Indonesia’s traditional diplomacy is conducted by the Ministry of Foreign Affairs. Here, it plays a role as the representative of the government. However, in today’s advanced era, diplomacy is an instrument that should involve every component of the society, including the migrant workers”. The current problematic is that there are hundreds to millions of Indonesian migrant workers residing in other countries but Indonesia has failed to actualize these workers as power for its foreign policy.  Every year, hundred of thousands of Indonesians migrate to other countries to work. These workers reside in various countries all over the world, including in ASEAN countries. Malaysia has the second largest number of Indonesian migrant workers after Saudi Arabia. Until today, these Indonesian migrants are merely considered as labor force. They are not valued as structural importance who has bargaining power in diplomatic practice.  The purpose of this writing is to operationalize the concept of multi track diplomacy in an attempt to enforce the role of migrant workers as a non-diplomatic group to further strengthen Indonesia’s diplomatic posture. As an agent of the third-track diplomacy, this writing will further describe the role of migrant workers as the foundation of diplomatic strength.

Abstract

The discussion of climate change has entered the international political stage since the 1980s, and as an international response, UNFCCC was founded as a forum to handle this issue. UNFCCC has produced the Kyoto Protocol – an agreement which obligates nations to halt the rapid effect of global warming. Through the course of its life, the Protocol has been regarded as incompetent in achieving the goals uttered in the convention. Further discussion was needed, and the later forums finally decide to improve the protocol by establishing REDD, a proposal which focuses specifically on green house gas emissions from forestry. To this present moment, REDD has remained a non-binding and unofficial agreement, but REDD has been applied in many states, therefore its effectivity remains a question worth asking. By using a mixed method approach, and studying documents to achieve adequate amount of data, this research attempts to answer the questions regarding the effectivity of the REDD mechanism. The international regime theory approach will be used, which focuses on the theory of regime effectiveness, implementation concept and compliance. This research concludes that REDD falls under the category "mixed-performance regimes" which is indicated by the complexity of the problem encountered, obvious from the appearance of conflicts of interest in the forum, which results to agreements which are very often rather normative. On the other hand, the problem-solving capability in the regimes is competent, indicated by the presence of a scientific body which provides current information about the issue and another body which is responsible for watching the progress of policy-implementation, and the availability of the funding. The combination of these two aspects have resulted in a regime which progresses rather slowly.

Abstract

Invasi Israel ke Palestina pada November 2012 adalah pengulangan logika sekuritisasi dan logika kekerasan Israel dalam mempertegas dominasi Israel di Timur Tengah. Meski demikian, tindakan tersebut semakin mengucilkan Israel dalam pergaulan internasional. Bahwa Amerika Serikat masih tetap mendukung penuh tiap kebijakan Israel, tidak bisa disangkal. Tapi kini Israel tidak lagi mendapatkan dukungan yang sepenuh hati bahkan dari negara-negara yang selama puluhan tahun bersimpati pada Israel. Berbagai perubahan dramatis di Palestina mendorong publik internasional menjadi lebih bijak melihat hak-hak Palestina, dan utamanya lebih berani menentang sikap Amerika Serikat yang terus-menerus mendukung penuh agresivitas Israel dalam mempertahankan eksistensi di Timur Tengah dan eksistensi terhadap Palestina. Maka terjadi perubahan perlahan respon sekuritisasi yang sedang terjadi di Palestina, sekalipun menghadapi tantangan bahwa kekerasan sistemik yang dijalankan Israel masih mempersulit perdamaian diantara kedua pihak. Bisa jadi perubahan yang terjadi di Palestina dan lebih terbukanya berbagai negara melihat hak kedaulatan Palestina juga seiring terlalu lamanya konflik kedua pihak berlangsung, sehingga Palestina lebih memilih untuk bersikap cerdik menyikapi sikap keras kepala Israel. Maka sekuritisasi kedua pihak pada dasarnya sedang perlahan berubah, dan mungkin menjadi salah satu faktor yang kelak akan mengubah secara dramatis peta geopolitik di Timur Tengah. Seiring juga sedang terjadinya proses demokratisasi di Timur Tengah dalam tiga tahun terakhir.
