Abstract

The open space area is a place of social interaction, such as Taman Alun-alun Kapuas in Pontianak. The objective of this study is to asses the effect of the quality of public open space in Pontianak against the usesrs’ expectations. The study using quantitative method by observation, interview, and distributing the questionnaire. The respondents are the users in the location that determined based on probability sampling techniques. The analysis of qualitative descriptive is used to assess the quality based on the facts in the location. The users’ expectation is analyzed by multiple regression analysis with 5 (five) variables: comfort variable (climatology and facilities); relaxation variable (separator ways, ornament, safety); involvement of passive variable (observation, landscape and natural elements); active involvement variable (ease of doing activities, space of communication, event, and playground); as well as variable discovery (characteristic of the area). The result of this research shows that: the name of Taman Alun-alun Kapuas doesn’t have any relevance with the Alun-alun concept in Java. The high temperature of Pontianak causing many users visit Taman Alun-alun Kapuas in the evening which tends to be a passive activities; there are six indicators which has met the expectations of users: the separator ways, landscape of garden, the observation, freedom of movement, space of communication, and characteristic of areas.; the street vendors in Alun-alun Kapuas has the positive and negative impacts for the users.

Abstract

The Indonesian archipelago that stretches from Sabang( Sumatra Islands ) to Merauke ( Papua Islands ) has a variety of abundant natural resources , one of which are West Java Province . Central Government through the Ministry of Public Works – Public Housing has allocated Rp 1 trillion in APBN 2013 (presidential directive allocation) for the road construction of south traffic in West Java. This thesis aims to assess the effect / assessment of variables (i) land use - transportation; (ii) the pattern of development of the area and the road network system; (iii) spatial and regions; and (iv) the level of transport in the National Transportation System (SISTRANAS) towards improving the status of south traffic road of West Java to be became a national road in perspective the function of the road network, which is expected to provide an objective assessment in evaluating the proposed of roads status improvement. Positivistic and rationalistic approach used in this study to design variables and criteria for assessment of land use; the pattern of development of the area and the road network system; spatial and regions; as well as the transport level in the National Transportation System (SISTRANAS). Quantitative descriptive method in this research is intended to provide a description / overview and assessment of data analysis in the form of numbers. The research concludes that the variable of land use - transport and national transportation system (Sistranas) variable can be taken into consideration, because these two variables more realistic in assessing improvement the status and function of the national road compared to the other variables.

Abstract

This study discusses the efforts to improve the performance of the traffic in the CBD area of Bekasi City with management and traffic engineering. The proposed strategy is the reduction of traffic flow conflict at the existing congestion spots on the main road corridors, which are Ahmad Yani street, KH. Noer Ali street, and Hasibuan street. Congestion occurs in the u-turn and intersection. The proposed treatment is closure U-turn, Kayuringin intersection and the prohibition of right turn and U-turn at the major roads of Mall MM intersection. As for the long term proposal is to build a flyover at the MM Mal Bekasi intersection, this proposal is recommended for long term treatment due to need high costs and substantial time for it. Further studies is needed as well.

Abstract

Problem faced by the government regarding Development and Management of Irrigation Network program is the implementation have many weakness, which look at the low participation. Including a sense of belonging is low to existing irrigation networks. Public already familiar with the system development from top to bottom (top down) and passive waiting for the program and existing orders. yhe aim of research is to analyze the form and level of society participation and to know what factors influence community participation in Development and Management of Irrigation Network program at Way Umpu Irrigation Area, Way Kanan regency. This research used quantitative descriptive analysis support with qualitative analysis. Based on this study, its found that the participation in form energy, money and material, dominant forms of community participation is energy, followed by donations of money and material donations. Overall level of public participation in Development and Management of Irrigation Network program at the third level of eight Arnstein participation ladder. its mean at informing level and degree of tokenism.

Abstract

Magetan Regency Government built north-ring-road in order to alleviate traffic congestion in urban center area. However, the ring-road attracted people to utilize the surrounding area. The area utilization was estimated influencing the form and the structure of Magetan Urban Area. In this respect, this research is aimed to explain the relationship between north-ring road development and the change of form and spatial structure of Magetan Urban Area by using a quantitative approach and a descriptive method in its practice. As the result, the form of Magetan Urban area is compact-square with linear form in the several parts of the urban area. The structure of Magetan Urban Area is sectoral which characterized by the main activity in urban center and swept away following the main road. The development in the periphery area was caused by the increase of activities in urban center. However, the development did not change the urban form, but it contributed to the larger size of the urban form. The development of north-ring road only impacted to the development in the several villages surrounded the road, so it did not change the form and the structure of Magetan Urban Area directly.

Abstract

Settlement condition of the River Plate Kurau Cluster 1 Kurau slum village made arrangements with land readjustment, but in the implementation of the case back by the public rejection of the result of an agreement or a consensus that settlements be halted. Therefore, it is necessary to evaluate the land consolidation process in order to assess the success of land readjustment process and the factors that hamper implementation. This study uses a mix method with a two-stage procedure. Results of the analysis showed that the land land readjustment process successfully, supported by the success of the equity (score 638), effectiveness (score 631), responsiveness (score 617) and efficiency (579). The success of land land readjustment is caused by, among others, people's desire to stay or do not want to be relocated / displaced, not the status of land ownership society, high support and commitment of local governments and legislators. whereas the factors that hinder the implementation of the agreement of land land readjustment triggered by the inequity in the distribution of location / position of the lots after the land land readjustment of the small percentage of people, causing rejection back public the results of land land readjustment, among others, less efficient and less fair to the size distribution and financing schemes recovery.

Abstract

Special Economic Zone (SEZ) Tanjung Lesung located in Pandeglang, Banten Province, was established to increases local economy by tourism. Under law No. 39 year 2009 on SEZ, SEZ was managed by Zone’s board with assistance of SEZ secretariat, its administrator, and company such as PT. Banten West Java  (BWJ). Effective institutional productivity is needed in the development of SEZ Tanjung Lesung. This research uses quantitative and qualitative methods to measure effectivity level of its employee’s character, government policy, human resources effectivity, also role and coordination of zone’s board . There is inefficiency in SEZ management mainly in role and coordinating aspects that turns  SEZ working inefficently because of the lack of coordination, communication, service standards, monitoring and supervision. Further institutional evaluation and restructurization is needed to ensure optimum SEZ function.

Abstract

Limited land in the centre of the city will encourage people to choose residing in the suburb area as alternative, which of course also effect transformation in those areas. Spatial transformation that occured in peri-urban area will change the pattern of space utilization existed in that region. The population growth rate of Malang city is approximately 0,86% larger than that in East Java (0,75%). The increasing number of population growth in Malang occured unevenly in all parts of the city. The purpose of this research is to review the spatial transformation occuring in peri-urban area of Malang city by firstly analyzing the location of peri-urban based on its land usage. The analysis is conducted with geographic information system ArcGis 9.3, which is benefited to analyze map overlay dan kernel density analyze. Based on the result of analysis, it is discovered that there is a difference of spatial transformation between the north and south region of peri-urban areas in Malang city. Kedung Kandang district, which is located in the south region, experienced a low transformation with a linier trend of developing land pattern. Meanwhile, Lowokwaru district is experiencing high transformation with a concentric trend of developing land pattern. This difference occured due to several factors, which are population factor like high growth population, center of activity, accessibility, the role of developer, and policy factor related with direction of spatial region patter.The trend of distribution pattern in population density and developed land aimed on the northern part of the city indicated the direction of the city development trend.

Abstract

Infrastructure development in Indonesia continued to show progress, including the development of the port as a place which is an integrated system consisting of transport in the waters, port, safety and security, and environmental protection in maritime. Lampung province that has the port will control that is essential for the regions surrounding potential in improving the economy, especially industry and trade both nationally and internationally. The purpose of this study was to assess the Port of Panjang infrastructure development as an international cargo port. Therefore, researchers using the theory to fill positivistic approach and examples of best practice to fill rationalistic. Best practice is used is the Port of TanjungPriok, Jakarta, and Port of Busan, South Korea as a cornerstone of researchers to conduct research. The research character is a descriptive. Methods of data collection is done by direct observation to the test site and interview techniques combined with a list of questions to the government and service users. The results showed Port of Panjang Infrastructure meet the minimum requirements of international cargo ports established by the IMO, the Port of Panjang must add infrastructure and supporting facilities. Water facilities, ports should be developed, among others, relocation is docked tug boat, pilot boat and service boat, while the infrastructure to be developed is the yard, office building (banking) and postal telecommunications, reactivation of the railway to transport coal, and gangway to lane expressway passenger sea.

Abstract

Pidie District is one of the areas in Aceh Province which is rich in minerals such as gold, copper, iron sand, and other metal minerals. The potential for the mine has created a lot of illegal gold mining activities that cause negative effect for the spatial planning and the environment. The local government has been trying to control and supervision, but still not able to cope with illegal gold mining activities in the study area.Seeing these conditions, the authors conducted research entitled Spatial Control of Mining Areas Against Illegal Gold Mining Activity In Pidie District. This study uses qualitative and quantitative research methods (mixed methods) and supported by ArcGIS 10.2 software to perform analysis.The study found a violation of spatial due to illegal gold mining activities that enter the protected forest areas, forest production and residential area that is not worth mine. Control efforts such as zoning, permits, incentives, disincentives, sanctions and regular monitoring has been carried out. The constraints such as government officials and companies involved, weak law enforcement and a lack of coordination among agencies makes illegal gold mining region of the study is still ongoing. Arrangement of WPR on location technically feasible, completion of the poverty problem perpetrators, and to improve inter-agency coordination are measures to control illegal gold mines in the region of study.
