Abstract

The main objective of this study was to examine the effectiveness of the performance of the e-office system in Tanzania's Public Institutions at the President's Office of Public Service Management and Good Governance (POPSMGG). Specifically, the study determined the extent to which the e-office system is used at PO PSMGG, assessed the impact of using the e-office system at PO PSMGG, and examined the challenges faced in using the e-office system at PO PSMGG. The study adopted a cross-sectional research design. A total of 132 participants participated in this study, equal to an 86.8% response rate. The Resource-Based View theory guided the study. The study employed questionnaires and interview methods to collect data. The findings revealed that the majority of respondents, 58%, said they use e-office daily. The study results indicated that most respondents, 90%, agreed that the e-office system improves customer service. The findings revealed that most of the respondents, 71% disagreed with the statement that the lack of adequate ICT infrastructure affects the POPSMGG to use the e-office system. Also, the study revealed that most of the respondents, 59% disagreed with the statement that the most significant barrier to using the e-office system is a lack of willingness to use the system. Generally, the overall results regarding the challenges experienced when using the e-office system showed that most respondents indicated issues such as unreliable power supply, security concerns, and technology dependency. The study recommends that the government integrate the e-office system with other government systems to facilitate data and information sharing.

Abstract

Penelitian studi kasus kausalitas ini bertujuan untuk mengeksplorasi bagaimana praktik kewirausahaan politik dengan mempertimbangkan variabel kebudayaan dalam menjalankan strategi sebagai seorang usahawan politik dimana studi ini belum banyak didiskusikan dalam riset akademis. Kewirausahaan politik menurut pandangan Petridou (2016) dibagi menjadi empat aspek utama, yakni Who, How, Where dan Impact. Berbeda dengan teori yang digunakan, penelitian ini berusaha untuk menjelaskan aspek how dari sisi kebudayaan. Dua indikator penting yang dimuat dari aspek how adalah interaksi antar aktor dan strategi seorang usahawan politik akan dielaborasikan dengan kebudayaan jawa arek. Kebudayaan Jawa Arek yang dikenal dengan karakter lugas, blak-blakan, hingga bondho nekat akan mewarnai terhadap bagaimana kepemimpinan Kepala Desa Hulurejo yang menjadi subjek penelitian. Penelitian ini menunjukkan bahwa filosofi jawa arek yang diimplementasikan dalam strategi kewirausahaan politik kepala desa mampu untuk menjadi solusi terkait dengan berbagai permasalahan yang ada di masyarakat, hal ini didasarkan pada pola komunikasi yang cair dan mampu mengakomodasi kepentingan masyarakat. Hasil penelitian ini juga menunjukkan bahwa dalam praktik kewirausahaan ini juga mengandung dua cabang utama kewirausahaan politik yakni ekonomi politik dalam hal relokasi sumber daya dan perubahan kebijakan. Fenomena penyaluran BLTDD pandemi mendukung pernyataan Petridou (2016) tentang imbalan beberapa jenis keuntungan politik dalam proses relokasi sumber daya.

Abstract

Penelitian ini berupaya menguraikan perubahan dalam tatanan kehidupan akibat masifnya ekspansi perusahaan berbasis platform digital. Pada bentuk mutakhirnya, revolusi teknologi informasi memungkinkan praktik akumulasi kapital berbasis jaringan dalam bentuk gig economy. Ekspansi pekerjaan gig yang berlangsung melalui platformisasi terjadi dalam kondisi sosial yang spesifik. Dalam melacak lokus relasi sosial dan politik yang berubah sebagai konsekuensi logis dari interkoneksi, fokus diberikan terhadap friksi akibat ekspansi dan akumulasi kapital industri transportasi berbasis platform beserta ragam responsnya. Untuk mencapai tujuan tersebut, penelitian ini akan menggunakan metode kualitatif dengan mengambil studi kasus pada empat wilayah yaitu, Surabaya, Denpasar, Badung, dan Gianyar. Penelitian ini akan berkontribusi dalam perdebatan, pertama, upaya memahami platformasi, mencakup aspek konektivitas dan diskoneksi, sebagai sebuah proses yang melekat dengan kondisi sosialnya. Kedua, melihat proses akumulasi kapital beserta implikasi sosialnya, melalui ekspropriasi. Tulisan ini menunjukkan bahwa interkoneksi global menjadi lokus kontestasi kekuasaan antara perusahaan berbasis platform, negara, dan masyarakat.

Abstract

Pandemi Covid-19 di Indonesia telah menimbulkan kondisi krisis yang berdampak pada banyak aspek. Pemerintah Indonesia memiliki tanggung jawab dalam mewujudkan Good Governance dalam menangani pandemi Covid-19. Hal tersebut dapat diwujudkan melalui kebijakan publik yang efektif bagi masyarakat. Namun, pandemi Covid-19 tidak ditangani secara cepat dan efektif oleh pemerintah pusat. Pemerintah pusat dinilai gagap, lamban dan tidak memiliki petunjuk yang progresif untuk menangani pandemi Covid-19. Hal ini menimbulkan pertanyaan mengenai pelaksanaan kebijakan penanganan pandemi Covid-19 oleh pemerintah daerah di tingkat daerah. Oleh karena itu, penelitian ini berusaha menjelaskan evaluasi kebijakan publik terkait penanganan pandemi Covid-19 di Kota Malang. Melalui evaluasi tersebut, penelitian ini juga memberikan rekomendasi kebijakan yang dapat digunakan sebagai dasar penanganan pandemi oleh pemerintah Indonesia khususnya pemerintah Kota Malang. Penelitian ini merupakan penelitian kualitatif deskriptif dengan menggunakan metode penelitian tindakan. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan Focus Group Discussion (FGD). Hasil penelitian menunjukkan bahwa penanganan pandemi Covid-19 di Kota Malang tidak dapat berjalan secara efektif karena kebijakan pemerintah tidak tepat sasaran, buruknya koordinasi antar pemangku kepentingan, kurangnya evaluasi penanganan Covid-19 oleh dinas terkait dan karakteristik masyarakat yang heterogen. Hasil evaluasi tersebut mendorong pembentukan rekomendasi kebijakan prioritas, kebijakan transformatif dan kebijakan suplementer.

Abstract

The objective of this research is to scrutinize and offer a comprehensive perspective on the digital transformation in Indonesia’s educational system, along with exploring the factors that contribute to its success. The research employed a desk study approach, entailing a literature review and descriptive analysis methodology. The findings in this study reveal that the educational reform initiated by the Ministry of Education and Culture acts as a response to the Global Education Reform Movement (GERM). This reform is characterized by the adoption of the Merdeka curriculum and digital transformation, which involves technological interventions, launching various applications such as Arkas, SiPLah, Educational Report Cards and ‘Merdeka Belajar’. The technological intervention has exhibited a significant impact on users and has been in line with the defined objectives. The incorporation of technology in the educational system can streamline lengthy multi-level processes and expedite the dissemination of information. The Ministry of Education and Culture’s successful implementation of digital transformation has earned them numerous accolades both nationally and internationally. The key factors driving the success of this digital transformation include transformational leadership from the Minister of Education and Culture, school principals/teachers, the design and development process of the digital transformation that involves user engagement, and collaborative implementation.

Abstract

This article aims to discuss the policy implications and criteria for ideal urban area policy innovation from a public policy perspective. This research was conducted using a case study approach using semi-structured interview data collection techniques as a data collection instrument. The results of the research show that the policy implications for urban residential areas in Serang City are still not optimal due to the limited authority of the city government and the lack of integration of SiKasep policy innovations with urban needs and problems. Apart from that, SiKasep policy innovations have not been able to have an impact due to the low ability and willingness to innovate within the civil service. country. The policy innovation criteria for ideal urban residential areas in Serang City can be applied through the New Public Services (NPS) approach as a representation of policy innovation. Research findings show the importance of strengthening regulations and legitimacy, especially in formulating programs and policies for urban residential areas that are based on regional policy standards; second, the importance of encouraging policy interventions related to access to basic services for the community; third, it is important to encourage policy actors to develop integrated programs and minimize the various interests that hinder policy innovation in urban residential areas; and fourth, participation and involvement of non-governmental elements is very important to obtain broader policy support.
