Abstract

West Java is the most populated province in Indonesia, and this places quite a heavy burden in facing the wave of demographic dividend which is predicted to occur in 2030-2035. This article aims to identify patterns of similarity and anomalous values from West Java demographics using spatial autocorrelation. The data used consists of population growth rates at the Regency/City level in West Java as well as growth factors such as birth rates (TFR), infant mortality (IMR), and migration. To identify spatial patterns from demographic variables, Global Moran statistics and Local Indicators of Spatial Association (LISA) with the ArcMap application are used. The results show that there is global and local spatial autocorrelation for the demographic variables considered. The use of LISA also shows the existence of clusters and outliers that are formed as well as an indication of their location in West Java. The contribution of this study is to provide an overview of significant locations in West Java for policy studies and further research in preparing for the momentum of the demographic dividend.

Abstract

The Electronic-Based Government System (EBGS) includes regulations for application development in the context of digital transformation to enhance public services. However, the increasing innovation in the government sector faces challenges in governing and standardizing application development technology, especially for specific applications in the West Java Provincial Government. The gap between technology selection and human resource planning can lead to an excessive number of applications without optimizing maintenance and development. Therefore, this study emphasizes the importance of technology standardization in application development to support the government's digital transformation. The study presents a four-layer technology architecture design: front-end, middleware, back-end, and persistent. The classification of technology standards is divided into three levels: small, medium, and large, based on the number of users, transactions, and data. By standardizing, it is expected to increase the efficiency and effectiveness of application development, reduce development costs, increase team productivity, and optimize application quality. This study also highlights the relevance of implementing this architecture in the West Java Provincial Government environment, with reference to existing local regulations and policies. The results of the study indicate that this four-layer technology standardization can be an effective solution to overcome the challenges of government application development and support sustainable digital transformation

Abstract

The Ciwaringin handwritten batik industry still faces many obstacles, including production process challenges and long production durations which can hinder cash flow turnover, marketing issues, and the limited skills and knowledge of the artisans, making it difficult for the Ciwaringin batik industry to grow. To foster the growth of the Ciwaringin batik industry, internal and external evaluations are necessary. This research aims to analyze the challenges and future of the Ciwaringin batik industry using SWOT analysis and calculations with IFAS and EFAS matrices. The study employed a descriptive qualitative approach with Miles and Huberman's analysis techniques. The results indicate that the IFAS value (strength and weakness) is 2.92, identifying that the IFAS value is in quadrant V (Five), which represents an average score. Therefore, there is a need for improvement in the internal factors of the Ciwaringin batik industry. The EFAS value of the Ciwaringin batik industry is 2.65, which falls in the "medium" quadrant. This means that the level of opportunities available to the Ciwaringin batik industry is medium, as it competes not only with other batik industries but also with various other creative industries in the fashion sector. Hence, the Ciwaringin batik industry can leverage its unique characteristics to capitalize on these opportunities. Based on the IFAS and EFAS results, the quantitative assessment provided by the IFAS and EFAS can assist the local government in evaluating and developing programs for the Ciwaringin batik industry. The findings of this research can guide policy direction to be more effective and efficient.

Abstract

Land registration is seen as a way to provide legal certainty for the control and ownership of land parcels in accordance with Article 19 Paragraph (1) of the Basic Agrarian Law. In order to reduce the problems in the land sector, the government issued a program to facilitate the community in managing land title certificates. This study used a qualitative descriptive approach. The data obtained were analyzed using the theory of policy implementation model from Grindle (1980). The data sources come from primary data obtained through interviews, observations, and documentation studies as well as secondary data in the form of regulations related to the implementation of the complete systematic land registration program (PTSL). Data analysis techniques using fishbone diagrams. The results showed that the implementation of a complete systematic land registration program in Bandung Regency has been carried out in accordance with the stages of program implementation. However, in the implementation, there are still several inhibiting factors in human resources, public awareness, and completeness of application files. Recommendations to accelerate the issuance of land certificates by improving the competence of human resources and compiling internal technical guidelines (PTSL pocketbook).

Abstract

West Java is ranked third as the province with the highest level of income inequality in Indonesia. Equitable infrastructure development is one strategy to reduce income inequality in a region. This research aimed to examine the impact of the availability of infrastructure in the form of roads, educational facilities and health facilities as well as a control variable in the form of economic growth on income inequality in West Java. A total of 189 panel data from 27 districts and cities over a period of 7 years (2016-2022) were evaluated using a selected regression model (random effect model). The data source taken from the West Java Province Statistics Agency. The research results showed that the availability of road infrastructure is the dominant factor in reducing income inequality in West Java rather than education and health facilities. This is possible because road infrastructure encourages connectivity between regions, develops other facilities more evenly and increases business productivity so that people's income increases and ultimately reduces income inequality.
