Abstract

This article explores the lived experiences of the Muslim minority in practicing their religious teachings within the predominantly Christian region of Samosir. It specifically investigates the resilience of the Muslim minority and how the Christian majority’s dominance influences the shaping of Muslim minority identity in Samosir. The data were collected through direct observation and in-depth interviews. This study employs Norman Garmezy’s (1995) theory of resilience and Pratto’s (1994) concept of dominance. Utilizing a field research design with a descriptive-analytical method and an ethnographic approach, this paper reveals how the contestation of power between the Christian majority and Muslim minority in Samosir has prompted Muslims to live out their faith in adaptive ways. The findings demonstrate that the Muslim minority in Samosir manages to withstand pressures from the majority due to three primary factors. First is voluntary acceptance; this willingness allows the Muslim minority to navigate daily life despite certain constraints. Second is the kinship factor, as Samosir, being part of the Toba region predominantly inhabited by the Batak people, upholds the cultural philosophy of Dalihan Na Tolu, which fosters social cohesion beyond religious lines. Third is the longevity of settlement; the Muslim minority has lived in Samosir for generations, which has strengthened their capacity to adapt and maintain harmonious relations. While various factors contribute to the resilience of Muslims under majority pressures, these three aspects emerge as the most significant. This study thus contributes to broader discussions on minority resilience, identity negotiation, and intergroup dynamics in plural societies, offering nuanced insights into how local cultural values and long-standing coexistence shape the durability of social harmony.

Abstract

Maintaining harmony within the marital environment is essential for the stability of any household. However, over time, various challenges may arise that can lead to divorce. This study aims to examine the strategies employed in electronic mediation for divorce cases at the Probolinggo City Religious Court, with particular attention to the implementation of PERMA No. 1 of 2016, and to analyze these practices from the perspective of Maq??id Al-Syar?ah. Employing a qualitative research method, this study was conducted at the Probolinggo City Religious Court, where electronic mediation has been implemented either fully or partially online, in line with PERMA No. 1 of 2016 Article 6(2), before the issuance of PERMA No. 3 of 2022. The findings reveal that the success of electronic mediation heavily relies on the active participation and cooperation of the involved parties. Legally, the study identifies the need for more detailed regulations to standardize mediation procedures. Socially, while access to justice has improved, challenges remain due to low public trust. Institutionally, enhancing mediators’ competencies and upgrading technological infrastructure are imperative. Electronic mediation increases the efficiency of Islamic justice; however, clear legal provisions are necessary to ensure its validity. Although this method offers flexibility, it may diminish the emotional dimension crucial to reconciliation. Psychologically, it reduces the pressure on parties but may impair effective communication. Therefore, the implementation of electronic mediation must balance legal, social, and psychological considerations. Full commitment from all parties is essential to avoid negative outcomes. The mediator’s role as facilitator and intermediary—not decision-maker—requires strong collaboration to achieve desired resolutions. Furthermore, the principles of Maq??id Al-Syar?ah align with contemporary practices, emphasizing community welfare and solutions that conform to Sharia values.

Abstract

The development of a competency-based literacy curriculum is a response to the challenges of the 4.0 industrial revolution era. Teachers still believe that the implementation of reading literacy is the responsibility of Indonesian language teachers, while numeracy literacy is the responsibility of mathematics teachers. Theoretically, the development of a competency-based reading and numeracy literacy curriculum is the responsibility of all subject teachers taught at madrasahs. This study aims to describe and analyze the implementation of a competency-based literacy curriculum at the MTsS Nurul Falah Aceh Barat boarding school madrasah. This study uses a qualitative case study approach to examine and analyze in depth and detail the competency-based literacy curriculum. The reason for choosing this qualitative case study method is to strengthen the contextual relevance to the phenomenon being studied. The research subjects consisted of the madrasah principal, vice principal for academic affairs, boarding school leader, and teachers at MTsS Nurul Falah in West Aceh Regency. Data were collected through observation, interviews, and document analysis. The data were then analyzed by transcribing, taking notes, and examining documents to generate ideas, coding the data, developing themes, interpreting information, and drawing conclusions. The results of the study indicate that the curriculum has integrated reading literacy and numeracy, but its implementation is still not optimal, so that students' literacy skills remain low. A literacy-based curriculum has very significant implications for efforts to develop an effective curriculum and for the sustainable development of students' skills. The practical contribution of this study is to help improve the quality of learning practices by providing a range of information related to methods and strategies for implementing a literacy-based curriculum. Meanwhile, the theoretical contribution is to assist in the development of a better and more comprehensive theory of reading literacy and numeracy in an effort to improve understanding and the quality of the application of a literacy competency-based curriculum in the learning process at boarding schools.

Abstract

This article examines the relevance of Muhammad Abduh's thoughts on women's emancipation for addressing Domestic Violence in Indonesia. The study addresses the ongoing issue of gender-biased religious interpretations that legitimize acts of violence within the household, a problem evidenced by more than 10,000 reported cases in 2023. Abduh was chosen due to the significant influence of his reformist ideas—particularly his views on qiwamah—on the development of Islamic family law in Indonesia, largely through the intellectual networks of Al-Azhar University. The objectives of this research are twofold: first, to descriptively analyze Abduh’s concept of qiwamah as articulated in his principal works (Tafsir al-Manar and Risalat al-Tawhid); and second, to evaluate its normative and practical relevance in shaping an Islamic legal framework that opposes domestic violence in the Indonesian context. The study employs a contextual hermeneutic method, supported by comparative analysis between Abduh’s ideas and Indonesian domestic violence legislation. The findings reveal that Abduh offers three central arguments: qiwamah as a moral and protective responsibility rather than a justification for male dominance; the spiritual and ethical equality of men and women; and the necessity of legal reform grounded in the principle of maslahah. These ideas are found to be in harmony with the core values of Indonesia’s Law No. 23 of 2004 on the Elimination of Domestic Violence. The study concludes that Abduh’s reinterpretation provides a strong theological foundation for the prevention of domestic violence in Indonesia, although its practical application remains challenged by conservative interpretations and the ongoing need for contextual adaptation.

Abstract

Intergenerational interaction is an increasingly important factor shaping the functioning and adaptability of public organizations. In bureaucratic environments, these interactions become more complex due to differences in values, authority orientations, work styles, and technological familiarity across generations. While prior research has largely focused on generational dynamics in private-sector organizations, limited empirical evidence explains how these dynamics operate within public bureaucracies in Aceh Province, where hierarchical norms and administrative cultures differ significantly. This study examines how intergenerational interaction is constructed within the Pidie District Government and how it influences organizational effectiveness and public service delivery. Using a qualitative descriptive approach, data were collected through interviews, participant observations, and analysis of internal regulations across several government agencies. The findings reveal three dominant patterns: technological competency gaps that disrupt task coordination, varying interpretations of bureaucratic hierarchy that affect communication flow, and contrasting work-style orientations that shape teamwork and conflict emergence. These patterns often lead to recurring misunderstandings and reduced workflow efficiency. However, adaptive leadership, structured knowledge-sharing routines, and informal mentoring between generations were found to effectively minimize barriers. The study contributes to public administration literature by highlighting how generational identities intersect with bureaucratic norms. Practically, the results emphasize the need for targeted digital literacy initiatives, clearer internal communication guidelines, and institutionalized cross-generational mentoring to enhance organizational cohesion and improve service delivery.

Abstract

The restructuring of Hajj quota distribution in Indonesia has generated concerns regarding its alignment with human rights standards, particularly principles of equality, justice, and non-discrimination. Yet, scholarly assessment of these issues remains limited, creating a research gap in understanding the legal and human rights implications of the quota transfer policy. This study aims to critically examine whether Indonesia’s Hajj quota transition policy constitutes a violation of domestic law and human rights norms. Employing a normative juridical method, the research utilizes a statutory and case-based approach, focusing on Law No. 8/2019 on the Implementation of Hajj and Umrah and other relevant regulations. The findings reveal that the Ministry of Religious Affairs’ quota transfer mechanism is inconsistent with the governing legal framework and fails to uphold human rights principles of equality and justice. The study highlights the need for future quota allocation policies to ensure strict legal compliance, transparency, and the protection of fundamental rights, thereby promoting a more equitable and accountable Hajj management system.

Abstract

This study is motivated by the persistence of exclusivism, intolerance, and social fragmentation among religious communities in Indonesia, which reflects a significant gap between the inclusive moral principles of Islam and the socio-religious realities in society. The research aims to analyze the concept of inclusive Islamic morality from the perspective of Nurcholish Madjid and to explore its relevance in addressing contemporary challenges related to pluralism, religious harmony, and democratic citizenship. Employing a qualitative approach through library research, this study examines Madjid’s major works on pluralism, secularization, Islamic reform, and the relationship between religion and the state. The findings reveal that Madjid’s conception of inclusive Islamic morality is grounded in the principles of liberating monotheism, religious inclusivity, rationality, and openness to modernity. He emphasizes the purification of Islam from political instrumentalization and symbolic formalism so that Islamic ethics may function as universal public values. The results indicate that Madjid’s ideas offer substantial conceptual resources for countering intolerance, identity-based radicalism, and sectarian politics in contemporary Indonesia. The study concludes that integrating these principles into religious education, public discourse, and socio-religious policy is essential for strengthening a culture of dialogue, respect for diversity, and democratic citizenship.
