Abstract

Myanmar’s education system is very weak with the least national budget allocation. The condition of physical infrastructure and human resource capacity of the system is also very poor without standard facilities and professional teachers. Whether in schools, colleges or universities, there is very few opportunities and little incentive for professional development. A process of recovery is getting underway, but it will take years before significant improvements for evidence. Major cultural change is required in the style of leadership and management at all levels of government, and there is also a desperate need for more financial resources. This paper documents the current state of the education system in Myanmar and advances certain priority areas for immediate attention.

Abstract

The purpose of this research is to elaborate variables of anti-corruption in the performance measurement in civil servants. This study was conducted by describe and analyze the experience of Great Britain to reduce corruption in the public sector. A systematic leitrature review was conducted to analyse anti-corruption varibales in the civil servant performance measurement. The findings show that two main variables used in the performance measurement: moral revolution and compliance. The finding suggests that the need for integrating moral revolution and compliance in order to optimize the combating of corruption in public sectors.

Abstract

The purpose of this study was to examine the effect of supervisory support on work life balance and organizational citizenship behavior. Data was collected from 209 five-star hotels and four-star hotels staff in Malang, East Java, Indonesia, using a questionnaire. Data was analyzed using GeSCA. The research findings show that supervisory support has a significant effect on work life balance, but supervisory support does not have a significant direct effect on organizational citizenship behavior. Meanwhile work life balance has a significant effect on organizational citizenship behavior. These findings provide insight to managers that employees need emotional support and instrumental so that they can balance work life with their personal lives. A good life balance work will foster organizational citizenship behavior that has an important role in improving the performance and competitiveness of the company.

Abstract

Good QWL is needed by the organization, in order to achieve organizational goals and increase satisfaction for employees, n this study is job satisfaction and OCB for nurses.The purpuse of the study is to  analyse and describe the influence of QWL on job satisfaction, the effect of QWL on OCB and the effect of job satisfaction on OCB. This research was conducted in four general hospitals that have type A, B, C and D. The samples in this study were nurses in the four hospitals. Based on the sampling technique obtained a sample of 175 respondents. The main instrument in collecting data by distributing questionnaires. The general hospital that is the location of this study is the Saiful Anwar Regional General Hospital (RSSA) located in Malang City with type A, Persada Hospital located in Malang city with Type B, Karsa Husada General Hospital (RSUKH) in Batu City with Type C and Madinah Islamic Hospital in Kasembon Malang Regency with Type D. The analysis technique used was descriptive analysis and inferential analysis with GSCA. The results of the descriptive analysis showed that nurses' QWL was perceived as neutral by nurses. Job satisfaction was perceived as agreed by nurses and OCB responded in agreement by the nurse. The results of hypothesis testing using GSCA shows that QWL has a positive and significant effect on job satisfaction, QWL has a positive and significant effect on OCB and job satisfaction has a positive and significant effect on OCB. Advice that can be given to the hospital is to further improve the QWL of nurses, especially those relating to compensation indicators because compensation is perceived as neutral by nurses, especially with the provision of fair and adequate compensation. the hospital must pay more attention to working conditions especially related to a healthy physical environment. Satisfaction with payroll is perceived as neutral by nurses, especially related to satisfaction with the salary and benefits provided by the hospital. Satisfaction with promotion also needs to be improved again, especially with regard to promotion opportunities and the provision of information about promotion opportunities. Nurse OCB was perceived as agreed by the nurse.  Therefore OCB nurses are good, so they can be maintained or improved again.

Abstract

This paper examines the dynamics of the implementation of decentralization in the archipelago of Sumenep Regency, related to the distribution of development and equitable distribution of community welfare. The effectiveness of regional government administration leads to the realization of community welfare. However, each autonomous region faces the challenges of different territorial conditions. Geographic conditions characterized by archipelago are a big challenge for regional governments. Difficult accessibility causes limited mobility of people and goods which results in difficulties in the implementation of public services. It is found that equitable distribution of community welfare must be encouraged through accelerating development in the archipelago. Then, there must also be an increase in the capacity of the regional government so that the implementation of development in the archipelago area can be carried out well, which in turn, welfare distribution can be realized.

Abstract

The aim of this literature study is to determine the relationship between institutional policies that implement high financial incentives and the employee’s intention to leave. This study is motivated by the result of previous research studies which showed high interest in resigning at the Audit Board of Republic of Indonesia (BPK). Meanwhile BPK loses many employees each year because of the retired, died and resigned. Due to recruiting requires a lot of resources, and then they issue a policy to raise the employee’s financial incentives in order to reduce their employees’s intention to leave. Therefore, this study proposes a framework for studying relation and impact of this higher financial incentive on their employee’s intention to leave. Based on this study, the officials can be using this finding to evaluate the implement of their policy and to take necessary approach in order to reduce high turnover rate in their institution.

Abstract

Information and communication technologies (ICTs) have a critical role in public sector. The use of ICT in service innovation to citizens is known as e-government. E-government as public sector innovation presents a higher quality, cost-effective, government services and a better relationship between citizen and government. On the other hand study conducted by Lee (2009) show the implementation of e-government in many countries is not in line with expectations. The purpose of this paper is to discuss what factors influence the success of e-government as public sector innovation.This research used systematic literature review method to conduct a brief selective review of CSF (critical success factors) in implementing e-government. The outcome of the finding there are several critical success factors (CSF) that influence e-government as public sector innovations consist of planning, organizational structure, organizational culture, policy, human resources, leadership, communication, coordination and collaboration, and awareness. Thus defining CSF especially in implementing e-government will help public organizations avoid the failure of e-government projects.

Abstract

In order to meet public pressure in improving government performance, many government institutions practice balanced scorecard as their performance management system. This paper describes how Indonesian government institutions implement balanced scorecard and its contribution toward their performance accountability. Delivering a systematic literature review of publications related to the implementation of balanced scorecard in public sector, it can be inferred that balanced scorecard helps the manager in Indonesian Ministry of Finance to fill the gap between strategic planning and strategic outcomes. Although, it has own disadvantages, balanced scorecard has proven on enhancing institution performance accountability based on evaluation conducted by Ministry of State Apparatus and Bureaucratic Reform. Its contribution is largely in performance planning indicator, since balanced scorecard focuses on strategic planning. Not only improves performance accountability, it is also founded that balanced scorecard supports the improvement of bureaucratic reform index. The essential factors in developing balanced scorecard implementation are explained as well. However, the differences compared to non-balanced scorecard organizations, has not been studied due to the limitation of the data, therefore future research is suggested.
