Abstract

The purpose of this study was to determine the impact of widyaiswara competencies, changes in curriculum and infrastructure to training participants' satisfaction in the Human Resources Development Agency of West Java Province. In this study all the training participants of PIM III in the Human Resources Development Agency budget for 2017 and 2018 amounted to 370 people. The total sample is 192 people, the sampling technique uses the stratified random sampling method. The location of this study is in BPSDM, West Java Province, located on Jl. Colonel Maturi KM 3.5 No. 11, West Java. The analysis technique uses Partial Least Square (PLS) Software. The results showed that the widyaiswara's competence had a significant impact on participant satisfaction. Changes in education and training curriculum have a significant impact on participant satisfaction. Education and training infrastructure facilities have a significant impact on participants' satisfaction in education and training. Widyaiswara's competencies, curriculum changes and infrastructure facilities had an impact on the satisfaction of Diklatpim III participants in the Human Resources Development Agency of West Java Province. In general, this study concluded that the new pattern of education and leadership training according to the Head of Regulation of the State Administration Agency Number 19 of 2015 received positive responses from training participants and mentors, such as direct supervisors of participants in building high performance in institutions and training participants.Keywords : widyaiswara competence, curriculum change, facilities and infrastructure, training participants satisfaction

Abstract

The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. The government maximizes cooperation with related stakeholders.Keywords: Digital Society; Democracy; Public policy; Political Participation

Abstract

This study aimed to determine how impact of the agricultural input subsidy on farmer terms of trade in Indonesia. This study used a quantitative approach with survey method on time series data of each variable analyzed. Research variables were seed subsidy, fertilizer subsidy, paddy yield and farmer terms of trade. The data used are secondary data from 2009-2015. The analytical method employed was path analysis was applied to the analysis of the national data. The results of path analysis showed that at the national level, seed subsidies affect NTP negatively. Fertilizer subsidies analysis at the national level, also showed negative affect on NTP.Keywords: seed subsidy, fertilizer subsidy, productivity, farmer terms of trade, path analysis

Abstract

This study is aimed to analyse the commitment of Distric/City in Province governemt in West Sumatera in improving children’s social welfare in West Sumatera Province. From the analysis of West Sumatera Province government budgets for the period 2015-2018, it was found that most District/City Governments has allocated its budget for children’s social welfare programs, however the sum of the budget spent is relatively small. The findings in this paper are expected to increase understanding and provide solutions related to children's social welfare in Indonesia, especially in the West Sumatera province. Abstract

The low competency of employees in the management of regional property in the West Java Provincial Government is a challenge for the West Java Province's Human Resource Development Agency (BPSDM) in developing apparatus competencies through education and training. The research aims to find out how much influence the policy instruments (policy instrument) and policy implementation (policy implementation) have in developing employee competencies through the technical training curriculum for regional property management. This study uses descriptive analysis with a qualitative approach. The data was explored in the form of the implementation of the technical training curriculum for the management of regional property held at the Human Resources Development Agency (BPSDM) of West Java Province in 2018. Data and information collection methods were carried out through observation, interviews, and document review. The results of the study show that there were errors in policy instruments (policy instruments) and policy implementation in determining the technical training curriculum for the management of regional property. Policy instruments through the establishment of curriculum (learning objectives, training courses, media and learning methods) and policy implementation through the implementation of curriculum (teaching and learning process and assessment) have not been oriented to competency requirements in accordance with training competency/employee position standards. competency of education and training graduates is not optimal.Keywords: Development of competency-based, profesional, competency-based curriculum

Abstract

This study aims to explore the factors of the implementation of Midterm-term Change Project proposed by alumni of Leadership Development Program (Diklatpim) Level held in 2017 in the Riau Province. Data was collected using interview technique and review of related documents. The informants included three parties namely the alumni as the owner of the change project, the alumni superior as the mentor and organizer of the Training. The results showed, from the perspective of implementation, there were internal factors (low willingness, seriousness and motivation, as well as alumni communication with limited work teams) and external (unavailability of IT staff, lack of support for infrastructure and budget facilities, inequality of perception between participants and stakeholders to supporting data, as well as the lack of direct attention of superiors as mentors) which is the cause of the suboptimal implementation of medium-term change projects. This research contributes to efforts to improve the implementation of medium- term change projects through an understanding of the factors that cause the low level of implementation of the project term change in 2017 Riau Province Diklatpim IV alumni.Keywords: leadership development, change project, training evaluation, Riau.

Abstract

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis
