Abstract

From the bioecoregional point of view, the Pangandaran Regency is a land-water-mass with a strong ecological connectivity, and which also is chareacterized by the dominance of marine and fisheries resource potentials. In this region, a number of development variables exists and are available for transforming these natural resources into an advanced industry, which can sustain the region’s economy. Recognizing such a premise, this research aims at analyzing those variables in more detail, as associated with efforts to accellerate the establishment of a strong economy which is supported by a marine and fisheries industry in Pangandaran. The technopark concept is taken as the main reference for the industry to be developed while the gap analysis is taken as the research’s primary methodological approach. Primary and secondary data collected through literature study, discussion, consultation, field visits, and Focus Group Discussion (FGD) are used to carry out the gap analysis, which is then followed up by the SWOT analysis. Based on the research, it can be concluded that the existing bioecoregional setting as well as the available development variables are conducive to facilitate development of a marine and fisheries technopark as long as a number of improvement are carried out. A proposal to operationalize such improvements as suggested by the result of this research is demonstrated in a roadmap as presented in the final section of this paper.

Abstract

Socio-environmental problems, such as climate change, pollution and habitat destruction, present serious challenges for fisheries economic development. The integration of interventions or investments within a coastal marine ecosystem, a defined spatial area, is considered important in the economic development of local communities leading to the planned outcomes of livelihoods, food security and conservation The coastal marine ecosystem, is the provider of products and services to the local economy adjacent to the ecosystem where the benefit flows, within that area, are interconnected. The roles of science, technology and innovation (STI) are an integral part of these multi-dimensional interventions. Hence the need for an integrated approach for these interventions by government and/or through donor funded projects to enhance economic development of coastal communities. The policy framework proposed is therefore an STI perspective of the links between these intervention and investment options, based on a ‘fisheries economic development Hub’ (Hub) and discussed using the multi-level perspective (MLP). The policy innovation proposal suggests an implementation strategy of a pilot project and analyses the selection and implications of a potential Indonesian site for the application of the Hub. Abstract

This paper focuses on natural-resource-based firms in four ASEAN economies, such as Vietnam, Indonesia, The Philippines, and Thailand. These countries have relative advantage in natural-resource-based industries, since they have affluent endowed resources and been making use them for their export and growth strategies. In this study, the innovation process in natural-resource-based industries in these countries are examined in comparison with other assembling and processing industry by focusing factors enhance product as well as process innovation. Those are summarized as (i) Technology, (ii) Organization learning including QM, cross functional team, (iii) ICT use, and (iv) external linkages such as MNCs, local and public organizations, universities. This study employs SEM (Structural equation model) in order to analyze the causal relationships not only among above four latent variables but also between these and innovations.Keywords: internal capability, external linkage, organization learning, capital goods, ICT use, SEM (Structural equation model)

Abstract

This paper intends to reveal the interactive learning for upgrading and growth in Indonesian fishery firms. The main question is how learning and innovation have occurred in Indonesian fishery firms. The study was conducted in two categories of fishery firms: fish processing and aquaculture (shrimp). The interfirm interactions contain knowledge flows and feedback in local production network involving local suppliers and foreign buyers. The study found that the model of interactive learning for upgrading and growth work as a coupling of three loops: the upgrading capability, the growth formation, and limiting elements. The upgrading capability is subject to growth formation, which is determined by limiting elements.  The limiting elements will control the quantity and quality of materials supply that affect inter-firm interaction. The model suggests that the dynamics of upgrading and growth through interactive leraning will continue in a stable manner by easing the constraints of limiting elements through: combating illegal fishing, encouraging interaction with universities, shifting to higher added value products, institutional support for global trading,  preventing shrimp disease, providing infrastructure, business facilities, and regulation information. Key words: upgrading, growth, limiting elements, knowledge flows, production network, global market.

Abstract

PV has been firstly introduced in Indonesia by government as part of new and renewable enegies (NREs) since new order regime. During this regime, directive of PV development was totally determined by strong role of government. Afterwards, in reformation regime, role of enterprises to develop PV appeared when government issued regulation about use of local products as well as formation of the directorate of NREs at Ministry of Energy and Mineral Resource (ESDM) in 2010. To capture phenomena of PV development during new order regime to reformation regime, technological innovation system (TIS) is used on this study. This study is a qualitative analysis using case study method developed by Yin. Finding of this study is that PV projects and its technology cannot be massively developed without intervention of government both in new order regime and reformation regime.

Abstract

The Laws have mandated implementation of technology audit, nevertheless such implementation needs an additional policy that is more technical. The concept of national audit technology policy shall make technology audit as a tool to ensure the benefit of technology application for society and technology advance for nation independency. This article discusses on technology audit policy concept especially infrastructure requirement, with emphasis on regulation, implementation tools, and related institution. The development of technology audit policy for national interest requires provision of mandatory audit implementation, accompanied by tools for developing technology auditor’s competence and technology audit institutional’s mechanism. To guide technology auditor’s competence, concept of national audit technology policy shall classify object of technology audit into product technology, production technology, and management of technology, accompanied by related parameters of technology performance evaluation.
