Abstract

Consideration of the historical value and the ecology condition of the Deli river to be a factor supporting the implementation of the management of the river Deli is adjusted to the development of Medan as the capital of the third largest province in Indonesia. This paper aims to: a) identify problems in the arrangement of the Deli river, and; B) provide input regarding the management of the Deli river. The scope of writing is the condition of chemistry, physics, and biology of the Deli river, the socio-cultural conditions of the community, as well as regulations that support the management of the Deli river. This paper is a literature review with data sources derived from literature such as journals, theses / dissertations, and legislation, as well as previous research on Deli rivers and rivers in other cities, both in Indonesia and the world that has been successful in river management. The data will be analyzed descriptively qualitative and then done comparison between river management in Medan city with other city in Indonesia / world. The problems faced today in the management of the Deli River today, can be categorized into 2 (two) problems, namely: a) the unavailability of the river management plan / model; And, b) unavailability of Local Regulation (Perda) on river management. Deli River is one of the rivers that belong to the Deli watershed, so the success of Deli River management is highly dependent on the management of the Deli watershed as a whole. Management of the Deli River can be done by adapting WFD conducted in Europe and SA conducted in the UK. In the planning stage of Deli River management, it is important to identify criteria to represent relevant aspects of sustainability objectives. The identification of these criteria is carried out by the Provincial / Regency / City Government in accordance with their authority. The involvement of the DAS Forum, academics, entrepreneurs and the community becomes an important factor for success in the identification process. Management of the Deli River must be holistic, from upstream to downstream. The involvement of governments, businesses, academics, practitioners, and communities is essential for sustainable management of the Deli River. Abstract

North Sumatera Province as one of the central areas of agricultural commodity production in Indonesia, with the main commodities produced such as red pepper. This paper aims to develop a policy of institutional development of marketing of red pepper in North Sumatra. Data collection techniques in this study were conducted by interview, direct identification and literature study. The results indicate that the application of agribusiness partnership in agricultural production center in North Sumatera is important in order to achieve product quality according to consumer needs, specialization of activities for efficiency, and public and private partnership in the implementation of agricultural extension. To increase the number and quality of marketing institutions in agricultural production centers in North Sumatra, local governments (provinces and districts / municipalities) through relevant agencies in the region to establish agribusiness units in agricultural production centers involving input traders, farmer groups and traders In agricultural commodity-based areas that are within the control of management and local government (provincial and district / city) in North Sumatra in order to make improvements and development of agricultural commodity marketing system in production center area through development of production information system and commodity market to know data and Information on production, prices and distribution chains to maintain price stability of agricultural production. and improve coordination and synergy for marketing strengthening include: a) developing market information systems (prices, product types, product quality required by consumers); B) maintaining and strengthening existing markets; and, c) promotion in order to capture new markets in both local and regional markets. Abstract

The purpose of this study to determine the Institutional Marketing Commodities Maize Region Production Centers in North Sumatra and to solve various problems related to the institutional marketing of maize in the area of ​​Production Centers. North Sumatera Province as one of agricultural production center area in Indonesia, with main commodity produced one of them is corn. Under the existing conditions along that each institutional marketing of maize is still not running properly marked with yet smooth marketing channel of each subsystem of agribusiness in the area of ​​maize production center in North Sumatra. This happens because the marketing institutions do not work and function in the agribusiness system in corn production centers in North Sumatra. This condition is characterized by the farmers have not been able to receive the proper benefits from the farm business. The type of research is qualitative. The study was conducted in Simalungun, Serdang Bedagai, Karo, Dairi, Langkat and Batubara. Primary data collection was conducted by survey method which was conducted in 6 (six) regencies which is corn production center in North Sumatera. The collected data is then analyzed in order to provide clear information. With a quantitative descriptive format, it is done through an interpretation based on the intellectual understanding constructed by the empirical experience. The analysis used to measure the factors that influence the utilization of corn agribusiness centers by farmers in this study is multiple regression model. Coefficient of predictor age of farmers (X1), educational level (X2), farmers' knowledge about the central region of agribusiness (X5), bond informal farmer with institutional non-region central agribusiness (X6) and the participation of farmers in extension (X7) is positive on the decision Farmers in the utilization of production centers, while the volume of products produced (X3) and farmers living distance to the central region (X4) is negative to the decision of farmers in the utilization of production center. Abstract

City branding can refer to the expansion / development of creative economic activities. The development of regional potential based on the creative economy will create creative classes and communities. Creative economy can be a reference for regional development and development. This study aims to stimulate the creation of city branding based on the creative economy, especially for the development of tourism in the area located in the Lake Toba Region. In addition, to determine the existence of creative economic sub-sectors that have the potential for tourism development, increase community income, and trigger regional competitiveness. This study is qualitative descriptive and uses a case study method in the study area of ​​North Tapanuli Regency and Dairi Regency. The results of the discussion concluded that the existence of a creative economy has given rise to economic added value, even the occurrence of social, cultural and civilization transformation in the perspective of human development. Therefore, the creative economy can be a major component of city branding. The existence of city branding accelerates regional progress, especially in areas dominated by tourism areas. It is recommended that each region has a city branding to be more effective and productive in promoting and marketing their potential or superior products. Local governments in the Lake Toba Region are urged to collaborate with the regions and collaborate in integrating tourism development policies, programs and activities with reference to city branding based on creative economy. Abstract

D.I. Yogyakarta is place produce have batik motif and result impact competitive inter place produce have batik motif and international. The main problem faced by Yogya batik is the low customer value of batik Yogya, thus reducing the competitiveness of Yogya batik. This Matter is caused batik industry of Yogya unable to read and analysis change of market that is in fulfilling requirement and desire of this market research. The purpose of this study is to uncover the market orientation and innovation capabilities Yogya batik industry in increasing customer value and competitive advantage. Results of the analysis showed that; market orientation, innovation capabilities Yogya batik industry in the low category. Batik Yogya industry has not been able to identify the needs and desires of customers primarily in the design style and color as well as changes in customer demand. Yogya Batik is still less innovative in product development such as; Product modification, product design and product variety and inefficient production processes. Jogja batik customer value is still dominantly Inferior Customer Value. Yogya Batik industry is still unable to compete with Solo and Pekalongan batik. Batik industry in D.I. Yogayakarta to enhance the competitive advantage necessary for innovation in design pattern (motif), and the color as well as customize what the customer wants and needs batik. Abstract

Original Local Goverment Revenue (PAD) is still a major source of development financing in Banten Province obtained from local taxes, regional retribution, profits from regionally-owned enterprises (BUMD), and other legitimate sources of PAD. The purpose of this study is to analyze the structure of the Revenue component of the Region in accordance with the type and size of its contribution. This research uses descriptive qualitative method by utilizing data realization of Banten Province Revenue year 2013 -2016. The results show that the average contribution of PAD to Regional Revenue 2013-2016 is 66% to become the largest followed by Balance Fund equal to 22% and other valid Revenue equal to 12%. Local Taxes contributed the highest average of 95.5% to the PAD structure, followed by regional levy of 1.3%, and local financial management by 1% and other valid PAD of 2.2%. Of the components of Regional Taxes, Motor Vehicle Name Fee (BBNKB) (41%) and Motor Vehicle Tax (PKB) (34%) became the two largest contributions to the original income of the province of Banten. Public service levies accounted for the highest contribution (88.1%) of retribution followed by business services levies (6.6%) and user fees (5.3%).Keywords: regional local government revenues, local tax, local retribution, transfer of motor vehicle fee

Abstract

The demage of forest areas and land clearing in buffer zones for plantation, agricultural and village areas has resulted in widespread human-wildlife conflicts, such as orangutans. Orangutans out of the forests to feed and destroy plant, including the case in Bukit Tigapuluh National Park (BTNP). This study aimed to obtain information on community characteristics, land use patterns in buffer zones as well as government policies for conflict mitigation between human and orangutans reintroduction at BTNP, Riau Province. The research was conducted in the buffer zone and the park area, from August to November 2016. Data were collected with questionnaires distribution, structured interviews and Focus Discussion Group on related communities and institutions. Data analysis are using frequency tables and descriptive analysis. Communities in the buffer zone of BTNP, especially in Siambul and Talang Langkat villages, are working as farmers and educated only to junior high school so that dependence on natural resources is very high and be triggers conflict with orangutans. The utilization of dominant land for oil palm and rubber plantations. Other cultivated plants are chocolate, banana, grapefruit, durian as well as jengkol. This plant species of cultivation are very interesting for orangutans so that out of the forest to consuming. Orangutan conflicts are occurred in the Batang Cinaku and Batang Gangsal Districts. Recommendations to conflict mitigation is the habitat improvement in national park with feed, the development of alternative economic for communities such as honeybees and farms, the establishment of a orangutan monitoring team, socialization and counseling about habits, behavior and benefit orangutans, enforcement of encroachment and illegal logger, the revitalization of the system and the culture of agriculture move, especially on Talang Mamak and the Melayu Ethnics. This recommendation is also expected to be a reference for the government in North Sumatra because the orangutans conflict is found also at Langkat, South Tapanuli and West Pakpak. Abstract

Padang watershed is one of important watersheds to address in North Sumatra related to the biophysical and socio-economic conditions in this watershed. The problem that routinely occurs in Padang watershed is the annual floods. Degraded watershed quality could be improved by rehabilitation, especially in barren lands or biophysically need to be forested land. The objective of this research is to determine the condition of land cover in Padang watershed and develop rehabilitation strategies that need to be applied in Padang watershed based on tree species suitability map of the watershed. The method used was based on the collection of information and data suitability of tree species on the watershed unit through spatial data processing using geographic information systems (GIS). Based on spatial data processing, forested area in Padang watershed reaches 28.44% of the watershed area, but its conditions have changed with only 7.17% of the area remain as forested area or 7.932 hectares. The land tends to be potentially critical and critically injured. Map of suitability for the tree species that could be planted in the watershed Padang compiled based on the results of field surveys and recommendation types that correspond to a growing requirement in Padang watershed. As a recommendation, land use, especially in the upper Padang watershed must be returned to its function as a buffer area of watershed system especially related to agriculture / plantation, cropping patterns and land use. Abstract

Seiring dengan peningkatan aktivitas bisnis di berbagai sektor industri, faktor ketersediaan tenaga penyadap menjadi kendala tersendiri bagi perusahaan perkebunan karet. Penelitian ini bertujuan merumuskan suatu alternatif upaya penanggulangan kelangkaan tenaga penyadap di perkebunan karet. Penelitian dilakukan pada tahun 2015 di salah satu perusahaan perkebunan karet di Pekanbaru-Riau. Penelitian dilakukan dengan teknik wawancara dan observasi. Data sebagian besar diperoleh dengan menggunakan instrumen daftar pertanyaan yang disusun berdasarkan faktor-faktor internal dan eksternal. Wawancara dilakukan terhadap responden terpilih (purpossive sampling) meliputi penyadap, mandor, asisten kebun, dan menejer kebun. Selain itu data juga diperolah dari sumber informasi berupa laporan tertulis yang dimiliki oleh perusahaan, studi literatur, hasil penelitian terdahulu, data dan informasi dari Badan Pusat Statistik Indonesia, Direktorat Jenderal Perkebunan, Departemen Perindustrian RI, dan Departemen Ketenagakerjaan. Hampir seluruh data sekunder diperoleh dengan menggunakan instrumen alat pencatatan. Data dianalisis melalui pendekatan analisis SWOT yang disusun berdasarkan penilaian aspek kesejahteraan penyadap, ketersediaan tenaga kerja, persaingan antar industri, dan preferensi tenaga kerja. Hasil penelitian menunjukkan bahwa kombinasi matriks SWOT menghasilkan empat alternatif strategi yang menitikberatkan pada upaya peningkatan tingkat kesejahteraan keluarga penyadap dalam rangka meningkatkan daya tarik atau preferensi angkatan kerja untuk bekerja sebagai penyadap. Abstract

Rubber tree (Hevea brasiliensis) is almost widely distributed throughout Indonesia which has varieties in soil and climate. Hence the modifications of rubber cultivation technique occur for adapting to the varieties of location. In low rainfall area water conservation become important to meet the plant water requirement during the dry season. Otherwise in high rainfall and hilly area, soil conservation is the main focus in order to reduce the declining of soil fertility. Silt pit or infiltration pit is a common conservation practice in perennial crop plantation area in Indonesia. Several studies reported that silt pit improved soil water capacity and delayed soil dryness for 3.5 months. Silt pit shortened the length of slope thus, the surface run-off decreased until 23.3% which in turn the depletion potency of land quality by soil degradation could be avoided. The effectivity of fertilizer that is applied on pit becomes more efficient so that give the positive impact on girth increment and rubber yield. In order to optimize the effect for the tree, silt pit can be combined with plantation waste i.e. empty fruit bunch (EFB). Numerous researchers said that EFB recommended to be applied in plantation area due to its advantage on improving the soil characteristics and raising the rubber root volume. Whether both silt pit and EFB application will be established in rubber plantation, EFB can be placed on pit bed (1-2 layer), with a notification that silt pit size should be deepened. Technically the more of number of pits the better (>150 pits/ha) for run-off and soil erosion reduction. However, it will be better if the number of pits that will be established considering the planter’s financial and the situation of specific location. The role of related technical bureau, extension officer, research institute and university is also necessary for getting the best result.
