Abstract: Economic growth has an important role in poverty reduction and job creation. During the five-year period of last economic growth on Malang City has increased, but when compared with Another City in East JavaMalang City economic growth not as a top grade. Edison added that he had been driving around Malang City. He considered if the potential in this City is big enough to use the community investing. Unfortunately, up to now,people are still not aware of the area with their potentials. In Malang, in conjunction with the issuance of Presidential Instruction No. 3 Year 2003 on National policies and strategies for the development of e-Government, has started the implementation of e-Government development through network building program "Cyber City" as the first step in the provision of telematics infrastructure is implemented in phases in annually starting fiscal year 2003. the level of the economy on average better than the other areas that immediately support the market mechanism in Malang City. New Malang culture today, shows significant progress because of its ability to adapt and adopt the material updates as other nations in the world (many high schools in poor cities now), a source of inspiration to compete fairly for the sake of increased revenueper capita Malang later in life.  And the variables that affect the increase in per capita income for the city of Malang is to have consecutive priorityas follows: the level of technology used, the social system and the attitude of the community, the number and quality of labor, capital goods available, and a wealth of resources nature and the land.Keywords: Income per capita, economic growth, Malang City

Abstract

The classification method based on data gravitation (DGC) is one of the new classification techniques that uses data  gravitation as the criteria of the classification. In the case of DGC, an object is classified on the basis of the class that creates the largest gravitation in that object. However, the DGC method may cause inaccurate result when the training data being used suffer from the class imbalanced problem. This may be caused by the existence of the training data containing a class having excessively big mass that will in turn tend to classify an uknown object as a member of that class due to the high degree of the data gravitation produced, and vice versa. In this research, a modification to the DGC method is performed by constructing a classificaion method that is based on both the data gravitation and posterior probability (DGCPP). In DGCPP, the mass concept defined in the DGC method as the prior probability is replaced by the posterior probability. By using this modification, data gravitation calculation process is expected to produce more accurate results in compared to those produced by the DGC method. In addtion, by improving the data gravitation calculation, it is expected that the DGCPP method willproduce more accurate classification results in compared to those produced by the DGC method for both normal dataset as well as dataset having class imbalanced problems. A thorough tests for evaluating the classification accuracy are performed using a ten-fold cross-validation method on several datasets containing both normal andimbalanced-class datasets. The results showed that DGCPP method produced positive average of accuracy differences in compared to those produced by the DGC method. For the tests using the entire normal datasets showed that the average of accuracy differences are statistically significant with a 95% confidence level. In addition, results of the tests using the four imbalanced-class datasets also showed that the average accuracy differences are statistically significant with a 95% confidence level. Finally, results of the tests for evaluating the computing times required by the classification program showed that the additional computing time needed by DGCPP method to perform the classification process is insignificant and less than the human response time, in compared to that needed by DGC method for running all datasets being used.  Keywords—data gravitation-based classification, class imbalanced problem,posterior probability

Abstract

Abstract: Eye Clinic located at bangkalan is a clinic tasked with providing eye healt services to the public. One form of service at the eye clinic is the examination of the patient. To performs the examination, patients are required to wait in line according the queue acquired during the registration. At the eye clinic needed a patient registration system that  can predict the patient examination time so that the patient was not long time to wait the queue in place. This research is to design and build awebbased system of patients registration using C4.5 algorithm to predict The generated software has been tested can predict the patient examination time so that patients can wait the queue at home. Rule is generated by an algorithm C4.5 accuracy value of 65.8% and 34.2%error rate so that the algorithm can be used in patient registration feature.Keywords: C4.5algorithm, the decision tree, Eye Clinic, Registration Information System

Abstract

Peper ini menggambarkan sebagian kecil pengalaman dari sebuah proyek penelitian dan pengembangan game pendidikan bertemakan wayang yang sedang berlangsung untuk bidang pengetahuan matematika, fisika, bahasa Indonesia dan kimia pada tingkat SLTA. Game pendidikan bukan bukan hanya merupakan media pendidikan namun sekaligus menjadi sebuah metode pemelajaran yang berkonsepkan autonomous pedagogic. Komputer game dengan unsur pedagogik diyakini jauh lebih baik dibandingkan media dan atau metode pembelajaran yang dikembangkansebelumnya, khususnya untuk tinjauan; tingkat standarisasi sistem evaluasi pendidikan, konsistensi penerapan proses pembelajaran ulang pada masing-masing user yang berbeda, optimalisasi penggunaan waktu, ketepatan metode pelayanan individual siswa, penerapan konsep pembelajaran berbasis siswa, percepatan pembelajaran, serta pembangkitan motivasi siswa. Game pendidikan pada komputer game terbangun dari perpaduan empat unsur dasar yaitu; game domain, curriculums domain, learning domain dan pedagogic domain. Untuk mensinergikan keempat unsur tersebut ke dalam game pendidikan digunakanlah tabel implementasi dengan berdasarkan aspek live skill. Untuk mengakomodasi kompleksitas game pendidikan maka diterapkanlah sistem kecerdasan buatan (Artificial Intelligence) yang biasa disebut AI system. Dengan game pendidikan, proses pemelajaran akan lebih menyenangkan sehingga dapat mengesplorasi rasa keingintahuan siswa untuk menggali seluruh fenomena pengetahuan yang sedang dipelajarainya yang divisualisasikan dalam interaktif animasi tiga demensi. Hal ini akan mempercepat proses transfer pengetahuan dalam proses belajar mengajar.keyword: Education game, computer game, autonomous pedagogic, artificial intelligence, game wayang, metode pemelajaran, media pendidikan, live skill.

Abstract

Perkembangan teknologi dalam bidang image processing akhir ˗ akhir ini begitu pesat, ada beberapa metode untuk melakukan proses pengolahan pada citra yang hasilnya tidak diragukan lagi untuk dalam image processing, pada kesempatan ini peneliti mencoba menggunakan metode Otsu thresholding untuk segmentasi, invariant moment dan morfologi untuk ektraksi ciri.Data  yang  digunakan  adalah  sampel  citra mammogram  berupa  file  citra  berekstensi  .pgm  (Portable Gray Map).  Tahap ˗ tahap  yang  dilakukan  dalam image processing ini adalah  mengambil  citra  asli,  lalu  citra  asli dilakukan proses Enhancement atau perbaikan citra, selanjutnya dilakukan segmentasi thresholding, kemudian dilakukan ektraksi fitur menggunakan moment invariant dan morfologi langkah terakhir adalah dilakukan klasifikasi dengan tool WEKA. Dari Hasil penelitian dan pengujian program  menunjukkan  bahwa  klasifikasi citra mammogram berdasarkan bentuk dengan sample image mammogram 91 Nornal, 15 citra Benign, 15 Malignant, di dapat  nilai terbaik untuk deteksi kanker pada citra mammogram dengan persentase tingkat kebenarannya sebesar 76.0331 % dan kesalahan sebesar  23.9669 %.Kata Kunci : Invariant Moment, Morfologi, Kanker Payudara, Segmentasi.

Abstract

Dalam kondisi yang sangat extrim seperti lokasi yang terkena radiasi dll, manusia sangat tidak mungkin untuk dapat bekerja di tempat tersebut. untuk hal tersebut seorang manusia perlu alat yang di pergunakan untuk mewakilinya dalam pekerjaan tersebut. dan terkadang komunikasi yang harus di lakukan mungkin sangat terbatas dan tidak bisa mengirimkan sebuah gambar dengan ukuran besar. Dan disini di harapkan mesin yang di kirimkan dapat mengambil analisa dan keputusan nya tersendiri untuk menentukan lokasi yang di foto dan merupakan input bagi dirinya. Dari foto tersebut nantinya harus di extraksi fiture untuk menentukan lokasi foto tersebut dengan menggunakan hough transform sebagai metodenya. Keywords: Hough Transform, Extraksi Fiture.
