Abstract

In Indonesia, local government accountability is a reflection of its performance that can be seen from the disclosure of local government financial statements in accordance with Government Regulation (PP) Number 71 of 2010 concerning Government Accounting Standards. Based on the reference and the previous study, the level of adequacy of financial statement disclosure is influenced by several factors: audit findings, legislative size, local government budget expenditure, intergovernmental revenue, and the number of local governments’ agencies. This study analyzes the effect of those factors on the disclosure of local government financial statements in Central Java Provence, Indonesia from 2017 to 2019. This is a quantitative study with secondary data types obtained from Local Government Financial Report Examination Results (LHP LKPD) districts/cities in Central Java Province in 2017 – 2019. The sample consists of 75 local government financial statement disclosure from 34 districts or cities obtained through purposive sampling methods. The analysis method uses multiple linear regression. The result shows audit findings and local government budget expenditure affect the disclosure of local government financial statements. Meanwhile, the legislative size, intergovernmental revenue and number of local governments agencies do not affect the local government financial statements disclosure. This research can be used as an evaluation for local governments in increasing transparency and accountability in their financial management by applicable laws and regulations. This study has limitations that do not describe the overall level of disclosure of local government financial statements, in future research, it is expected   to   use   a   longer   period   and   expand the research area.

Abstract

The idea of building a new capital city is a recent issue that has been widely discussed in Indonesia. To help observe the urgency of these ideas, research results are needed by analyzing several published documents available globally. This helps study the evolution of the discourse of moving the new capital city through research results. This study aims to fill the gap in previous research on moving the State Capital with a bibliometric analysis approach. The bibliometric analysis research method maximizes the analytical tool, namely Vosviewer. This approach explores relocating the National Capital by reviewing publications and research globally, especially in the socio-political field indexed in the Scopus database. This study found 176 most relevant publication documents and was considered influential on other published documents. In line with the discourse on relocating the Indonesian capital, this study finds that the tendency of Indonesian researchers to distribute publication documents is very minimal globally, but the results of this study view that the study of the relocation of the National Capital has the potential to be extensively researched in the future, especially in the socio-political field. Some topics are relevant to be studied, including urbanization, regional development, economic development, political geography, government relocation, modernization, identity construction, state-building, climate change, and others. The contribution of this research becomes a reference for further researchers in determining the position of contributions to the development of more relevant research in the future.

This study is a systematic literature review with the primary data source obtained through the Scopus database. Some of the findings in this study are as follows: First, social capital owned by the community encourages solidarity and cooperation to help each other overcome various problems caused by the pandemic. Second, social capital owned by individuals can be a stronghold in verifying various misinformation that is so rampant amid a pandemic. Third, social capital by parents and families can be a problem-solving in overcoming physical and psychological health problems presented by the COVID-19 pandemic in the closest sphere. Finally, the fourth relates to the role of relevant stakeholders in responding to the impact of the COVID-19 pandemic, primarily through various regulatory packages and efforts that can be carried out linearly in their fields. This research contributes because it shows the urgency and role of social capital in handling COVID-19. The limitation lies in the article's source, which only comes from the Scopus database, so it does not have comparative data and analysis. Therefore, future studies may include other reputable international journal index sources such as the Web of Science (WoS) so that the analysis is broader, comparative, and comprehensive.
