Abstract

Experts predict that there will be a cyber war when Russia invades Ukraine. Russia is expected to use offensive cyberattacks to create surprise and undermine Ukraine's defenses and morale. Cyberattacks are seen as sufficient to achieve Russia's goals without the need for conventional military force. Cyber operations are predicted to provide strategic advantages for Russia, both as a complement to military power and as an independent instrument. This study seeks to assess the impact of cyber operations that accompanied Russia's invasion in the Russia-Ukraine conflict, considering the circumstances and conditions of the situation. The research approach is a qualitative analysis of literature about the Russia-Ukraine conflict. The results show no evidence to support that Russia's cyber operations measurably affect the course of the conflict, provide tactical advantages, or observable strategic value. Cyber operations tend to produce effects that are immeasurable and difficult to control fully. Cyber operations are not a replacement for military force but can complement military operations. They can be effective for data gathering or disruptive operations, especially in gray zone conflicts. Proper planning, preparation, and resource allocation are necessary for successful cyber operations.

Abstract

This study aimed to explore public financial management at the village level and identify the types of village fund expenditures that had the most significant relationship in reducing short-term rural poverty in Indonesia. Using the 2019-2021 panel data and the fixed effect method, the authors analyzed the relationship between the five types of village fund spending on poverty in 49,192 village units. The estimation results showed that spending merely on village development negatively and significantly affected the number of low-income rural families in Indonesia. Meanwhile, spending on disaster management, emergencies, and village urgency indicated a positive and significant relationship with the number of low-income families in the village. It implies that the government should focus on spending programs and activities that create job opportunities and increase income for rural poverty reduction. The government also needs to improve data related to uniformity and validity in measuring, recording, and reporting data in ministries, institutions, and regional governments. Thus, in allocating village funds, the government must expand the formula allocation so that village funds can significantly reduce rural poverty.

Abstract

The focus of this study is a comparison of the realization of regional income and expenditure components for the 2023 fiscal year in Indonesia, while the research focus is on 38 provincial governments, classified according to region. In the western part of Indonesia, there are 23 Provincial Governments, and in the eastern part of Indonesia, there are 15 Provincial Governments. The main research approach is quantitative descriptive, with a data analysis method applying comparative analysis, using the independent sample t-test technique to find a comparison of the averages of two unrelated groups, using the welsh t-test and cohen's t-test coefficient testing techniques. The study findings found the realization of regional finance in Indonesia. First, the fact that the realization of the PAD, TKDD, and PL components in the eastern region tends to be lower compared to the western region of Indonesia. This recognition is justified by comparative statistics through the significance value (< 0.05) of the welsh t-test coefficient and Cohen's coefficient effect. Secondly, the fact that the realization of the BP, BBJ, and BM components in the eastern region is very low compared to the western region of Indonesia, the uniform realization achievement of the two regions in the BL component reaches a realization figure of >80%, this recognition is justified by statistical comparison through the significance value (<0.05) of the welsh's coefficient and cohen's coefficient effect.

Abstract

The article describes the implementation of self-management type III in Surakarta. Based on Presidential Decree 16/2018 Article 18 paragraph (6) letter c, type III is a self-management that is planned and supervised by the Ministry/Institution/Regional Apparatus responsible for the budget and implemented by the Mass Organization. Backdropped by hesitant among local governments to implement it, this research formulates a research question, are there any significant barriers that can cause of local government of Surakarta not to implement Self-Management Type III? Research is conducted through Qualitative Thematic Analysis that includes data collecting, coding, description, and thematic reflection.  Three thematic areas to be observed are policy content, procedure, and practice. Data are collected mainly from interviews, documents, researchers’ participation in Usaid-funded Madani programs in Surakarta 2021-2023, and further participation in Bakesbangpol - National and Political Unity Agency in Surakarta’s self-management type III implementation in 2023. Data are also collected from contemporary articles on CSOs and self-management-related issues. The research finds that there are no significant barriers to implementing self-management type III in Surakarta city unless both the local government unit and implementing CSO need to learn and adapt to procedures of implementation and reporting. On specific CSOs' side, they need to improve their legitimacy and specify services.

Abstract

Initially, exports were perceived as the prestige and dignity of a nation. However, in terms of terminology, the essence of export flows is complementarity between countries, where each party has advantages, competition and excess production of a particular product to offer. The orientation of this study is to examine the relationship between tobacco exports, coffee exports, and wine exports to GDP growth in Italy–Indonesia. There are key variables which are divided into two case studies including tobacco export volume, FoB on tobacco exports, coffee export volume, FoB on coffee exports, green grape export volume, CIF on green grape exports, red wine export volume, CIF on red wine exports, GDP share of agriculture in Indonesia and Italy. The fundamental difference in wine exports from the two is that Indonesia uses green grapes and for Italy it uses red wine. The method is set through a panel data regression approach and samples for the 2013–2021. The econometric results explain that tobacco exports and coffee exports have a significant effect on the GDP share of agriculture in Indonesia–Italy. Likewise, CIF on exports of green grapes and red wines which have a significant effect on the GDP share of agriculture in both nations. These findings inspire more urgent implications for the topic of agricultural commodity exports and become an integrated whole.

Abstract

Gender stereotypes continue to permeate society, limiting individual potential and impeding progress towards true equality. This research investigates the impact of educational attainment on equality in dispelling these entrenched stereotypes, with the aim of understanding whether educational attainment acts as a catalyst for change. Using a quantitative approach, we surveyed 400 people in Bandung, Indonesia, collecting data on educational background, gender, and levels of gender stereotypes. Using descriptive statistics and regression analysis, we explored the relationship between these variables. Our findings show a significant negative correlation between achieving educational equality and holding gender stereotypes. This suggests that individuals who have equal access to education exhibit lower levels of stereotypical thinking, regardless of their gender. Further analysis delved deeper, showing that individuals with higher levels of education, both male and female, had lower scores on the gender stereotyping measure. This indicates that education plays an important role in challenging traditional gender norms and fostering a more egalitarian perspective. However, the study also identified differences in this relationship. Differences in gender stereotypes existed across demographic groups, with women generally showing higher levels compared to men. These differences highlight the need for further investigation into the complex factors that influence individuals' perceptions of gender roles. Overall, this quantitative analysis strengthens the argument that achieving equality in education is a powerful tool to eliminate harmful gender stereotypes. By providing knowledge, critical thinking skills and exposure to diverse perspectives, education empowers individuals to challenge preconceived notions and embrace a more just society. The findings presented here have valuable implications for policymakers, educators, and community stakeholders who want to create a world free from gender stereotypes and limitations.

This article will isolate the Advancement of City Checking Soul of Majapahit in Associating with the Creative Money-related Progress of MSMEs in Mojokerto City. This assessment uses an exciting evaluation, where data is taken from the working environment of cooperatives, MSMEs, industry, and trade in Mojokerto City. The triangulation analysis method used in this research and Miles and Matthew’s interaction pattern analysis, which takes place continuously through collecting, reducing, presenting data, and conclusions, will ensure good data generation. This study shows that the success of the Mojokerto City Government in building a creative economy with local innovation and carrying the "Spirit of Majapahit" branding has a positive impact on the growth of the creative economy because local MSMEs contribute by producing a variety of interesting products that support the "Spirit of Majapahit" branding ranging from consumption needs to handicrafts.

Abstract

This study investigates the causal connections and both short-term and long-term associations among corruption, investment, unemployment, and per capita economic growth across twenty-two Asia-Pacific nations spanning from 2012 to 2020. The research employs Granger causality and Vector Error Correction Model methodologies to tackle the research inquiries. The empirical results unveil bidirectional causality between corruption and per capita economic growth, whereas the unemployment rate and per capita economic growth share a unidirectional relationship. Conversely, no causal linkage is found among the remaining variables. In the short run, corruption has no significant impact on per capita economic growth and unemployment but does significantly and adversely affect the investment rate. On the other hand, in the long run, corruption significantly and negatively influences per capita economic growth. The investment rate and unemployment, in the long term, exhibit a substantial and positive influence on per capita economic growth. Thus, corruption serves as an obstacle to economic growth rather than a facilitator.
