Abstract

Decentralization gave new hopes to the local government for restructuring. Moreover, the reformation era gave more power to the locals to implement good governance by their own. Good governance itself can be achieved by conducting administrative reform in public services. This article describes the administrative reform of the public service in Bali Province, focusing particularly in the health sector. The administrative reformation of public service in Bali Province requires the role of local governments along with public and non-governmental organization participation. As part of the administrative reformation of health service in Bali Province, Governor released public policy about health assurance namely “JaminanKesehatan Bali Mandara (JKBM)”, that ensures citizens health. This article describes the implementation of JKBM program as an effort of Bali Province government towards Good Governance.Key Words: Administrative Reformation, Health services, and Good Governance.

Abstract

 Public waste has become national problems. As part of solving the problem the management of public waste needs to be comprehensive and integrated so the processed public waste able to provide economic benefits, healthy for people, safe for the environment and not to forget also able to change people's behavior. Governance perspective is involving three pillars: government, private and citizens. In this study this parties were represented by Sragen Regency Government as government, Danamon Peduli Foundation as private and small scale vendors as citizens. All of which were expected to bring effectiveness in empowering waste management unit. Partnership and capacity building are expected to strengthen the knowledge as well as managerial capability and capacity in the traditional market waste management. This article aims to describe the waste management with governance perspectibe in Bunder traditional market, Sragen, Indonesia. Keyword: Empowerment, Capacity building, Governance

Abstract

The aim of the research is to describe and discess the policy cycle of Bus Rapid Transit, the polemic in the policy of bus rapid transit, and the involvement of the stakeholder and their role in bus rapid transpit policy in Bandar Lampung. This research uses post positivistic paradigm with the approach of qualitative descriptive research method. This research resulted as: firstly, the bus rapid transit is an derivative regulation of Act No. 22 2009 regarding Traffic and Road  Transport, aimed to reduce traffic jam in Bandar Lampung city. Secondly, the policy of bus rapid transit was arranged stage-by-stage with a full iniative from the Municipal goverement of Bandar Lampung, collaborated with the leading sector from Transportation Bureau of Bandar Lampung, involving PT Trans Bandar Lampung as the management in charge. Thirdly, there was a polemic of bus rapid transit policy regarding the monopoly of route of people transportation by the bus rapid transit, special treatment to bus rapid transit which don’t pay bus station retribution which is unfair, and there was some illegal fees on the employee in PT Trans .Bandar Lampung. Fourthly, the of bus rapid transit involves many stakeholders, such as Ministry of Transportatio of The Republic of Indonesia, |Transportation Bureau of Bandar Lampung City, The Regional Representatives Council of Bandar Lampung, Road Transportation Organization of Bandar Lampung, PT. Trans Bandar Lampung, Perum DAMRI Bandar Lampung, Lampung Region of Indonesia Transportation Society, Communication Forum of Public Car Transportation Bandar Lampung, CV. Abstract

In the future, the urban area will be the area that gets more complex, covered by a variety of social, economic and environment arising from population growth in the region and in line with the dynamics of globalization, democratization and decentralization. The purposes of this study is to describe and analyze the dynamics of land use and growth in the area for 1 (one) a decade in Bandar Lampung.               This research is a descriptive study using documentation for secondary data obtained from the BPS at two (2) different time points (t0 and t1). The analysis model used to assess the focus of research using quantitative analysis Location Quotient (LQ) and Shift-Share Analysis (SSA).               The results showed that: (1) During a decade in Bandar Lampung has occurred the utilization land for industrial use; settlements and services were increasingly widespread. While the use of land that is not cultivated; swamps and forests tend to be diminishing at a rate; patterns and impact varied in each parts of the city; (2) For almost a decade of economic growth in Bandar Lampung supported by sectors of the economy outside agriculture and mining and quarrying. While in the long term competitiveness of economic growth in the city was supported by the agricultural sector; Non-oil processing industry; and finance, leasing and services company. And the third (3) factors of economic growth, population growth and government policy in the form of spatial planning as well as the entry into force of the market mechanism was a trigger factor that reflected changes in land use in urban areas.               The suggestions and recommendations as well as follow up on the policy implications that can be done in Bandar Lampung, including : changing the necessary incentives and dis-incentives policy in controlling land utilization, giving the opportunity cost that owned land resources, both economic and non -economic. Additionally, in efforts to achieve sustainable urban development, expansion of public access required in determining the allocation of land use and the provision of public space is increasingly widespread and qualified as a form of services provided by the municipality to citizens.

Abstract

 This aim of this paper is to propose solutions to the systems and procedures reform, as part of the bureaucratic reform, in the City of Kupang. Generally, Indonesian bureaucracy has undergone significant reform, which is the result of convergence between external and internal factors. Bureaucracy Reform of the bureaucracy can be classified into three groups: institutional reform, personnel resources reform and systems and procedures reform. In many cases, the failure of system and procedures reform has hindered the effectiveness of bureaucracy reform as a whole. Therefore getting insight on the government commitment to promote system and procedure reform is imperative. Abstract

Structuring local government organizations system is important in the regional autonomy implementation, as it is one of the many instruments of decentralization principles.  Structuring local organizations, as part of bureaucratic reform, aimed to create a government system that is efficient, effective and flexible. The flexibility in this case is based on the regional organization characteristics of the area, population and number of regional budget. In this regard, there is inconsistency in Surabaya City Government’s organization structuring, that is overly focused on the institutional issues, rigid standardization but does not consider other dimensions such as: human resources, system of governance, and the basic values of the organization. Based on this phenomenon a study is needed to formulate a model structuring for Surabaya City Government. To do so, researchers conducted a study in the following stages: (1) based on the criteria of the subject, the researchers chose one subject of the research; (2) based on the prior studies, researcher developed a research instrument consisting of local government assessment instruments - i.e. human resources, authorities, organization size, public service performance - in solving the Surabaya City Government’s structuring problem; (3) interviews were conducted based on the organization’s authorities; and (4) the data obtained is then described and analyzed using qualitative analysis method to obtain to develop a model for solving organizational structuring problem in Surabaya City Government.  Keywords: Organisation Restructuring, Organisation Restructuring Model, Governance.

Abstract

 Institute for Community Empowerment (Lembaga Pemberdayan Masyarakat – LPM) has been established in Bontang City area since 2001 and strengthened by Regional Regulation No. 12 of 2003 on the Institute for Community Empowerment and RT in Bontang City area. This paper aimed to describe the presence of LPM in bringing progress to the Bontang city development. There are four sectors that receive equal attention from the LPM, which includes the religious, infrastructure development, human resources and economics. To develop those four sectors LPM has several functions, consist of: fertilizing sense of unity and cohesion function, coordination plan and perform function, coordination and plan of social institutions function, and utilization of public funds for rural development function. The first three functions had been implemented well, while the last function was implemented quite well. However there were concerns about the process of development planning where participatory approach was not all active. Having this results, it can be conclude that the presence of LPM has positively influence the development in Bontang City. Keywords : Community Empowerment Institution.

Abstract

 Based on the constitution Indonesia is a state that adheres to the model welfare state. But in practice, the governance of the welfare state in Indonesia is merely a dream. This when seen from the facts of the neglect of issues of fundamental rights of citizens, such as the high number of poor people, the number of maternal and child mortality, school dropout rate, and so on. Centralization is a major obstacle of weak governance in realizing this welfare state. Therefore this article attempts to offer a thought for the reform of the welfare state governance through decentralization. Keywords: decentralization; governance; state; reform; welfare state
