Abstract

The various ways motivate the research in this thesis that the leader moves his subordinates to achieve the goals of the organization, in the end, must also be able to generate performance from his assistants. Indirectly leadership also determines the formation of employee performance. The better one's direction toward subordinates, the higher the performance of their subordinates. This type of research is qualitative research, based on the discussion including descriptive analysis. The results of the study were: 1) The implementation of the behavior of the head was concerned with the task indicated by the deliberation principles. That was carried out in the morning brainstorming and internally with the programmers of each activity. That increases the discipline of work time to meet the performance targets. Head Puskesmas has the authority of the health department and must be carried out by subordinates or staff, prioritizing the cooperation relationship shown by all employees at the Pandean health center given responsibility in carrying out health programs in the Pandean health center, and emphasizing the results achieved that can improve employee performance. 2) The dominant factor in implementing the leadership style of the Head of Community Health Center at Pandean Health Center Dongko District is not necessarily democratic, but situational, this leadership style gives responsibility and authority to all parties, so that they are actively involved in the organization, members are given the opportunity to provide suggestions and suggestions and criticism for the betterment of the organization.

Abstract

The existence of the villages in Indonesia recognized by law and they are expressed as a unit of community with specific boundaries. Villages authorized to regulate and manage the affairs of the government, the interests of the local community based community initiatives, the right of the origin and/or customary rights recognized and respected in the administration system of the Republic of Indonesia (Undang-Undang Nomor 6 Tahun 2014 Tentang Peraturan Pelaksanaan Undang-Undang Nomor 6 Tahun 2014 tentang Desa). Based on their jurisprudence, villages in Indonesia have their autonomy rights to maintain their local governance and policy. As a logical consequence of their powers and demands of the implementation of a village is the availability of sufficient funds. The Rural Fund Allocation (ADD) is one of the villages’ funds resource taken from the equalization funds received from the Regency holder Kediri. The practice of the allocation of rural fund allocation (ADD) mostly suffered to its procedure. The most prominent problem within this research is due to missing of the accountability and the lack of the right system that explicitly written in the Technical Direction from the related governance No. 412.6/1843/418.63/2015 about the technical details of the allocation of rural funds year of 2015. This study uses qualitative methodology with the phenomenology and survey approach to reveal and deep understanding of the facts and phenomena related to the research topic. We finally revealed several facts that prove the weaknesses relating to the policy on implementing rural funds (ADD) in villages of Ringinrejo Country, Kediri Regency that directly influences to the transfer process of the rural funds to the villages, weakness on ABPDes accountability and the lack of transparency. Therefore, the fund's accountability in the villages is the natural subject to the money manipulation.

Abstract

This study aims to analyze the strategies that have been implemented by the local government of Tulungagung District in developing tourism. This study uses a qualitative approach to interpret the experiences of informants related to tourism development activities. At least, the strategy that has been used is to synergize all related institutions and optimize the role of tourism villages. The inhibiting factor that emerges is the geographical location of tourist attractions that are difficult and are disaster-prone areas, while a significant supporting factor is the presence of social media that can bring tourists without requiring substantial resources.

Abstract

District/ city regional governments need to seek equal investment and income with other District/ City regions to avoid disparity/ inequality. This study uses strategic management theory and good governance. The research method in this text uses qualitative methods. The Government of Kediri Regency develops its territory to be used as a place of investment by building Gumul Lima Junction Kediri Regency. This effort was carried out with the 2012 KPM (Investment Office) work program. In the work program there was management at KPM in the form of planning, organizing, actuating and controlling. KPM implements strategy management, one of the strategy management tools through SWOT analysis (Strengths, Weakness, Opportunity, and Threats). So far, investors in SLG are still one investor, namely PT. Gumul Paradise Island. This is because it is difficult to get investors because it competes with Kediri City which is more strategically located. KPM in implementing strategic management uses SWOT analysis. Analysis is done by knowing the successes, failures, inhibiting factors, and supporting factors of the organization in carrying out its duties. After that, KPM gets a solution to the problems faced and can carry out the planning and development of work programs to face the challenges ahead. Establishing an atmosphere that is conducive to investing, investors need good and easy services in investing. This research was carried out in 2012, an interesting theme for further research on the development of investment in Kediri Regency.

Abstract

This research aims to describe the implementation of additional refinement income policy in Kediri Regency. The result shows that: 1. The process of compiling policy runs in a planned and system according to the stage of policy formulation. In identification issues of administration, the wording has been based on strategic topics such as a). The condition of the reality of the performance of employees tends to be lower, b). The level of welfare and income disparities rate for employees. In taking the model or the alternative selection of policy is an interracial process between bureaucracy elite actors in the district government of Kediri which influences the form of additional refinement income policy determination 2). The type of other refinement income policy of Kediri district government is acquired through three variables: position, presence, and employee performance; 3). In the implementation of additional refinement, income policy has been supported by the system, and the existing plan in the operation of finger online towards employee attendance and performance variables through the instrument of performance achievement is made at the end of the year. In the implementation of the other variables based on positions. In the application of the three variables seem less effective in terms of performance variables because it does not reflect the performance of employees every day, while in the acquisition of additional refinement income policy is still perceived disparities between staff employees with the structural employees consequently have not been able to improve performance significantly to the lower level employees.

Abstract

Water is a basic need for mankind, but the fact remains that not everyone has access to clean water and healthy adequately, in accordance with its needs. The issue of water and poor sanitation in Indonesia spawn Program Pamsimas. The goal of the Program is to improve the access of Pamsimas drinking water and sanitation for the poor in rural areas and suburbs, as well as enhancing the values and behaviors of healthy living by building/infrastructure and means of providing drinking water and sanitation sustainable community-based and can be adopted by people to achieve the MDGs targets. Based on the results of the study and discussion of the two issues that the formulation is specified, then the obtained results, among other Policy Implementation Program Pamsimas in Trenggalek already running in accordance with the technical guidelines which in practice already refers to the components of the program i.e., community empowerment, the Ministry of sanitation, drinking water supply, and support the management of the commissioning programme. Factors that support the success of the Program Pamsimas in the presence of, among others, Trenggalek Regency method involving the existence of community empowerment, providing innovation and creativity inspires the citizens through group work, compromise bottom up and top down and commitment at all levels. Factors that impede the success of Trenggalek Regency Pamsimas, among others, lack of cooperation, natural condition, as well as the quality of the water resources untapped.

Abstract

This study aims to determine the driving and inhibiting determinants of the development of local religions Kaharingan on Dayak ethnic in the province of Central Kalimantan-Indonesia. This research employed a qualitative research method with a grounded approach. Based on the research result, it concludes: Firstly, the supporting factor of Kaharingan local religion existence are: 1) existence of reality that Kaharingan trust very strongly influencing social character and social order of civilization of Dayak Ngaju people, 2) Kaharingan local religion becomes the center of a touch of other faith, and 3) the existence of kademangan which is believed to be a social institution as well as a religious institution. Second, at least three factors are inhibiting the development of local religions Kaharingan on Dayak ethnic, namely 1) cultural change, 2) government intervention against customary institutions, and 3) fading mentality "betang".

Abstract

BPS Tulungagung has a reasonably heavy workload, on the other hand, a limited number of human resources so that reform is needed to achieve a common goal. Generally, BPS Reformation aims to build a profile and behavior of professional BPS officials, with high integrity, and fulfilling their duties in providing excellent service on the results of quality statistical data so that data users can access statistical information faster, better, more comfortable, and cheaper. Therefore, this study analyzes the implementation of bureaucratic reform from these aspects by using a qualitative approach through in-depth interviews. In the end, this research shows that the implementation of bureaucratic reform at BPS Tulungagung requires a more effective and efficient control and incentive system.
