Abstract

Social Policy and Regional Autonomy. The policy of decentralization and the practice of regional autonomy in Indonesia is a tool in the realization of the ideals of justice, democracy and the welfare of the people. This study aims to discuss social policy and regional autonomy in accordance with the author’s understanding of the various sources obtained. This study uses a qualitative approach with descriptive methods. Data collection techniques in this study, the authors use literature review. In other words all efforts made by the author to gather information that is relevant to the topic or problem being discussed. The results show that the practice of governance today shows that social policy has been carried out. The national government and the regional government make social policy a matter that must be done in implementing government affairs. In decentralization, social policy has its own place in implementing government affairs. In that context social policy is understood as a policy and program run by the government, which is designed to improve people’s welfare or increase human dignity. Abstract

Considering Pancasila Spirits In The Design Of Law Elimination Of Sexual Violence (RUU P-KS). There Was ongoing debate about this RUU, either its positively contribute towards sexual protection for women or its just a hidden agenda of radical feminist to manifest their ideology in indonesia. The purpose of this study is to know and analyze the value of the Pancasila in the draft law on the elimination of sexual violence (P-KS bill) in indonesia. This research is a library research method by examining various sources such as books and journals, documents, and draft legislation in the form of printed and electronic reports. Based on the study and analysis that has been carried out, the content contained in the P-KS bill does not reflect the religious values that are upheld in the Pancasila as the ideology of the Indonesian Nation. Not only that, the tendency to strengthen is that the bill brings understanding and thinking that are contrary to the values of pancasila and religion. Abstract

Implementation of Policy for Supervision and Control of Sales of Alcoholic Beverages in Muara Enim Regency, South Sumatra Province. This study aims to determine and analyze the implementation, inhibiting factors and appropriate strategies in the policy of monitoring and controlling the sale of alcoholic beverages. The research method used in this study is descriptive with a qualitative approach. Data obtained through observation, interview, documentation and triangulation techniques. The results of the study indicate that the implementation of the policy of monitoring and controlling the sale of alcoholic beverages in Muara Enim Regency has not gone well. This is seen based on several performance indicators, among others: not yet well implemented Regional Regulation No. 4 of 2005, the lack of quality human resources and limited budgets, and related interagency communications that have not been implemented properly. Abstract

Conflict of Interest in the Reclamation Policy of the Benoa Bay Area in Bali Province. Study of the Concept of Tri Hita Karana. This study aims to analyze the occurrence of conflicts of interest in the reclamation policy of the Benoa Bay area which is associated with the traditional development concept of Tri Hita Karana. This study uses a qualitative approach with descriptive method. Data is collected through interviews, observation, and documentation. In determining the informants used purposive techniques and snowball sampling. To analyze the data used Fisher’s theory, with the stages of data collection, data reduction, data presentation and drawing conclusions. The results showed that there was still a conflict of interest between the government, the private sector and the community in the Benoa Bay reclamation policy. Conflict of interest occurred because of the issuance of Presidential Regulation No. 51 of 2014 which was deemed not in accordance with several laws and regulations, Regional Regulation (Perda) in Bali, and the development concept of Tri Hita Karana. Conflict resolution efforts have been carried out by the government but are considered to be less than optimal. Keywords: reclamation, conflict of interest, tri hita karana

Abstract

Efectiveness of Sub-District Expansion in Improving Development. This study aims to determine the effectiveness of sub-district expansion in increasing development in Central Insana District, North Central Timor Regency, East Nusa Tenggara Province. Expansion of Subdistricts in Central Insana Subdistrict has been regulated in the Regional Regulation of North Central Timor Number 8 of 2007 with the aim of equitable development, optimizing the implementation of governance and shortening the range of control of empowerment and community development services and accommodating aspirations that develop in the community. After 12 years running, the District Expansion policy has not shown a positive impact on the community, especially the development aspect. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and observation. The results showed that the policy of sub-district expansion in increasing development in Central Insana District was not yet effective, because of the weak role of the sub-district in providing services to the community. Budget limitations, inadequate transportation facilities and infrastructure and damaged road conditions, and a lack of active community participation in supporting the implementation of development in Central Insana Subdistrict, are classic reasons.
