Abstract

If  connected  with  the  public  administration,  service  is  the  quality  of bureaucrat service to the community. The word quality has many different and varied definitions ranging from the conventional to the more strategic ones. The conventional definition  of quality usually illustrates the direct characteristics of a product, of which there are five indicators of public service, namely Reliability marked the proper service and correct; The tangibles are characterized by the adequate provision of human resources and other resources; Responsiveness, characterized by the desire to serve consumers quickly;  Assurance, marked the level of attention to ethics and moral  in  providing  services,  and  empathy,  which  mark  the  level  of willingness to know the wishes and needs of consumers.

Abstract

In the implementation of the Regional Government, Civil Service Police Unit (later called Satpol PP) has a trategic role related to the implementation of the obligations of regional government. Generally,   Satpol  PP has three function are : 1) Implementation of Public Peace and Order; 2) Enforcement of Regional Regulations;  and 3) Community Protection. On the basis of the implementation of their duties, the Satpol PP has a formative foundation to establish Law Number 23 of 2014 concerning Regional Government; Government Regulation Number 16 of 2018 concerning Satpol PP; Minister of Home Affairs Regulation Number 54 of 2011 concerning Satpol PP Operating Standards, as well as regional regulations related to implementation technical tasks in each field. The  implementation of duties in enforcement of regional regulations area, Satpol PP carried out activities such as first to provided guidance to the community and legal entities that violated regional regulations; second they conducted non-judicial control ; third they did enforce the law regarding the judiciary and the last are to supervise violation. Enforcing local regulations done by Satpol PP in Gresik Regency is carried out through pre-emptive, preventive, persuasive and represive approaches to the community without selective objectives with the aim of achieving the Regent’s vision and mission and to increase the locally- generated revenue.

Abstract

As an unimportant one that is needed by humans and important for other purposes, the discussion of this thesis related to aid and the use of air is an important problem in life. Water that was once felt abundant and can be used together. More and more populations are increasing. Water needs for the Gresik Regency community in 2018 have only been served by PDAM Giri Tirta in Gresik Regency totaling 11 Districts out of a total of 18 Districts in Gresik Regency. The fulfillment of the right to clean water for the people of Gresik Regency must always be pursued in line with the increase in population and development of industrial areas. However, related to the completion of clean water for the community, the need for investment funds is not small for the construction of SPAM supporting infrastructure. Related to what is stated in article 2 paragraph (1) of the Covenant on Ecosob rights. The policy of fulfilling the right to clean water for the people of Gresik Regency is implemented by increasing production capacity. The need for investment funds that are not small to build SPAM infrastructure and limited government funds has implications for the implementation of Cooperation between the Government and the Private Sector (KPS). carried out by PDAM Giri Tirta of Gresik Regency as the executor of the provision of SPAM with Business Entities using a system of Cooperation to Build, Operate and Transfer (BOT). Regulation of the Minister of Public Works and Public Housing Number 19 / PRT / M / 2016 concerning Provision of Support by Regional Governments in Collaborating in the Implementation of Drinking Water Supply Systems.

Abstract

Data from the City Blitar City Police Unit in 2016, as many as 1,799 or 15.9% of students committed traffic violations, from January to March 2017 as many as 438 or 11.3% of students committed  traffic violations. In addition to violations, 25 or 15.1% of traffic accidents involving students occurred. The accident caused 68 students to become victims. In 2017 January to March as many as 6 or 12.5% students were involved in traffic accidents. The accident caused 21 students to become victims. According to the data, it can be seen that the number of traffic violations in Blitar City is dominated by students, both students of junior high schools, senior high schools or vocational high schools. Then the Save Our Student (SOS) program was implemented to reduce the number of traffic offenses for students. The Save Our Student (SOS) Program is a Satlantas Polres Blitar Kota program in collaboration with schools, both Middle School (SMP), Senior High School (SMA) or Vocational High School (SMK) in Blitar City. The Save Our Student (SOS) Program is a program based on Law Number 22 Year 2009 concerning Road Traffic and Transport and the Safety riding program. The Save Our Student (SOS) program is not just a momentary program, but an ongoing program in an effort to reduce the number of traffic violations on students in the City of Blitar. The Blitar City Police Traffic Unit Police in implementing the Save Our Student (SOS) Program needs a communication strategy, where the success rate of a goal will be achieved along with how the communication strategy is carried out in implementing the Save Our Student (SOS) Program. The purpose of the program, which is to reduce the number of traffic violations among students and prevent traffic accidents with fatality fatalities will be achieved.

Abstract

In 2008, the Ministry of Home Affairs recorded the Electronic Population Identity Card (e-KTP) with the main objective of establishing an orderly population administration through the issuance of 1 (one) Population Registration Number (NIK) for 1 (one) resident. The issuance of NIK-based national ID cards is supported by building accurate population databases at the Regency / City, Provincial and Central levels which are connected online using the Population Administration Information System (SIAK). High population mobility experienced by Gresik as one of the bases of the East Java  and  Surabaya  suburban  industries and  other metropolitan  cities is strongly influenced by the behavior of the people with the tendency of residents to approach work sites but there is no desire to settle in the area of work or population movements in time short between the workplace and his residence. the formulation of the problems discussed are as follows, first, what is the legal review of laws and regulations governing population administration and civil records to provide a normative basis for the implementation of family card updates; population. The approach used in this study is the socio-legal approach. The Innovation of My Family Card Re-Data (Kakek Ku Datang) The Civil Registry Population Office of Gresik Regency is a solution to establish an orderly population administration in Gresik.  The  Kakek  Ku  Datang  program  is  one  of  the  best  practices  in reviving local resources at the village level to support the implementation of services or regional development programs, as well as being an example of responsive services to the community supported by an interactive system that provides communication space for the public through application and socialization media.
