Abstract

People with visual impairment is one who just had a vision defect, not a personality flaw nor defect in the will. Even reversed their eyesight defects, many of the potencies latent are difficult to actualize due to a lack of accessibility that they can get. Therefore it would be wise if the government agencies / private sector are more concerned and attentive to this issue. Blind people, as part of the Indonesian people, should be brought out of poverty that shackled his life. This means that they are given the opportunity to transform themselves into better by participating in education and training, so they can become professional and reliable. Thus, their the empowermentof people with visual impairment is an effort to improve a certain dignity in order to escape limitations.

Abstract

This research was conducted to analyze and inventoried form of the kinship system of Kluet etnics in South Aceh focused on Kluet’s society who lived in Kluet Timur subdistrict. To get the accurate data dealing with the research problem, the researcher used depth interview approach supported by observation technique. It was found that some actual data inferred that Kluet is unique, particularly in kinship system. They hold patrilineal kinship system appearing in applying Marga at the end of their name and the main family, also applying matrilineal kinship system appearing from the larger family and customary events. Kinship system which is a part of local culture is needed to be preserved as a local cultural heritage; it is inside of the society.

Abstract

This research has objectives to explore the effect of electricity subsidy to the financial performance of The State Electricity Company (PT PLN) and to describe the proportion of electricity subsidy compared to the total government expenditure and total central government expenditure. The method of this research is literature review with qualitative approach by exploring information through secondary data collection. This research used a descriptive analysis to interpret the collected data. The result showed that on average 40 percent revenue of PT PLN was derived from government subsidy with the total more than Rp50 trillion on average each year for electricity subsidy. Based on this fact, this research recommends government to decrease the electricity subsidy and allocate them to increase people’s welfare.

Abstract

The issue of poverty that does not go over and the narrowness of employment encourage rural women of Ujungsemi village to migrate. Being maids, they could raise capital to buy land, build houses and to open the business after returning home. The economic difficulties that had been churned from resolved even more than enough. However, the above condition does not last long. They have to go back and start life at home. The problem of this research: how social and economic conditions of former migrant workers, as well as what strategies they are doing to maintain viability. Field data were obtained by using interview and observation techniques. The data analysis phase is the stage of reduction, display and analysis. Informants are selected using purposive samplingtechnique. This research indicates that the former migrant workers initially had a mass liminality when returning to village that impact on business start work; changes in social and employment status. For maintaining the viability, they make such a strategies, among others, the use of social networks; girls mobilization; minimization of the number of children; saving; production of subsistence and additional income, reduce the cost of living and the utilization of the loan.

Abstract

The aim of this study is to see the divorce between a couple without court process decision as a crucial issue in Indonesian Marriage Act No. 1/1974. In an article 39 of the Marriage Act No. 1/1974 paragraph (1) mentioned:Divorce can only be done in front of a competence court and through the trial court after the Court tried and failed to reconcile the two sides. Even though Indonesian marriage act had reformed as a unity handbook for all Indonesian people, but in fact, its presence has not been received as positive response in terms of implementation and practice. For the majority of Malay community in the District of Tanjung Pura, the divorce can only be done in front of the judge and through the trial, as stated in article 39 of the Marriage, is relatively large wedge. Many factors causing its objections are: Fiqh oriented, internal judiciary, lack of legal awareness, and many factors related to facilities and infrastructures.

Abstract

This paper discusses the development of implementation of good governance in Indonesia following the stepping down of Suharto. Even though the government has designed several measures, there are still several barriers at the implementation level. These barriers include the slow bureaucratic reform, resistance of government officials on change, authoritative and centralistic regulations left by previous regime and lack of effective leadership.

Abstract

In general, teachers used to teach the Islamic Religious Education (PAI) in the conventional method of learning. This research aims to determine whether the use of PQ4R elaboration strategies methods in learning can enhance students’ learning achievement systematically in SMP Negeri 15 Mataram. This research used a descriptive approach seeking to examine moredeeply the use of PQ4R elaboration strategies methods. The results showed that the average score of the subjects increased ranging from 74.91 on the precondition capability to 82.08 on the first act, and increased to 85.25 in the second act, and rose again to 87.20 in the third act. Thus, PAI learning using PQ4R elaboration strategies methods are proven to improve student achievement.

Abstract

This descriptive qualitative research aims at classifying important aspects related to sociolinguistics in rendering English metaphors into Indonesian. The study touches on several aspects dealing cross cultural understanding in translating metaphors taken from novel, TV serial, text bookin 2008. The cultural aspect in metaphors is related to important aspect of metaphors, namely, point of similarity, image, and figurative language. There are four types of metaphors in the paper: closed similes, open similes, live metaphors, and dead metaphors. The research reveals that: (1) Translation of closed similes can be rendered by applying literal translation meaning the focus of translation is on linguistics point of view. Translating direct metaphors (similes) is easier to transferthan indirect comparison (‘live’ and ‘dead’ metaphors). Transferring open similes needs the knowledge of the source and target language culture due to the absence of the point of similarity in the sentence. While, translating “dead” metaphors can be more understandable than ‘live’ metaphors by considering topic, image, and figurative language in both languages. (2) The paper is also trying to perform the difficulties in rendering English metaphors into Indonesian occur due to lack of standard Indonesian equivalent.

Abstract

This research attempts to determine if political institutions has significant influences on sources of economic growth in developing countries. The research employs panel data of 65 developing countries by following the methodology of Pinto and Timmons. The results show that more democratic regime decreases investment rates; and increases foreign direct investment to GDP ratio. However, political institutions in developing countries bring insignificant effects to secondary enrollment rate, labor supply and trade to GDP ratio. This research enriches the empirical findings on interaction between political institutions and economic performance especially for the caseof developing countries.

Abstract

The opportunity principle is opposite of legalistic principle. It is a duty to diverse a criminal case for public interest as called seponering. As accordingly a doctrine, attorney general has been represented by state and public interest. He implement the principle not to take a person to trial (the public prosecutor may decide conditionally or unconditionally to take a prosecution to court or not). Right now, actually problem, opportunity principle must be widely implemented on pre trial process. It is a consideration on a law enforcement impact of social tension and many others. The method is a normative-empiris on a descriptive-qualitative research which analyses qualitativedata. The result is opportunity principle can be widely into pre trial process in Criminal Justice System. It is mostly important because law enforcement to take a drive to be the greatest happiness for the great numbers. It means that not only certainty principle, but also justice for all.
