Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication and Social Sciences, All papers are peer-reviewed by at least two referees. The scope of Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is the Governmental, Political, Public Administration, Communication and Social Sciences. Published twice a year (April and October) and first published for printed edition since Volume 1 No. 1 April 2019.

The focus of the research is the communication style displayed by the Head of the Subulussalam Municipal People's Representative Council (DPR-K) in establishing relationships with the people of Subulussalam City. This research was conducted in the City of Subulussalam. Data collection was carried out by means of observation, direct interviews and documentation related to research. As for the resource persons in this study, namely the key informants, the researchers chose the people of Subulussalam City, while those who became additional informants were the Chair of the DPR-K, the Secretary of the Council and Public Relations of the DPR-K Subulussalam. To get valid information in accordance with the author's research needs. The results of the research interview on the communication style presented by the Chairperson of the DPR-K Subulussalam dominate the Equalitarian style and structural style communication styles. This communication is considered effective because it is able to make it easier for the public to receive good information from the Chairperson of the DPR-K Subulussalam. It's just that the communication style possessed by the chairman of the DPR-K Subulussalam as a leader has not been found in all employees or fellow members in the DPR-K Subulussalam office so communication with the community is not very good.

This study was conducted to determine the process of sending persuasive messages in the promotion activities of Grand Batang City by the Ministry of Investment through the Indonesia Investment Webinar Series 2021 event. The method used in this study is a qualitative method with research subjects consisting of the Ministry of Investment promotion division team, Grand Batang team City and the technical team. Data collection was obtained through interviews, observations and documentation conducted online and offline. The results of this study show that how the process of sending persuasive messages carried out in the Indonesia Investment Webinar Series 2021 event is said to be successful when viewed from how potential investors respond when receiving persuasive messages that have been delivered. Persuasive messages are conveyed with the intention of influencing, inviting and persuading from the rational and emotional side of potential investors with both verbal and non-verbal language so that persuasive messages can be conveyed properly. Although there were obstacles due to the tight timing of the event, the team was able to successfully complete the Indonesia Investment Webinar Series 2021 event well.

Simplification of the Bureaucracy into 2 (two) echelon levels, and replacing the positions of Administrator (echelon III) and supervisor (echelon IV) with functional positions (JF) that respect expertise and competence so that the bureaucracy is more effective and efficient in overcoming ASN issues that often get the spotlight on performance that looks bad or is still less than what the community expects. To describe and analyze as well as to find out what are the supporting and inhibiting factors How to implement the Regulation of the Minister of Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia Number 17 of 2021 concerning Equalization of Administrative Positions into Functional Positions in Trenggalek Regency. Qualitative methods and policy implementation of George C Edward III's model. Based on 4 variables that determine the success of implementing a policy, namely Communication, Resources, Disposition, and Bureaucratic Structure, it is still not going well. In order to be able to carry out socialization, training, and technical guidance, then increase the number of competent policy implementers in accordance with functional position education.

The performance of a government agency can be seen from the work of the employee or government apparatus. This study aims to determine the effectiveness of the performance of the Aceh Singkil DPRK Secretariat employees in carrying out their duties and functions. The research method used is qualitative by emphasizing the concept of performance measurement according to Agus Dwiyanto's theory which includes performance factors, namely: Productivity, Service Quality, Responsiveness, Responsibility and Accountability. Data were collected based on data collection techniques with observation, interviews and documentation. The results of this study indicate that the performance of the Aceh Singkil DPRK Secretariat employees viewed from the performance factors of Productivity, Service Quality, Responsiveness and Accountability can be said to be good with optimal work implementation and the Responsibility performance factor cannot be said to be good because there are still some of the employees working not optimal and not disciplined at work.

This study aims to how to manage Cyber Public relations in the digital era and try to understand the role of publications as a company's Cyber Public relations. Suara Rimba is a publication made by Perum Perhutani on the company's website. Suara Rimba contains information typical of Perhutani. This research is a qualitative descriptive study that use interviews and observations as a data collection tool. The results showed that the role of public relations Perum Perhutani in Suara Rimba as a media of information for the company's external public, strategy to improving the company's image through Suara Rimba is involve the external public in the news that made on Suara Rimba. To overcome the crisis, Public relations Perum Perhutani uses Suara Rimba to communicate the real situation.

This research was motivated by observational data that showed the promotion and level of the Functional Position of the Pamong Praja Police (JF Pol PP) in the Pamong Praja and Fire Police Unit of Trenggalek Regency was not following the RB Regulation number 4 of 2014. The purpose of this study was to determine the inhibiting factors that resulted in the process of promotion and promotion to the rank of the Pamong Praja Police Functional Position. The type of research used in this study is a descriptive qualitative approach using the theoretical method of George Edward III, which is based on 4 (four) aspects, namely communication, resources, disposition, and bureaucratic structure. The source of this research data is the Functional Officer of the Civil Service Police in the Civil Service and Fire Police Unit of Trenggalek Regency. The results showed that the process of promotion and promotion was still not following the periodization due to the lack of understanding of the profile of the position concerned. Among them, most of the functional officers of the civil service police still have not conducted an inventory of the activities carried out, resulting in difficulties in obtaining a Credit Number Determination (PAK) which is the main requirement in the promotion process and promotion. From the data, it is recommended that functional officials of the civil service police understand the profile of the position better to support the future career path.

The existence of tourist villages today is not well-known by many people if the government and local residents don’t do promotional activities. The presence of social media, especially Instagram as a communication and information tool, can make it easier to do online promotions so that tourists are interested in visiting tourist villages. This research aims to find out how the promotion of the tourism village of Carangsari (@desawisatacarangsari), Kesiman Kertalangu (@tebamajalangu), and Sudaji (@sudajitourism) use Instagram as their promotional medium. This research used a qualitative method and data analysis by Mile and Huberman. The results of this research show that the Carangsari has used Instagram as a promotional medium with more reference to content marketing, the Kesiman Kertalangu has used Instagram as a promotional medium according to the theory used, then the Sudaji is felt to have not made full use of Instagram as their promotional medium.

This qualitative descriptive research focuses on the participative empowerment of Indonesian former migrant worker to reduce unemployment in Karangpatihan village of Balong sub district in Ponorogo regency of East Java. In this study, people’s participation in development is used as the tool of analysis. This research was conducted in five stages: identification of problems, program formulation, program execution, program evaluation, and enjoying the program’s outcome. The data was harvested through observations, interviews, and documentations. This study finds that passive participants were found in the initial phase of the program due to their pessimism to the event’s outcome. People’s participation in this program increased after many of the past participants were successful of becoming independent individuals; 250 people out of 413 are having and running their own business. Based on the five indicators of empowerment success’, this study finds that the empowerment of former migrant workers can reduce the number of unemployed people, both former migrant workers and non-migrant workers. The program also helps former migrant workers with their business, increases their awareness to poor families around them, strengthens their independency, and enhances their ability to fulfill their daily needs.

The Regional Personnel Agency of Kediri shows data that not all State Civil Apparatuses in the Kediri Regency are placed based on their capabilities and expertise on the expectations and goals of the institution. Some educational backgrounds do not suit the job specifications and often hinder employees from carrying out their tasks. In addition, the rotation and type of positions are different from their abilities and experience. Therefore, a strategy is needed to overcome these problems. Therefore, this study aims to describe and analyze personnel competency improvement strategies to increase the bureaucratic reform index. This is descriptive qualitative research with Miles Hubberman's interactive. Data collection techniques used are interviews, observation, and documentation. The results of the study show that to increase the competency of the state civil apparatus in order to increase the index of bureaucratic reform in Kediri Civil Service Agency, it is carried out through three strategies: technical competence, managerial competence, and socio-cultural competence. These strategies showed significant results in increasing personnel competency as well as the bureaucratic reform index. One of the driving factors is that the leadership and environment have a strong commitment to it. While the inhibiting factor is the lack of information about personnel competency training due to the absence of a memorandum of understanding with some agencies.

Employment Discipline of Jambi BPSDM Civil Servants during the Covid-19 period According to PP No. 94 of 2021, namely there are still employees who do not comply with disciplinary rules regarding working hours after joint leave. this is influenced by the condition of Covid 19, so there are civil servants who are constrained to return or return to Jambi. covid-19 In connection with the enactment of Government Regulation of the Republic of Indonesia Number 94 of 2021 concerning Disciplinary Actions for Jambi BPSDM Employees so far, namely socialization to all employees. then civil servants to comply with obligations by working in a WFH manner and the leadership provides sanctions for violations of disciplinary prohibitions. in accordance with PP Number 94 of 2021, through the application of work discipline to BPSDM Jambi-19 employees during the Covid-19 period, namely through socialization of disciplinary rules to employees and leaders who supervise their implementation, and in Jambi Disciplinary actions carried out by officers within the BPSDM environmentthe state is subject to disciplinary action with the category of light, moderate, or severe disciplinary action every year, especially on religious holidays.
