Abstract

Police in charge of Duty enforcement law is naturally expected to uncover perpetrator act criminal with the objective Utilizing the identification method is one of the right choices to realize this. However, the Pekalongan Police Identification Affairs can only identify two crime scenes out of a total of 182 cases of Burglary from 2019 to 2021. This study aims to describe the performance and optimize the performance of identification matters in the handling of crime scenes to reveal the theft with theft. This type of research uses a qualitative approach. Data collection techniques used are interviews, observation, and document studies. Data analysis techniques used include data reduction, data presentation and concluding. The results of the research conducted found the fact that the performance of the identification unit was not optimally influenced by the irregularity of the identification unit personnel in carrying out the SOP for handling crime scenes issued by the Pekalongan Police, the low competence of identification possessed by personnel and the lack of motivation of members in carrying out their duties and developing competence. owned thus, it is necessary to solve the problem.The results of this study were analyzed using the optimization concept and the performance concept along with management theory to describe the first problem and work motivation theory to analyze the second problem. SWOT analysis was used to describe internal and external factors that affect the performance of the Pekalongan Police identification unit in handling crime scenes to disclose the crime of burglary.

Abstract

Bhabinkamtibmas has the main task to maintain community development, early detection and mediation / negotiation in order to create conducive conditions in the village / village. One of the activities carried out by Bhabinkamtibmas is the Polmas activity which aims to invite the community through the Polri partnership so that it can detect kamtibmas problems in the environment. and find a solution to the problem. In the jurisdiction of the Salatiga Police , the condition of kamtibmasnya is still not conducive. There are still many cases of criminal acts that occur this shows the unstable condition of security and public order in the jurisdiction of the Salatiga Police. For this reason, it is necessary to optimize the role of Bhabinkamtibmas through community policing to improve the stability of kamtibmas in the salatiga police law wizard. In discussing this research, researchers used SWOT theory, Management theory, Bhabinkamtibmas Concept, Polmas Concept, and Kamtibmas Concept in discussing the findings of problems in this study. This research uses a qualitative approach. The focus of this research is on optimizing the role of Bhabinkamtibmas through community policing to improve the stability of kamtibmas in the jurisdiction of the Salatiga Police. In this study the data source used is interviews with Bhabinkamtibmas members as well as the public. Data validity uses data triangulation. Data analysis techniques used in the form of data reduction, data presentation, and inference. The result of the research conducted by researchers is that there are still obstacles in the implementation of Polmas by Bhabinkamtibmas Salatiga Police. Obstacles include lack of material, lack of supervision, and lack of careful planning. In addition, there are still obstacles in the community that still cannot get closer to the environment. Based on the results of this study, problem solving that can be done, among others , binluh planning by polmas must be filled carefully and to continue to be checked again. In addition, the need to build communication that can be through whatsapp group social media to speed up the handling of cases that occur so that the stability of kamtibmas can be maintained.

Abstract

The rise of criminal acts of serious theft in Tegal Regency has become a problem and has caused unrest for the people of Tegal Regency. The National Police must prevent this through patrol activities by the Patrol Unit of the Tegal Police Samapta Unit. This research aims to identify the optimization of the Samapta patrol in preventing the crime of serious theft in the jurisdiction of the Tegal Police. This research was conducted in the jurisdiction of the Tegal Police, Central Java. This study uses a qualitative approach and field research methods. Data collection is done by conducting interviews, observations, and document studies. The data analysis techniques used are data collection, data reduction, data presentation, and concluding. This research uses conceptual literature including the optimization concept, theft concept by weighting, crime prevention concept, patrol concept, and management theory. The factual condition in this study is the crime of serious theft occurring at night with the mode of damaging doors, windows, and tiles. In the implementation of the samapta patrol to prevent the crime of theft, the emphasis is on the type of dialogical patrol. The optimization of patrols that have been carried out is using a dialogical strategy in making plans, carrying out joint patrols with the ranks of the police, adding personnel from other units, and using the GTMCC (Galawi Traffic Management Command Center) innovation, as well as a reward and punishment program. In practice, patrols are influenced by internal and external factors. Internal factors include the lack of number and quality of personnel, lack of fuel budget support and vehicle repairs, beat routes are always the same, and patrol targets that are not following the development of the crime of stealing. While external factors include coordination and cooperation with related functions and the community to support the implementation of patrols. The conclusion of this research is that the implementation of patrols by the Patrol Unit of the Tegal Police Samapta Unit to prevent the crime of serious theft isn’t optimal. Likewise, the optimization of the samapta patrol to prevent the crime of serious theft in the jurisdiction of the Tegal Resort Police hasn’t obtained optimal results.

Abstract

Polri merupakan alat negara yang memiliki fungsi dan tugas dalam penegakan hukum pidana. Namun selama menjalankan tugasnya, Polri kerap kali menerima keluhan dari masyarakat terkait upaya penegakan hukum yang lebih mengedepankan pembalasan dan penjatuhan atas perbuatan yang dilakukan. Untuk menjawab keluhan masyarakat tersebut, dalam Program Presisi Kapolri, praktik restorative justice merupakan solusi dari permasalahan penegakan hukum tersebut. Permasalahan yang dirumuskan dalam tugas akhir ini adalah untuk mengetahui bagaimana peran Satreskrim Polres Jepara dalam pelaksanaan dan kompetensi yang dimiliki oleh Anggota Satreskrim Polres Jepara untuk menangani tindak pidana yang diselesaikan secara restorative justice guna mewujudkan penegakan hukum yang presisi.Teori dan konsep yang penulis gunakan sebagai pisau analisis permasalahan. Teori manajemen, teori pengembangan sdm dan konsep optimalisasi, penanganan tindak pidana melalui restorative justice serta penegakan hukum yang presisi. Jenis penulisan yang digunakan adalah field research dan tekni pengumpulan data melalui wawancara, observasi dan studi dokumen. Untuk teknik analisis yang diambil adalah dengan reduksi dan penyajian data serta penarikan kesimpulan. Dalam tugas akhir ini ditemukan bahwa pelaksanaan restorative justice di Polres Jepara masih belum optimal. Masih banyak ruang untuk dilaksanakan perbaikan dari unsur peran Satreskrim Polres Jepara dalam pelaksanan dan kemampuan penyidik untuk menangani tindak pidana melalui praktik restorative justice.

Abstract

Traffic community education (Dikmas) is one very important factor to support / support Traffic Kamseltibcar. Dikmas Then uses it to knock on the hearts / invites the community to participate in creating the Traffic Security Committee. One of the activities of Dikmas Then is to provide counseling to all schools through the police to schools, both at the elementary, junior high, high school and even college levels. This is the background for the author to examine the Implementation of Traffic Dikmas at the Sragen Police to find out how it is implemented, the influencing factors and what efforts can optimize the Traffic Dikmas through Police Goes To School in the jurisdiction of the Sragen Police. The research approach used is qualitative where in writing it conducts research, collects, processes and analyzes research data. The data taken in the form of statements, opinions, ideas and also data. Based on interviews, observations and research data processing in the jurisdiction of the Sragen Police, it is stated that the quality of human resources is still lacking, budget is not accurate, standard operating procedures are not implemented and lack of support from infrastructure. Based on the results of key data research, the implementation of Traffic Education in the Sragen Police jurisdiction has not been maximized and the efforts to optimize Traffic Dikmas through the National Police by the Sragen Police Traffic Unit have not been maximized due to internal factors, namely human resources, budget, standard operating procedures and infrastructure as well as external factors that include the community. and geographical condition of Sragen Regency. For this reason, the Sragen Police Traffic Unit needs to optimize the Traffic Dikmas through the Goes To School Police.
