This research is based on the implementation of police duty on the Binmas function in dealing with criminal acts of the two-wheeled curanmor that occurred in the jurisdiction of Bogor police. The aim of the study was to find out the criminal act of the wheels and the implementation of Polmas in preventing criminal acts of the second wheel curanmor at the Bogor police. The authors use research libraries and conceptual literature. The theory and concepts used are management theory, SWOT analysis, the concept of prevention, Polmas concept, and Perkap No. 3 year 2015. This research uses a qualitative approach, with the field method reseach (field research). The data collection techniques used are interviews, observations and document studies. Technical analysis of data through data reduction, data serving and withdrawal of conclusions. The author conducts research for the analysis of curanmor criminal acts, the implementation of Polmas in preventing criminal acts of the second wheel curanmor in Bogor police. The implementation of POLMAS activities not in accordance with SOP Karna is influenced by several factors. The arrival of Bhabinkamtibmas members to the community makes an awkward society because they imagine police as opposed to them. In fact, Bhabinkamtibmas members aim to give the appeal and call for Harkamtibmas. The results showed that Polmas has been implemented by BHABINKAMTIBMAS members but not optimal. Bogor Police has also carried out several activities routinely conducted by Bhabinkamtibmas namely Sambang, siskamling, Polmas, FGD (Forum Group Discussion) with village head, community leaders and religious figures. Based on the results of the study, the author advised to provide routine vocational or training education to Bhabinkamtibmas to increase the insight and improvement of the member's ability of Binmas.

This study aims to analyze the efforts of Bhabinkamtibmas in the context of tackling criminal acts of fraud in the Gempol police precinct in the Cirebon district police. This study uses a qualitative approach with field research methods. Data analysis with data reduction, data presentation, and drawing conclusions. The results of the study 1) The implementation of Bhabinkamtibmas in the context of overcoming criminal acts of fraud in the jurisdiction of the Gempol Sector Police has referred to Article 26 of the Republic of Indonesia National Police Chief Regulation Number 3 of 2015 concerning Community Policing. Bhabinkamtibmas Gempol Police Station is still focused on visiting / sambang, guiding and counseling in the field of law, and disseminating information about the threat of crime of fraud. Activities which are also a function of Bhabinkamtibmas, such as encouraging the implementation of the social security system, mobilizing positive community activities and coordinating with village officials have not been carried out continuously. 2) Factors that influence the implementation of Bhabinkamtibmas in dealing with criminal acts of curanmor, can be grouped into factors of Bhabinkamtibmas officers and other factors outside Bhabinkamtibmas. Factors from Bhabinkamtibmas officers include the limited number of personnel, the lack of vocational Binmas, limited budget, limited official vehicles. Other factors outside Bhabinkamtibmas include the support of community leaders, traditional leaders and religious leaders as well as the wide legal area of â€‹â€‹the Gempol police station. The conclusion in this study, namely the efforts of Bhabinkamtibmas in the context of overcoming criminal acts of curanmor in the jurisdiction of Gempol Sector Police have been in accordance with applicable laws and regulations, although they have not been able to prevent the occurrence of criminal acts of curanmor.

This research is motivated because the increase of the spread of radicalism in Majalengka Regency is increasing. Need to help the participation of members of the National Police to participate in the radicalism understanding debate by referring to the Regulation of the National Police Chief No. 3 of 2015. Prevention of understanding of radicalism is carried out through Bhabinkamtibmas activities and carried out with factors that support and support. The theory used to analyze these is the theory of communication, management theory. While the concepts used in this study are the concept of Bhabinkamtibmas, the concept of radicalism, and the concept of Community Policing. To analyze about lending between Bhabinkamtibmas and the community the writer uses the application of communication theory. While to analyze the opposite with the factors that influence the implementation of the Bhabinkamtibmas activities, the author uses the management theory of George R. Terry with 6 elements (humans, money, materials, methods, machines, markets). The research method uses qualitative obtained with the findings, observations, study documents, and interviews with information sources. Techniques used for data analysis include data reduction and working hypotheses by formulating a proportional question. The results of the study found that the implementation of Bhabinkamtibmas activities within the framework of preventing radicalism was not yet running optimally due to several influencing factors such as the Bhabinkamtibmas being involved in the duty of guarding the precincts as well as the police. In addition, infrastructure facilities are also inadequate. From the results of the field research, the authors suggest Satbinmas Majalengka to further improve the quality of human resources and complete infrastructure that can support the implementation of Bhabinkamtibmas activities in order to prevent radicalism in Majalengka Regional Police.

The background from this problem arises because of cases of vehicle theft by the community in Cirebon District. The research aims to knows that counseling as a method by the Police Binmas Unit in Cirebon District whether it is in accordance with its role in carrying its duties and the factors that influence the counseling method both those that support or hinder the duties of the Binmas Unit. Concepts and theories are used to analyze the focus of research. The research concept includes counseling methods used to prevent vehicle theft, Binmas Unit in delivering messages, concept of role, concept of vehicle theft, Police Chief Regulation Number 21 Year 2007, and Police Chief Regulation Number 3 Year 2015. Theories include Communication Theory and SWOT Analysis. Research method by systematic is qualitative approach. This type of research is descriptive analytic. Data sources from primary and secondary. Data collection techniques with interviews, observation, and document analysis. The location is at the Police Binmas Unit Cirebon District. Validity with data triangulation. Data analysis uses data reduction, data presentation, and drawing conclusions. The results found that the implementation of counseling that was analyzed by Police Chief Regulation Number 21 of 2007 and Communication Theory had not been fully implemented. The influencing factors are internal factors and external factors that are analyzed by SWOT analysis consisting of the vulnerability social conditions of the Cirebon District, supporting factors from other functions, response from the community, Relationship Procedure for Work and Binmas Unit personel. Conclusion of the implementation of counseling as a method by Binmas Unit to prevent the case of vehicle theft can be run even though it is not yet completely perfect so that the Binmas Unit has not fully carried out itâ€™s role to prevent vehicle theft. Constructive suggestion includes suggestions for carrying out counseling to deliver a message of prevention of vehicle theft to the community to be better and take advantage of internal and external factors that support the task of Binmas Unit through counseling methods.

Negara Indonesia sebagai negara hukum, begitu yang dikatakan dalam Undang-undang Dasar Negara Republik Indonesia 1945 pasal 1 ayat 3. Kemudian sebagaimana tugas Polri sebagai alat negara dengan peran mewujudkan keamanan dalam negeri, dijelaskan dalam Undang-undang Nomor 2 tahun 2002 tentang Kepolisian Negara Republik Indonesia. Kemudian diperjelas dengan tugas pokok yaitu memelihara keamanan dan ketertiban masyarakat, memberikan perlindungan, pengayoman, dan pelayanan, serta memelihara keamanan dalam negeri. Aksi kejahatan konvensianal yang masih mendominasi wilayah Kabupaten Bogor, dan meningkat selama tiga tahun belakangan. Dalam rangka mewujudkan tujuh program kapolri, Sat Binmas Polres Bogor sebagai benteng terdepan pre-emtif dan preventif akan melakukan tugasnya secara maksimal. Dalam menganalisis, penulis mengunakan beberapa teori dan konsep di antaranya Teori Manajemen, Teori Peran, Teori Sistem Hukum, Konsep Polmas, Konsep Pencegahan, Konsep Pencurian dengan Pmeberatan. Dengan menggunakan pendekatan kualitatif yang bersifat deskriptif analitif, hal ini dilakukan agar diperoleh gambaran yang seluas-luasnya terhadap permasalahan yang terjadi. Pendekatan kualitatif memberikan data-data deskriptif berupa kata-kata secara lisan yang disampaikan oleh sumber primer pada saat dilakukan wawancara, dengan demikian dapat dilakukan penggalian permasalahan secara mendalam. Hasil penelitian menemukan bahwa: (1) Gambaran tindak pidana pencurian dengan pemberatan di Polres Bogor; (2) Pelaksanaan penyuluhan dilapangan yang masih kurang dalam hal kemampuan personil dan kurang tepatnya sasaran; (3) Faktor-faktor yang mempengaruhi terdapat dari internal dan eksternal. Internal seperti sumber daya manusia, anggaran, sarana dan prasarana dan kebijakan pimpinan. Eksternal seperti peranserta masyarakat, kerjasama, dan komunikasi sosial. Dari hasil penelitian maka penulis memberikan saran kepada Bhabinkamtibmas untuk menggunakan media dalam berkomunikasi seperti group Whatsapp. Adapun kesimpulan kepada Kapolres Bogor agar menambahkan personel Polres Bogor, mengikuti pendidikan kejuruan Binmas, pengadaan kendaraan bermotor roda dua serta mempertimbangkan yang menjadi kebijakan pimpinan.

Pelanggaran Lalu Lintas roda dua di wilayah hukum Polres Bogor masih menjadi fenomena yang belum terpecahkan hingga saat ini, dikarnakan terus meningkatnya jumlah pelanggaran roda dua dari tahun ke tahun terutama di kalangan karyawan swasta, sehingga menjadi latar belakang dalam penelitian ini. Unit Dikyasa Satlantas Polres Bogor telah melaksanakan program Safety Riding kepada masyarakat di wilayah Bogor Kabupaten namun pelanggaran Lalu Lintas masih sering terjadi, hal ini dapat mengganggu keamanan, keselamatan, ketertiban, dan kelancaran Lalu Lintas. Sehingga dalam penelitian ini penulis tertarik untuk mendeskripsikan tentang pelanggaran Lalu Lintas roda dua oleh karyawan swasta di wilayah hukum Polres Bogor, Optimalisasi program Safety Riding oleh Unit Dikyasa Satlantas Polres Bogor guna mengurangi angka pelanggaran Lalu Lintas di kalangan karyawan swasta dan peran dan menganalisis faktor-faktor yang mempengaruhinya. Dalam menganalisis, penulis mengunakan beberapa teori dan konsep di antaranya Teori Manajemen, Teori Komunikasi, Konsep Optimalisasi, Konsep Unit Dikyasa, Konsep Satuan Lalu Lintas, Konsep Pendidikan Masyarakat Bidang Lalu Lintas, Konsep Safety Riding, dan Konsep Pelanggaran Lalu Lintas. Dengan menggunakan pendekatan kualitatif yang bersifat deskriptif analitik, hal ini dilakukan agar diperoleh gambaran yang seluas-luasnya terhadap permasalahan yang terjadi. Pendekatan kualitatif memberikan data-data deskriptif berupa kata-kata secara lisan yang disampaikan oleh sumber primer pada saat dilakukan wawancara, dengan demikian dapat dilakukan penggalian permasalahan secara mendalam. Hasil penelitian menemukan bahwa: (1) Pelanggaran Lalu Lintas roda dua oleh karyawan swasta di wilayah hukum Polres Bogor dominasi pelanggaran tidak membawa kelengkapan administrasi dan tidak menggunakan helm; (2) Program Safety Riding oleh Unit Dikyasa Satlantas Polres Bogor guna mengurangi angka pelanggaran Lalu Lintas di kalangan karyawan swasta dalam pelaksanaannya belum mampu menggugah kesadaran dari masyarakat untuk menerapkan Safety Riding; (3) Faktor-faktor yang mempengaruhi optimalisasi program Safety Riding tersebut yaitu sumber daya manusia, dana / anggaran, material / bahan, metode pelaksanaan kegiatan sarana dan prasarana, dan masyarakat;. Dari hasil penelitian maka penulis memberikan saran kepada Unit Dikyasa Satlantas Polres Bogor untuk menambah jumlah personil dalam pelaksanaan program Safety Riding. Saran untuk para personil Unit Dikyasa agar meningkatkan kemampuan dangan mengikuti pelatihan â€“ pelatihan ataupun dikjur. Serta saran kepada Unit Dikyasa Satlantas Polres Bogor agar mengadopsi teknologi yang mendukung pelaksanaan tugas dan tercapainya tujuan seperti helm pintar
