Abstract

ABSTRACT THE EFFORTS OF THE BINPOLMAS UNITS THROUGH BHABINKAMTIBMAS IN PREVENTING BURGLARRY IN THE JURISDICTION OF THE TEGAL CITY POLICE Azriel Alie Ibrahim Munandar, 18.080, azrielmunandar14@gmail,com The background that underlies the research starts from the main duties of the National Police listed in Article 13 of Law No. 2 of 2002 concerning the National Police of the Republic of Indonesia, to realize this preventive action through partnership activities carried out by the Binpolmas Unit through Bhabinkamtibmas. One of the kamtibmas disturbances that occurred was the crime of theft with a ballast where curated crime dominated in the jurisdiction of tegal city police. This research uses a qualitative approach as well as a type of field approach with a focus on the efforts of the Binpolmas Unit in improving the performance of Bhabinkamtibmas. In the research literature research took references from 3 different people with differences and similarities respectively as well as with the novelty of writing this final project. Conceptual literature used with 6 concepts and 2 theories, namely management theory and competence. Factual conditions describe how the implementation of the Binpolmas Unit through Bhabinkamtibmas in establishing partnerships and Efforts of Unti Binpolmas in improving the performance of Bhabinkamtibmas and the existence of factors that affect both internally and externally. Based on the factual conditions that occurred and with the conditions expected to be guided by Perpol number 1 of 2021 concerning polmas and Perkap number 7 of 2021 concerning Bhabinkamtibmas, problem solving was arranged related to the implementation of the Binpolmas Unit and the Efforts of the Binpolmas Unit in improving the performance of Bhabinkamtibmas by using a knife analysis of concepts and theories that have been determined. Based on these problem-solving measures, it can be concluded that the implementation of the partnership established by Bhabinkamtibmas has not been going well and the need to improve bhabinkamtibmas performance is guided by Perpol number 1 of 2021 concerning Polmas. So it is also given advice on the implementation of partnerships and efforts to improve the performance of Bhabibnkamtibmas.

Abstract

ABSTRACT EFFORT OF INVESTIGATION BY SATRESKRIM TO IMPROVE THE DISCLOSURE OF BURGLARY CRIMES IN BREBES POLICE M FAHMI SANUSI Fahmisanusi1106@gmail.com Theft has now become a complex problem that is currently faced by the world including the Indonesian nation. It has been the main task of the police as law enforcement cracks down firmly on suspected perpetrators of theft crimes. However, in the investigation activities, there are weaknesses that make it not optimal, which is found to be factors - both internal factors such as human resources, infrastructure, supervision and external such as public behavior that hinders the investigation of burglary crimes. The preparation of this final project uses a qualitative approach with a type of field research. Then to discuss the problems of the investigation of theft crimes by Satreskrim Brebes researchers use SWOT theory, management and related concepts focus the problem in this final project. The factual conditions that the author encountered when carrying out the research were the weakness of the human resource element, namely the lack of investigative skills possessed by the personnel, which was indicated by the lack of personnel who attended vocational education and the lack of facilities and infrastructure. The problem solving step that the writer recommends is the optimization of human resources and infrastructure using SWOT theory, management and concepts related to the focus of the problem in this final project. . The results of this study can be concluded that the implementation of the investigation of burglary crimes in Brebes police has not been running optimally. This is indicated by the decrease in the number of disclosure of burglary crimes in the last 2 (two) year with several factors that affect it, among others, human resources that are not qualified and adequate, infrastructure that does not meet the needs of investigations, budgets that are not in accordance with the needs in the field, and supervision that has not been maximizedwhere this will be an obstacle in the investigation of theft crimes in Brebes police in the future. Abstract

ABSTRACT IMPROVEMENT EFFORTS OF PATROL UNIT OF SAMAPTA UNIT PERFORMANCE IN PREVENTING BURGLARY WITHIN JURISDICTION OF BOYOLALI RESORT POLICE The high rate of burglary in Boyolali certainly related with the lack of maximized patrol implementation. The purposes of the research are to describe the patrol implementation of Samapta Police Unit of Boyolali Resort Police, to determine factors to affect the performance of Patrol Unit of Samapta Unit of Boyolali Resort Police, and to determine efforts to improve the performance of Patrol Unit in order to prevent the burglary crime. Theories and concepts used for the research are in accordance with the research title i.e. concepts of effort, improvement, Samapta Police Unit, patrol, burglary; as well as theories of management and performance. The research uses qualitative approach and descriptive analysis research method. The data used for this research are sourced from both primary data sources in the form of interview results with various interviewees, and secondary data sources in the form of books and documents related to the research. The technique of data analysis used comprises data reduction, data presentation, and drawing the conclusion. The validation of data used in the research is through triangulation towards the sources, techniques, and the time of data The research findings shows the patrol implementation of Samapta Unit of Boyolali Resort Police has been through three phases in accordance with the procedure, i.e. preparation, implementation, and closure phases. However, the implementation has not been maximized due to the patrol implementation has not reached the whole area of Boyolali Regency, as well as the high rate of the burglary itself. The inhibiting factors of patrol implementation by Boyolali Resort Police include the lack of patrol unit personnel, budget, facilities, as well as the lack of positive response and active participation from the civil society. The improvement efforts that have been done are forming the special teams for night patrols, carrying out circular patrol for the effectiveness and efficiency of work, and involving personnel from another sub-unit in the patrol activities. The suggestion given by the researcher are to maximize the cooperation with the community leaders and Bhabinkamtibnas as the duty executor which are directly adjacent to community, to receive information update regarding communal security. Abstract

This research is motivated by the case of theft with a weight which is one of the highest criminal acts that occur in Magelang Regency. The Magelang Police took preventive action to prevent the crime of theft by weighting by optimizing the four-wheel patrol carried out by the Magelang Police Samapta Unit. The purpose of this research is to find out the process carried out by the Patrol Unit of the Samapta Unit in preventing the crime of theft by weighting and the efforts made in overcoming the factors that influence the inability of the Patrol. Theories and concepts used in this research are Swot Analysis and Management Theory, Drain Concept, Optimization Concept, Four Wheel Patrol Concept. This research uses a qualitative approach, with a descriptive analytical research type that seeks to systematically explain the facts about objects and their problems which are supported by the data obtained, as well as data collection techniques by interviewing, observing and reviewing documents. Based on the results of the study, the authors found the fact that there were several things that had not been fulfilled according to the regulations stipulated in Perkabaharkam No. 1 of 2017 concerning Patrol. There are several factors that influence the unfulfilled four-wheel optimization of the Magelang Police Samapta Unit, namely internal factors including Cooperation between Units, Personnel Experience, Lack of personnel and the presence of personnel mutations. Community and environmental external factors. Based on the research results, the authors provide input to the Magelang Police Samapta Unit to increase the number of personnel and carry out patrol management to the maximum.

Abstract

This research was motivated by the phenomenon of motor vehicle theft which increased the Wonosobo Police In 2019 to 2021. This is one of the ineffectiveness of Bhabinkamtibmas function in carrying out coaching and counseling activities as a preventive effort from the police. Analyzed using management theory and communication theory. The goal is to prevent the criminal act of theft of motor vehicles and factors that affect its implementation. This research uses a qualitative research approach that demands the knowledge of researchers in understanding the object of research aimed at describing the implementation of coaching and counseling activities, and informing the efforts made by Bhabinkamtibmas in preventing curanmor crimes and what factors affect Bhabinkamtibmas kineja in carrying out coaching and counseling to prevent curanmor crimes. Data collection techniques performed in this writing are by interviewing, observation or observation, and document studies. The results of the research showed that the implementation of coaching and counseling has been carried out but has not been maximized so that there are still many motor vehicle theft crimes. Factors that affect Bhabinkamtibmas efforts are Bhabinkamtibmas personnel who are still lacking and not yet in accordance with Perkap no.7 of 2021, inadequate facilities and infrastructure, Bhabinkamtibmas personnel who have not attended vocational education, Bhabinkamtibmas inventarsis goods that have begun to be damaged. Based on the results of the study, recommend conclusions and suggestions that, increase the number of personnel, provide vocational education to Bhabinkamtibmas personnel, and add infrastructure to support Bhabinkamtibmas activities
