Abstract

This article was aimed at reviewing and synthesizing the literature on policy evaluation respective to the effects of same-sex marriage policy on social attitudes toward LGBTQ people. It used qualitative approach. Policy evaluation was applied as the conceptual framework of synthesis. All research articles published since 2000 onwards in the English language and in the international journal databases related to the impacts of the same-sex marriage policy, legislation, and legalization on social attitudes and public opinion toward LGBTQ people were the population. Data were analyzed by article analysis tool. The results of synthetic review indicated that all research articles inclusive for synthetic review adopted econometric analysis as the framework of policy evaluation. Those inclusive research articles revealed similar findings; that is; the implementation and adoption of same-sex marriage policy could improve social attitudes toward the LGBTQ people. In this article, directions for future research on policy evaluation of same-sex marriage policy were discussed.

Abstract

As South Sudan emerges from a brutal conflict, the 2018 Agreement mandates the Government to initiate and adopt a federal system of government through a new constitutional dispensation during the Transitional Period (2020-2024). The central issue in this paper revolves around the nature of the federal system that South Sudan should adopt to govern itself. The paper finds that while the federalism debate has historical pedigree in the political thought among the people of the Republic of South Sudan, the type of federal system to be adopted lies in the discretion of the framers. In light of this and having regard to global practice and experience of federal systems, the federal system in South Sudan should be guided by several factors such as management of ethnic conflicts, cultural compatibility, economic viability of constituent units, territoriality, and population sizes.

Abstract

Street littering has known to be a global phenomenon over the years. The intensity of littering varies across societies and age groups. This study on street littering is centered around youth. The objectives cover two aspects: exploring factors affecting street littering behavior in Sri Lanka and suggesting policy implications. The study adopted quantitative methods based on deductive reasoning approach. Data was collected as survey research using the simple random sampling technique. 315 youth were selected out of the total youth population in Colombo, Sri Lanka in 2022. Analysis of data was performed using Statistical Package for Social Sciences (SPSS). Analytical tools such as Pearson correlation, analysis of variance (ANOVA), independent sample t-test, and chi-square test were used. The study found to have a strong association between street littering behavior and two critical factors; visibility of litter and group behavior which corresponded with social psychological theories namely theory of deindividuation and theory of social comparison. A significant association with age and education was also indicated against street littering behavior while a weak relationship was noticed between environmental factors. The study suggests policymakers to focus on urgent and long-term sustainable solutions. Short term recommendations include positive and negative reinforcement strategies. The long-term sustainable solutions are proposed to make self-transformations within youth via attitudinal changes. Among the social science researchers in Sri Lanka, ‘Street littering behavior’ is considered an under-researched area. Hence this study provides both academic and empirical implications. Future research can be extended both locally and globally by comparing different demographic variables and changing the research study contexts within the same theme.

Abstract

The purpose of research is to study the influence of corruption and other factors on the presence of young people in formal politics. The motivation for the study of this issue was the decrease in the representation of youth in the traditional district and republican parliaments due to the existence of different determinants. Such a decrease, as a rule, affects the socio-economic indicators of most countries, since it is the youth who are the socially active, able-bodied segment of the population, whose support young people must find from the youth parliament representing their interests and needs. Corruption is considered to be the main reason for this decline. To prevent this, asian states such as Singapore, Hong Kong, Thailand and South Korea introduced institutional measures in the form of establishing an anti-corruption agency or other developed and developing countries carried out legislative anti-corruption reforms, which, on the contrary, led to counter productiveness due to excessive regulation. Thus, we will check whether the factor of corruption is indeed a significant variable influencing the presence of young people in parliament or whether the existence of other factors is more important. To test the main hypothesis, namely the negative relationship between the factor of corruption and the share of youth in parliament, we have analysed data from 90 countries based on the regression analysis method. The results showed that corruption is not a statistically significant variable, i.e., it does not have a significant impact on the political presence of young people in politics. The education factor showed a statistically significant result, which is logical since politically educated young people are most often active in politics, as a rule they become potential candidates for deputies either through youth wings or through non-state youth associations. Therefore, it seems important in public policy to increase political competitiveness to develop the potential of education.

Abstract

The fishing community is a community that is strongly dependent on the sustainability of marine natural resources. Indonesia is the largest archipelagic country in the world and has a wealth of marine economic potential. Karangantu Coastal Area, Serang City is located on Banten’s North Coast which has a fairly good marine potential and has a National Fishing Port (PPN) which is a type B fishing port in Banten Province. These advantages were why PPN Karangantu was appointed as a fisheries industrial area (formerly a minapolitan) for the catch fisheries subsector since 2010. However, facts show that this potential is still not well-managed and thus does not yet have a significant effect on improving the fishing community’s welfare. Until this article was written, poverty and the fishermen remains an unresolved issue. To resolve the problem there needs to be a collaboration between multiple actors: the government, the private sector, the public communities, and the fishing community should work together and encourage policies regarding the coastal community economic empowerment through the development of a mutually profitable fishermen group joint business endeavor which would have a significant effect on the people's welfare, especially the fishing community in Karangantu Coastal Area, Serang City. The present study is a descriptive qualitative study. Data were collected in three ways: interviews, observations, and documentation. The data analysis for both primary and secondary data was conducted with the Nvivo 12 Pro software. The study results indicated potentials that could significantly improve the economy of the fishing community in Karangantu Coastal Area, Serang City, especially in the fisheries and tourism sectors. However, this can only be realized if there is a collaboration between actors, including the central and regional government, business actors, environmental NGOs, and the fishing community.
