Abstract

The rationale for this study due to the real role of civil society in assisting the government's villages, especially in the field of regional pemarintah government services, development, and social. Therefore, it is necessary to know the nature and history of the growth and development of the village community organizations to improve the understanding of the nature and purpose of the establishment of the village community in Indonesia. The results showed that social institutions kelurahandi Indonesia consists of Institutions Neighborhood, Pillars of Citizens, Community Development Institute, Institute for Community Development, Youth Organization, and other agencies that may be established by the community as needed. History of growth and development of each village community institutions are different from each other, but similar in purpose and role of helping the task of government, especially local government. The existence of social institutions that village was already long existed in Indonesia, some even since the reign of the population of Japan in Indonesia Recommendations research directed at the government, especially the local government to maintain the presence and synergy of civil society villages in assisting the government and local government, and expected to governments, especially local governments to be able to budget the cost of assistance to social institutions more proportional villages in the State Revenue and Expenditure in accordance with the activities and needs of community institutions.

Abstract

Thought the Ikhwan al-Muslimin movement in priciple assume that islam is comprehensive system (syamil/universal, kamil/perfect,mutakamil/integral) that touches all facets and aspect of life. Ikhwan al-Muslimin rejected the idea of separation between religion and the state or political. All they mention as a thinker whose conception as if it has become an axiom or a large affair that religion should be completely understand, concession was summed up in the phrase that Islam is a faith and religion and state system. So the establishment of the rule of Islam is one of the tenets of Islam and faith or liability is a necessity that can't be bargained.

Abstract

Budget absorption is one indicator of the success of the regional work units in implementing the program, both the absorption realized in physical form or in the form of finance that are planned in a budget year. This will impact directly or indirectly on the economic growth of the region, because the policies that have been developed in the form of a program, a policy to improve the welfare of the community. This research was conducted using survey research methods, descriptive as well as their explanations level using qualitative data analysis. Results of the study, discuss the extent to which matters relating to budget preparation, budget discussions, management/budgeting and the factors that caused to low absorption of the Department of Industry and Trade of Riau Province in 2012.

Abstract

Public Participation levels in paying levies Pekanbaru City Sanitation especially in the village of Simpang Tiga subdistrict Bukit Raya, seen from the first indicator, the level of community participation in pay retribussi hygiene Pekanbaru City with an average value of 56.66% which is included in the category of Medium, then the The second indicator, Changes in people's attitudes become much more concerned about hygiene by paying levies Hygiene with an average value of 29.75% which is included in the low category, then in the third indicator, rate the quality and quantity of input (criticisms and suggestions) for the problem hygiene including levies Hygiene with an average value of 5.5% were categorized as low, and the last or fourth indicator, level of public confidence to the government with an average value of 41.33% which is included in the low category. The main factors that account for the low participation of the community in paying the levy hygiene Pekanbaru City is due to the low awareness of the public to pay the levy hygiene, less optimal implementation of policies concerning levy hygiene and lack of focus of government in addressing the issue of less optimal revenues from reteribusi hygiene this.

Abstract

This study aims to investigate the implementation of the legislative functions of the Regional Representatives Council Pekanbaru 2009-2014. This type of research is descriptive survey. The study population consisted of 45 persons who are members of DPRD Pekanbaru period 2009-2014 and a Legal Division Command Pekanbaru. Because this time the researchers examined the period 2014-2019 and old council members were still serving in this period only 17 people, then sampling for Board Members using Random Sampling (Simple Random) and to the Law Department Pekanbaru city government uses census, which was to determine the overall population as respondents. Types and data sources consist of primary data and secondary data, and data analysis was done descriptively. Results of research and discussion in this study shows that the highest average of all respondents on the Implementation of Legislative Functions Legislative Council Pekanbaru period 2009-2014 is 12.4 persons or 68.7% said good, including benchmarks Effectiveness, Efficiency, Responsiveness And Accuracy. Thus the results of the study concluded that the Legislative Council Pekanbaru period 2009-2014 in general has been good in the Implementation of Legislation function.

Abstract

Participation is a participation or involvement of a person (individual or community members) in a particular activity. Participation is often associated with development activities. Development is also interpreted as a change to the better. While terms such participation would be clearer if the meaning is directly linked with the development of its own motion. Thus it is related to the growing awareness of the villagers so that they are motivated to make changes actively and towards a better direction. Development activities in rural areas are often faced with the problem of low quality of human resources in rural areas are mostly low-skilled, also including those involved in the administration of the village administration. It also relates to the dynamics of an ever-changing society. Therefore, it is necessary to urge and innovation to realize participation as a step to achieve an increase in rural development by having human capital, structural capital as leadership and supporting components to realize the participation of rural communities. So from that cultivated positive steps to foster community participation in development. To foster the participation of the need for encouragement and innovation as the capital in order to achieve the desired objectives, among others, include capital human capital, leadership capital and structural capital, so that between the government and society occurred harmonious cooperation in realizing the goals of rural development. Therefore, the participation from the community village itself is desirable in order to succeed role in the development of the village.

Abstract

Public service is a basic function of his government, because the government has historically existed and was held to meet the interests and needs of the community or its members. Public service is a public bureaucracy product received by the citizens of users and society at large. Therefore, the public service can be defined as a series of activities undertaken by the bureaucracy of public institutions to meet the needs and interests of the various forms of citizen users. Government essentially has the basic functions of the service in accordance with the history of the formation of state / government of the state concept sebgai night watchman, therefore the government is obliged to serve their communities in an effort to meet the various needs of the community, especially the basic human needs such as security, a sense of ease, and etc. Unlike the wide range of products services in the form of goods easily in the value of quality, in terms of products services in the form of services which are not easy for the value of quality. Nevertheless, the ministry of goods and services often are complementary or complementary to each other so it is difficult to be separated from each other. A product in the form of goods is often accompanied by the services, such as car sales effort along with services such as warranty and service. Likewise, services are also often accompanied by the ministry of goods. For example, electrical installation services would be accompanied by the installation of power poles and other supporting equipment. Intangible goods services so it does not appear (intangible). Although its form does not appear, but in the process of implementation can or can to be observed and felt, for example, a service can be judged walk fast, slow, unpleasant, difficult, expensive, or expensive in terms of costs.

Abstract

One focus of the twelve categories of children who need attention to be protected is child labor in its various forms. Child labor (according to Law No. 1 of 2000 on the ratification of ILO Convention No. 182 concerning the prohibition and immediate action for the elimination of the worst forms of child) includes children who are physically and economically. Lampung Province has 165 402 child labor (child labor instead of child work) in the 5-17 year age category. The amount is greatly influenced by factors of poverty. The purpose of this study is to provide recommendations (suggestions) policies and strategies for the elimination of the worst forms of child in Lampung province so that the entire classification (forms of) child labor as stipulated in Law No. 1 Year 2000 can be accommodated. By using a rational approach comprehensively in the stages of policy formulation, the results showed that although had been many efforts in the province of Lampung (institutional aspects and programs), but there are still problems in the similarity measures and actions among stakeholders in the handling of child labor and have not effective institutions that have been established. Also a weakness in this aspect of policy substance. Therefore, the policy recommended is (a) data collection and mapping by name by address, (b) campaigns and dissemination of information, (c) assessment and development model of the elimination of the worst forms of child labor, (d) harmonization of the rules of the area, (e ) strengthening institutional capacity, (f) the handling of integration and cooperation, (g) the guidance and protection by sector, namely in the field of education, health, employment, social, cultural, and economic.

Abstract

Local Government of Sukabumi City face a dilemma situation in relation to agricultural land conversion. On the one hand, local governments are obliged to accelerate the pace of economic growth through the development of industrial sectors, services, and property. But on the other hand, local governments should also give attention to efforts to defend and protect the existence of farm lands for the preservation of agricultural production. Formulation and implementation of land policy is needed to allow the system to continue business. Has not seen any technological breakthrough or Local Government efforts to compensate for the decline in agricultural production caused by loss of land. Local Government has proposed an alternative policy to restrict or prevent the conversion of fertile farmland into land as non-agricultural land policies that take into account the allocation of land use as well as the establishment of a sustainable land. Determination of the policy in the form of Regional Regulation is necessary to comprehensively wetland protection strategy based on the dynamics of policy-setting sustainable agricultural land. By focusing attention on the formulation and implementation of policies, indicators of a generic that can be used are: (1) the quality of the substance of the policy that contains guarantee people's basic rights, (2) the quality of the process of formulation and implementation of policies that contain respect for the principle of citizenship and democratic governance good and right. Both of these approaches is sufficient to be value inherent in the management of the dynamics of land conversion control policy related socio-agrarian identification, mapping the agrarian structure and relationship patterns that occur on the possession, control, utilization and land use policy into a whole discussion dynamics.
