Jurnal Teknik Informatika (JUTIF) is an Indonesian national journal, publishes high-quality research papers in the broad field of Informatics, Information Systems and Computer Science, which encompasses software engineering, information system development, computer systems, computer network, algorithms and computation, and social impact of information and telecommunication technology. Jurnal Teknik Informatika (JUTIF) is published by Informatics Department, Universitas Jenderal Soedirman twice a year, in June and December. Human capital management information system aims to improve the performance and to reduce errors in the existing business processes at human resources section to facilitate operational activities, especially in the case of employee data management, attendance, and salary calculations. The problem that is faced at this moment is in data management process, attendance, and leave where employee payroll system is the main problem. On the other hand, mobile-based information system will ease the business owner to control his employee’s performance, or the employees can do recaps. The developed information system is based on PIECES analysis that focuses on 6 aspects, namely Performance, Information and Data, Economy, Control and Security, Efficiency, and Service, and used Scrum software development method that includes storyboards based on the developed features, product backlog, and sprints. Based on the result analysis, the developed information system obtained average equation of interest and satisfaction in system usage from 50 respondents who are 86% from senior high school and 16% from bachelor’s degree, obtained the average level of satisfaction 100% for Performance, 95.72% for Information, 96.48% for Economics, 93.29% for Control, 94.56% for Efficiency, and 96.81% for Service. For User Satisfaction Questionnaire Tabulation, it is obtained an average of 4.21 for Performance domain, an average of 4.21 for Information domain, an average of 4.26 for Economics, an average of 4.17 for Control domain, an average of 4.23 for Efficiency domain, and an average of 4.08 for Service domain. The developed information system can improve the accuracy and the effectivity of employee data recording and attendance as well as speed up the employee salary calculation and reduce the error because it is already integrated with the employee attendance system.

Disaster management is a strategic issue that has been widely studied as a form of mutual responsibility in reducing victims and losses due to disasters. Today, one of the sources of disaster information is spread on Twitter social media. This research explains the implementation of the C4.5 algorithm to classify and map the disaster information that delivers using social media Twitter from the official BNPB_Indonesia account. The disaster data was retrieved and then processed to display in the geographic information system form. The words combination of disaster events, victims, and disaster locations process is carried out using n-gram by divided into unigram, bigram, and trigram to obtain the vocabulary accordance with the database. The C4.5 algorithm in this research was used to classify the disaster information with several categories. The results shows that the C4.5 algorithm can be used to classified the category of disaster and could identified the disaster informasion such as type of disaster, victims, and locations. The result can provide real time information on the distribution of disaster events and their locations using geographical information system. However, for location such as name of provinces only which has many geo-position possibilities (district or sub-district). The determination of the disaster location could be difficult. In addition, to determine the information obtained from post-disaster conditions such as the number of victims, damage, and losses. The comparison of n-gram with predetermined keywords is still constrained by noise of data.

The role of students with high English skills and higher quality standards in an English course institution is one aspect that has a significant impact on the course institution's quality. To generate positive competition among students and to produce the best quality of students, student English skills should be clustered. The determination of students' English skills at the Jason English Course is currently done with the results of decisions that are off target, impenetrable, and inefficient because the calculations are still not computerized and depend on the tutor's personal feelings, causing it unachievable the initial goal of clustering these skills. The goal of this research is to make it easier for tutors to group students' English skills with targeted, transparent, and efficient decision results so that students can recognize their abilities and tutors can create appropriate learning methods so that students do not encounter learning obstacles. As a result, the course institution requires the appropriate technology to assist tutors in grouping students' abilities. The method used in this research was k-means clustering, which is a data mining technique. This research data is calculated and tested using Microsoft Excel, RapidMiner, Design Systems with PHP programming languages, and databases MySql. After calculating and testing the data, the accuracy obtained on the data sample reached 80%. As a result, using K-means clustering, Student English Skill Jason English Course can be clustered quickly, clearly, efficiently, and accurately.

The process of supplying or stocking fertilizers at UD. Menara Tani is still carried out manually or only based on previous sales estimates, resulting in excess and shortage of fertilizer stocks. The purpose of this study was to determine the appropriate method in calculating the forecasting of ZA, Urea and KCL fertilizer supplies with a smaller error rate. The research method was conducted both Weighted Moving Average (WMA) and Double Exponential Smoothing (DES) with data collection conducted by observation and interview to owner of UD. Menara Tani. The results showed that the comparison of MAPE DES values for each type of fertilizer was 24.70%, 21.59% and 20.12%. while the MAPE WMA values are 4.53%, 39.51% and 38.90%. Forecasting applications with weighted moving average and double exponential smoothing can determined the prediction of fertilizer supplies in the next period. By comparing between WMA and DES, the best predictive value was found in the DES method.

Chickens are animals that are mostly kept by the community both on a large and small scale traditionally. Because the population is large, the disease is also more complex, from mild disease to diseases that can be transmitted to humans so that it can cause death such as bird flu. Diseases in chickens such as Newcastle Disease (ND), Infectious Bronchitis (IB), Gumboro Disease and Flu. Problems about chicken disease faced requires a system to help in diagnosing diseases in chickens. Expert system is a system in which a variety of knowledge comes from an expert so that users can consult. Forward Chaining method is a method of searching or forward-looking where tracking begins with information that da and combine rules to produce an expected conclusion or goal. The study used 9 disease data, 34 symptom data and 20 cases of chicken disease. The results of the accuracy test get a value of 90%. The purpose of this study is: diagnosing chicken disease as a first step to applying artificial intelligence in the medical world, designing and applying systems. Based on the data, it can be concluded that the protythepe expert system by implementing the Forward Chaining Method can help farmers and chicken owners in diagnosing chicken diseases.

Lumbung Tani is still carried out manually or only based on previous sales estimates, resulting in excess and shortage of contact herbicide stocks. The purpose of this study was to determine the amount of inventory derived from previous contact herbicide sales data using the SMA method to predict the contact herbicides gramoxone, tamaxone, paratop, himaquat, naraxone with a smaller error rate. The results showed that the MAPE SMA3 values for each type of herbicide were 22. 13%, 22.35%, 22.72%, 21.83%, 18.20%. Forecasting applications with Single Moving Average can determine the prediction of contact herbicide supplies in the next period. By using the SMA3 method the owner of UD. Lumbung Tani can forecast sales in the following month which is more efficient and effective.

The grouping of online learning barriers to students during the covid-19 pandemic will result in clusters of students with the same characteristics in each cluster. The purpose of this study is to assist schools in determining online learning barriers for students during the covid-19 pandemic, so that with this clustering students with high levels of online learning barriers will get additional face-to-face hours.face-to-face learning so as to create an effective learning process. The method used in this study was a data mining technique, which uses the k-means clustering algorithm. This study uses the k-means clustering algorithm because this algorithm is more effective and efficient in processing large amounts of data, so this algorithm has a high enough accuracy for object size and the k-means algorithm is not affected by the order of objects. Testing the data using Microsoft Excel as a manual test and the PHP programming language and MySQL database. The results of this study were in the form of 2 clusters, C1 (low cluster) as many as 4 students who are hampered during online learning, and C2 (high cluster) as many as 16 students who are not hampered during online learning. The conclusion of this study was using of the k-means clustering algorithm can facilitate the grouping of online learning barriers for students at Swasta Yapendak Tinjowan Junior High School.

There are so many diseases caused by the female sex organs, one of which is vulvovaginitis. People's ignorance about the existence of Vulvovaginitis disease makes them not know the cause of this disease and how to prevent this disease and provide the right solution to deal with this disease. The purpose of this research is to build and design an expert system application to diagnose vulvovaginitis in women and to find out the right solution for vulvovaginitis in women based on the symptoms experienced by using the Dempster Shafer method. For calculations using the Dempster Shafer method, a measurement is carried out, each phenomenon is translated into several problem components, variables and indicators. Each determined variable is measured by providing numerical symbols, assigning a weight value (Belief, Plausibility) for each symptom in vulvovaginitis disease and mathematical calculation techniques can be carried out to diagnose vulvovaginitis disease for a symptom, so as to produce a generally accepted conclusion in a parameter. The result of this study is that the application of an expert system for diagnosing vulvovaginitis can identify the disease and symptoms of vulvovaginitis with the Dempster Shafer method by calculating the trust value of an expert on the symptoms entered. It is hoped that this research will help the public to find out Vulvovaginitis in women and provide the right solution to overcome it.

The Housing and Settlement Office of Asahan Regency haven’t a system that can map the location of housing in the East Kisaran District, Asahan yet. The purpose of this study was to help the performance of the Asahan District Housing and Settlement Service and the community in obtaining information on the location of housing in East Kisaran District, Asahan. become faster, more efficient, and more complete in managing data in housing mapping digitally and online. This research method was carried out using qualitative research methods with stages consisting of observation, interviews, documentation, and literature study. This system was designed with the PHP programming language based on Codeigneter, the database system uses MySQL, and Google Maps API which can mapping the location of housing in Kisaran Timur District, Asahan. The result of this study was a website-based geographic information system that allows the public to obtain the information they need about housing in the East Kisaran District, Asahan.

The Internet of Things (IoT) of AMPUH adheres to three simple concepts: physical devices with IoT modules, internet-connected devices, and cloud data centers as data storage places. ThingSpeak is an IoT platform that is useful as a cloud-based data logger. Data loggers in the form of primary data or raw data need a web dashboard for data visualization because of not communicative. Therefore, this research has aim to construct API of AMPUH visualization for be used by frontend team. This research converted MATLAB programming language into PHP programming language. The data logger processing uses the powerful programming method because this method is time-efficient and can fix if an error occurs in the system development stage without having to repeat the process from the beginning. The Extreme Programming method has four steps: planning, design, coding, and testing. The processing of data loggers from the ThingSpeak platform uses the Laravel Framework to generate APIs that the frontend team will use. The researcher managed the data logger from ThingSpeak using the Laravel framework to produce several APIs used by the frontend team to visualize the data be interactive and informatively.
