Abstract

State-owned Enterprise (BUMN), as one of the pillars of the Indonesian economy, is guided by the outline of the 1945 contusion and the existence of private entities and cooperatives. In principle, the state's involvement in these activities reflects the substance of article 33 of the amendment of the 1945 constitution. One of the missions of BUMN is to serve by innovating. Public policy innovating is a necessity that must be done to overcome problems that exist in society. From the point of view of public policy studies and public services, it can be seen that the government has developed several SOE development strategies that lead the country to face charges in the organizational environment and also to reduce the negative label attached to the bureaucracy. One of the goals of public policy innovation is to improve the quality of public services. The obstacle faced in public policy innovation is that there is no comprehensive study on the development and sustainability of policy innovation in public services in Indonesia

Abstract

The Covid-19 pandemic is a pandemic that has hit the world, include Indonesia. With this pandemic, Indonesia has experienced an emergency status. Through Presidential Decree No.11 of 2020, Indonesia has announced a health emergency status. With the COVID-19 pandemic, the government has stepped in to make various efforts in order to overcome the impact of the Covid-19 pandemic. The government's effort in overcoming the pandemic is by giving vaccinations to the community in stages. However, in the implementation of the vaccine, the community has not yet understood the benefits of the vaccine, especially considering that the Indonesian people are diverse in culture, various ethnicities, so that in its implementation there are those who are contra but some are pros. Therefore, the existence of this article is one of which is to explain the existence of vaccination in the community which is a right or obligation for society and whether vaccine refusal can be subject to criminal sanctions. This research is a research in the field of law with a research approach that provides a systematic exposure to regulations that regulate certain categories of laws, analyze relationships between regulations, describe areas experiencing obstacles, and even predict future developments with a conceptual approach. The results showed that vaccination was originally the right of everyone. And it also shows that people in society seem to be carried away with emotions to carry out their obligations as citizens who contribute to health for the Indonesian people themselves considering the emergencies in Indonesia today, because people can predict that if they do not participate in vaccination it has the potential to infect and even kill other people. As for punishment, this should be an ultimum remedium, if other institutions such as persuasive methods, socialization and even administrative sanctions related to vaccination are no longer functioning while health emergencies in Indonesia are getting worse

Abstract

There is a shift of interest towards the current pace of development in Africa especially with regard to science and technology. The rate at which advancements are being recorded in this and other sectors has not been encouraging, as evident from official records. Scholars and researchers in various disciplines have correlated development to education and identified close associations between the level of performance of any citizenry or manpower, and the quality of its education. Accordingly, the quality of life and experience on the African continent has, to an appreciable extent, been characterised as the output variable and the quality of education including that of the teachers, as the input variable. The antecedent variable, too, which in this context is the totality of experience that informs educational directions in Africa, is arguably a product of the input variable. Consequently, the tertiary educational level especially the university system, unlike both the primary and the secondary, may be more strongly associated with the quality of performance. This may be explained through the dominant thinking that the tertiary system is primarily concerned with the production of manpower for various sectors. While there is evidence of research into this question, there is insufficient evidence of research into the interplay of the academic retention system and research capacity development orientation in African universities. This paper is an attempt to investigate that hitherto underrepresented dimension. The study employs a combination of the historical method and analytic philosophy. Its significance lies in its potential to expose, with evidence, the association between the dominant academic retention system and research capacity development orientation in African universities, as well as the implication of such an association for sustainable development in Africa. The study ultimately offers an ameliorative proposal for revitalizing an outcome-oriented research capacity development system in African universities.

The obstacle found in learning is the lack of preparation in the learning that is done so that time is wasted to condition the video playback.

Abstract

Indigenous peoples are legal subjects recognized for their traditional rights and other rights by the 1945 Constitution and other laws and regulations. Sunda Wiwitan is understood as the original Sundanese religion or early Sundanese which is the naming of the belief system used by people of Sundanese descent who still confirm the spiritual teachings of the Sundanese ancestors. Humans are legal subjects, bearers of rights and obligations from the moment of birth and end when humans die. From the event of a person's death, there are legal consequences, namely how to resolve the rights and obligations of the person's death which is regulated by inheritance law. This is an empirical juridical method or non-doctrinal study, looking at the validity of a statutory regulation and legal norm originating from religion, which lives and develops in a group of indigenous peoples. The purpose of this study was to determine and examine the acculturation of customary inheritance law and Islamic inheritance law in the Sunda Wiwitan community and to determine the form of application of Islamic inheritance law to the Sunda Wiwitan indigenous people in Kasepuhan Ciptagelar with Kampung Urug. The results show that the acculturation of the application of inheritance law to the Sunda Wiwitan community, Kasepuhan Ciptagelar and Kampung Urug regarding the application of Islamic inheritance law is that Islamic inheritance law is carried out by prioritizing deliberation and consensus in the family of the heirs of the Sunda Wiwitan Indigenous Peoples. followers of Islam.
