ASIA-PACIFIC JOURNAL OF PUBLIC POLICY (APJPP) is a publication media for Scientific Writing in the field of Public Administration, published by Sekolah Tinggi Ilmu Administrasi Nasional. The journal was formerly named "HUMANIS: Jurnal Ilmu Administrasi Nasional", is an open accessed journal, published periodically twice a year in April and October. Accepted manuscripts are in Bahasa Indonesia or English. We welcome other language articles, subject to translation cost before publication acceptance. APJPP, particularly focuses on the main problems in the development of the sciences of public policy as follows: Public policy and management; Bureaucracy and Administration Development; Decentralization and Regional Autonomy; Local Government; South East-Asian Studies; Indonesian Studies; Public Management and Governance; Political sciences; Business Administration; and Any specifics issues of Humanities and Social Sciences. Our target audience is not just scholars, but also policy-makers and practitioners, including aspiring public sector leaders engaged in education and research in the growing global public service, policy, and administration, and governance community. We want to draw on the latest research – whether carried out by scholars or practitioners or indeed collaborations. We aim for – and encourage – the reporting of this research to be as clear and accessible to the widest possible audience, while maintaining the necessary rigour and scholarly standards. APJPP will include not just cutting edge research, but also: feature interviews or opinion pieces from leading scholars and policy-makers; a resources section for scholars and practitioners; symposia and debates; and themed issues of topics of special interest. Proposals in all these areas are always welcome

Abstract

This study aims to explore information on the career development system of the village secretary after being appointed as a civil servant (ASN). The location of the study was conducted at the North Aceh Civil Service and Human Resources Development Agency (BKPSDM) involving 10 informants who were determined based on purposive sampling. The results of the study found that there are still 322 active village secretaries who did not get career development as civil servants. From this research, it can be assumed that the village secretary career development system in North Aceh Regency has not been implemented completely. There are still barriers, including lack of awareness, low education, motivation, desire and aspirations to progress and develop, as well as low enthusiasm and enthusiasm of the village secretary. Besides, there is also a lack of attention from the stakeholder and never allowing taking part in training. Meanwhile, some efforts should be provided to support the career of the village secretary such as providing a coaching, direct superior directives, work motivation from the leadership and providing opportunities for training.

Abstract

This study aims to observe closely the implementation of the Smart Indonesia Program at an elementary school in Lhokseumawe city and the obstacles encountered in its implementation. A qualitative descriptive was employed to obtain data through interviews, observation, and documentation. The results revealed that the assistance provided to students is very useful, even though only in the amount of Rp. 450,000, but it can ease the strain on parents, which is used to meet student needs. The Smart Indonesia Program is expected to be sustained so that students can continue their studies to higher levels of education. However, the obstacle faced is that the supervision from the local government (stakeholder) has not been effective. Some students cannot afford to have not been registered as recipients of the Smart Indonesia Card even though the school operator has submitted it through the Dapodik application. As a result, some parents of students complained to the school regarding this case.

Abstract

The hospital as a health service facility has a very strategic role in an effort to accelerate the improvement of the health status of the Indonesian citizens - both public and private hospitals. This is because hospitals have the capacity of affording quality health services that are affordable to the poor community. Based on the research results, it shows that the health services provided by the Bunda Lhokseumawe Hospital have been carried out optimally according to the applicable procedures. Patient satisfaction with the health services. There are those who give satisfying responses to a friendly doctor's attitude and there are also the patient's responses that are not satisfactory. The lack of ability of IT operators to computer applications is a very fatal obstacle in online administration services. To overcome this predicament, intensive socialization and training are required for the IT operators so that they will be able to overcome various obstacles in the event of technical errors during data entry. Another obstacle to health services carried out by the Bunda Lhokseumawe Hospital for patients is the lack of specialist doctors. To overwhelm this matter, the management must recruit more specialist doctors to the hospital.

Abstract

The results of the study discovered that the actualization of personnel in building construction permit services in Lhokseumawe city, Aceh, Indonesia, is manifested through fair behavior, work quality behavior, competency behavior, initiative behavior, communication behavior, and work standard behavior. This research concludes that although the behavior of the officials has been manifested in the aforementioned behavior, it has not been fully actualized in the building construction permit service, because there are still many internal and external obstacles. Internal obstacles such as limited personnel resources, services that are not yet transparent and not accountable. Besides, there is no certainty of time, no operational standard work, and complicated bureaucratic path. The external obstacle is the lack of public legal awareness, and most of them have not fulfilled the completeness of administrative documents. It is suggested that the apparatus can actualize their behavior in IMB services optimally. This study suggests that the stakeholder should provide particular and extra training and education for the personnel, including character building, as well as forming a special team to supervise and evaluate the IMB.

Abstract

The Human Resources Development Personnel Agency (BKPSDM) performs an important role in improving the performance of qualified employees through education and training programs that are prepared to answer the needs of public demands. The benefits of training for employees are not only for BKPSDM work productivity but also for ASN personnel after gaining training experience both in the transfer of knowledge, behavior, attitudes, and career duties. The obstacles faced by the BKPSDM of Lhokseumawe City are basically external obstacles, namely the reduction of irrelevant budgets as proposed to carry out the BKPSDM program and the unavailability of building facilities such as halls in carrying out education and training for employees within the local government. Meanwhile, internal obstacles have so far not been found and have not become the main problem to be criticized. Basically, BKPSDM Lhokseumawe City has the task of implementing administrative affairs, compiling annual, medium-term, and long-term work programs. In addition, he is also responsible for the formulation of technical personnel policies, the implementation of education and training for civil servants, as well as administrative services for the smooth implementation of education and training.
