ASIA-PACIFIC JOURNAL OF PUBLIC POLICY (APJPP) is a publication media for Scientific Writing in the field of Public Administration, published by Sekolah Tinggi Ilmu Administrasi Nasional. The journal was formerly named "HUMANIS: Jurnal Ilmu Administrasi Nasional", is an open accessed journal, published periodically twice a year in April and October. Accepted manuscripts are in Bahasa Indonesia or English. We welcome other language articles, subject to translation cost before publication acceptance. APJPP, particularly focuses on the main problems in the development of the sciences of public policy as follows: Public policy and management; Bureaucracy and Administration Development; Decentralization and Regional Autonomy; Local Government; South East-Asian Studies; Indonesian Studies; Public Management and Governance; Political sciences; Business Administration; and Any specifics issues of Humanities and Social Sciences. Our target audience is not just scholars, but also policy-makers and practitioners, including aspiring public sector leaders engaged in education and research in the growing global public service, policy, and administration, and governance community. We want to draw on the latest research – whether carried out by scholars or practitioners or indeed collaborations. We aim for – and encourage – the reporting of this research to be as clear and accessible to the widest possible audience, while maintaining the necessary rigour and scholarly standards. APJPP will include not just cutting edge research, but also: feature interviews or opinion pieces from leading scholars and policy-makers; a resources section for scholars and practitioners; symposia and debates; and themed issues of topics of special interest. Proposals in all these areas are always welcome

Abstract

This research discusses the proliferation of underage beggars in Banda Aceh, the capital of the Aceh province, Indonesia. This case confronts the local law, namely Qanun No. 11 of 2013 articles 45 and paragraphs 46. The focus of this study was to identify the effectiveness of direct and indirect monitoring and inspecting of underage beggars in this capital city, and at the same time to observe the obstacles encountered in handling this issue. A qualitative method was employed in collecting the data through observation, interviews, and documentation. The result of the investigation affirmed that the obstacle in overcoming beggars is the unavailability of social rehabilitation centers. Besides, beggars who are caught are only managed after they are released, then they repeat their actions because they are constrained by their daily needs. The patrol work carried out by the Office of Social Affairs often battled with resistance, such as when they rebelled and tried to escape in order to be caught by the officers. Most beggars in the capital city of Aceh are categorized as children and elderly people so that when conducting training, it is difficult to give punishment like to other beggars. Furthermore, the minimal budget provided by the government to curb beggars also becomes a challenge, especially to control underage beggars with routine patrols.

Abstract

Optimization of the service implementation for reports of violence against women and children by the Protection Unit for women and children in the Banda Aceh City Police has not been effective due to several motives. The main problem is that a large number of victims are reluctant to report to the police. The reason is that a lot of acts of violence that occur among families are expected to be resolved among families without interventing by the police. The police always appeal to the whole communities if the incident has been repeated, it is hoped that they should immediately report to the police and the time needed to handle or complete cases of violence against women and children is two weeks. The case will be completed if the examination of the perpetrators, victims, and witnesses are not hampered, and as soon as a month, a completed file will be transferred to the prosecutor. Another problem encountered by the police is the unavailability of appropriate room for investigating violence against women and children. It is highly influential in the investigation process to arrest the perpetrators. Besides, the limited budget allocated for this unit also becomes a problem. Lacking public awareness regarding the handling of victims of criminal acts of domestic violence also becomes another problem.

Abstract

This study aims to gain information concerning the role, obstacles, and efforts of implementing integrated Hajj information and computerization systems at the Office of the Ministry of Religion of North Aceh Regency, Indonesia. Qualitative approaches were employed in collecting the data through observations and interviews. The results revealed that the role of the Office of the Ministry of Religion of North Aceh Regency in implementing the Integrated Hajj Information and Computerization System (SISKOHAT) is still not optimal, based on the report from the society. The problem is the insufficient time to serve the pilgrims who want to register because the group must firstly receive a validation number from BPS-BPIH. The IT facilities (e.g., internet, computers) are also inadequate to support this computerization system program. Besides, the office facilities are not supported or friendly for the majority of elderly pilgrims. Another problem is the lack of sufficient information provided to the pilgrims. Based on these issues, we strongly suggest stakeholders evaluate their services regarding the Hajj information and computerization systems. In terms of information services, service contact numbers (Call Center) should be accommodated to enable the pilgrims to obtain information without wasting much effort and time revisiting the Ministry of Religion office regularly.

Abstract

For the sake of implementing the handling of the poor to provide optimal, effective, and efficient social assistance, which is carried out by government agencies, it is necessary to evaluate appropriate recipients of this assistance. It is necessary to carry out a process of monitoring and evaluating recipients of social assistance who are not suitable to be a beneficiary in order to produce provision of targeted social assistance. This study aims to observe closely how to optimize the provision of social assistance to the poor at the Office of Social Affairs, Women's Empowerment and Child Protection in North Aceh Regency, Indonesia, and the obstacles or challenges encountered in its implementation. A qualitative approach was employed in the data collection process. The results of this study indicate that the social problems for the poor occurring in North Aceh Regency are increasingly complex and continue to develop. This condition requires the local Government to give priority to the implementation of social welfare in the field of handling the poor. This is relevant to the population and the complexity of social problems that exist in North Aceh District which tends to increase annually.

Abstract

The aim of National Education as stated in Law No. 20 of 2003 concerning the National Education System is to give all citizens the right to education, including those with physical, emotional, intellectual, mental, and/or social disabilities entitled to special education. This is also regulated in the Permendiknas R.I. Number 70 of 2009 concerning inclusive education. In this regard, the phenomenon of inclusive education in the Bireuen Regency is still not optimal. The results of this study indicate that the implementation of inclusive education in the Bireuen District encountered numerous barriers. From the aspect of human resources (i.e., teachers), almost all of them are not from an inclusive education background. Most teachers taught in inclusive schools are from the regular honorary teachers. Therefore, special teaching staff with a background in inclusive education are urgently required. Besides, the implementation of inclusive education programs in this region is not well-supported by the stakeholders. From the aspect of facilities and infrastructure, it is not sufficient or inadequate to support the implementation of inclusive education in this district.
