<![CDATA[The focus of the research conducted by this writer is on the role of Community Police Officer (Bhabinkamtibmas) in suppressing the number of thefts by weighting the Purwakarta Police. The focus of this study is deemed important because the Purwakarta Police Service has not played an active role in suppressing the theft under aggravating circumstances rate it at the Purwakarta Police. The problems raised in this researchare: (1) Handling Bhabinkamtibmas in Door to Door activities to suppress the theft under aggravating circumstances, (2) Factors that hinder the role of Bhabinkamtibmas in the implementation of suppressing theft under aggravating circumstances rates. To analyze these existing problems, researchers used a qualitative approach with field methods and research as a whole (holistic). The use of a conceptual framework in the form of theories and concepts is used as a knife of analysis by researchers in answering the predetermined problem formulations. The theory and concepts used by the researcher are the crime prevention theory, the concept of Bhabinkamtibmas in the Bhabinkamtibmas Smart Book. The findings during this study are (1) Inhibiting factors that make the role of community service providers also have no visible impact in suppressing Curat. (2) Inadequate budget causes Door to Door activities cannot be carried out optimally. (3) Implementation of very rare activities that make the public also cannot submit complaints to the bhabinkamtibmas because Door to Door activities are not well planned.]]>

<![CDATA[Tindak pidana pencabulan di wilayah Hukum Polres Ciamis merupakan tindak pidana yang tinggi angka peningkatannya, hal ini sepatutnya tidak terjadi karena anak merupakan bagian yang tidak terpisahkan dari keberlangsungan hidup manusia dan keberlangsungan sebuah bangsa dan Negara, seharusnya anak mendapatkan jaminan atas kelangsungan hidup, tumbuh dan berkembang serta berhak atas perlindungan dari kekerasan dan diskriminasi. Polres Ciamis mengedepankan tindakan preemtif guna mencegah tindak pidana pencabulan. Tujuan dari penelitian ini adalah untuk mendeskripsikan Pelaksanaan pencegahan tindak pidana pencabulan oleh Bhabinkamtibmas di Polres Ciamis, dan menemukan factor-faktor yang menyebabkan terjadinya tindak pidana pencabulan terhadap anak di Polres Ciamis. Dalam penelitian ini pelaksanaan tugas Bhabinkamtibmas dalam mencegah tindak pidana pencabulan dengan menggunakan teori peran, teori pencegahan kejahatan dan teori manajemen. Serta dengan memperhatikan kesesuaiannya dengan konsep Pembinaan Masyarakat. Penelitian ini dilakukan dengan pendekatan kualitatif dan jenis penelitian lapangan. Dengan teknik pengumpulan data observasi, wawancara, dan studi dokumen. Teknik analisa data yang digunakan meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian dan simpulan penelitian ini menunjukkan bahwa berdasarkan data yang diperoleh dan wawancara dengan Kapolres, Kasat Binmas, Kanit Bintibmas, para Bhabinkamtibmas, Kanit PPA, pelaku tindak pidana pencabulan terhadap anak, dan tokoh masyarakat bahwa para anggota Bhabinkamtibmas masih belum menyeluruh melaksnakan unsur-unsur manajemen dan peranan yang dilakukan belum terlaksana secara merata. Adapun faktor-faktor penyebab terjadinya tindak pidana pencabulan yaitu faktor internal dan eksternal. Faktor internal terdiri dari terbatasnya personil.]]>

<![CDATA[Penelitian ini dilatarbelakangi dengan kondisi perkembangan penyalahgunaan narkoba di Indonesia yang semakin mengkhawatirkan. Tindakan penegakkan hukum dan rehabilitasi ternyata belum menyelesaikan masalah sehingga tindakan yang paling efektif adalah tindakan pencegahan. Tindakan pencegahan tersebut berupa penyuluhan melalui program door to door dengan fokus sasaran terhadap masyarakat Kota Sumedang dikarenakan Kota Sumedang tersebut merupakan salah satu kasus terbanyak dalam angka kasus penyalahgunaan Narkoba dan Obat-obatan berbahaya. Oleh karena itu maka dilakukanlah penelitian dengan tujuan mengetahui bagaimana mengoptimalkan pembinaan penyuluhan narkoba terhadap masyarakat Kecamatan Kota Sumedang oleh Satbinmas Polres Sumedang. Penelitian dilakukan dengan pendekatan kualitatif, metode penelitian deskriptif analisis, dan teknik pengumpulan data melalui wawancara, pengamatan, dan telaah dokumen. Hasil penelitian yang dianalisis dengan Teori Pencegahan, Konsep Penyuluhan dan Teori manajemen memberikan kesimpulan bahwa manajemen pelaksanaan penyuluhan narkoba belum optimal yaitu masih terdapat kekurangan di setiap tahapan kegiatan. Begitu pula dengan upaya metode pembinaan penyuluhan narkoba terdapat kekurangan dari sisi kemampuan komunikasi personel penyuluhan. Penerapan konsep Penyuluhan yang diberikan oleh Satbinmas juga masih tidak sesuai harapan yang disebabkan adanya ketidak pahaman personel Satbinmas terhadap konsep Penyuluhan itu sendiri serta pelaksanaannya. Berdasarkan hasil penelitian, maka penulis menyarankan dilakukan penambahan jumlah dan peningkatan kualitas personel dengan pendidikan dan pelatihan, membentuk staf perencana dan menyusun SOP pelaksanaan penyuluhan narkoba, pengalihan alokasi anggaran sarana kontak untuk meningkatkan jumlah intensitas penyuluhan, memperdalam sosialisasi konsep Penyuluhan kepada personel, dan memperdekatkan diri melalui anggota Binmas yang berada di Kota Sumedang tersebut. <![CDATA[Crime of motor vehicle theft is the most common crime in the Sumedang District Police. The high number of motor vehicle theft crimes is an important concern for Polri in preventive efforts to prevent the occurrence of motor vehicle theft crimes in the Sumedang District Police area. This is the background for conducting research related to the Role of the Four Wheeled Sabhara Patrol Unit in order to prevent the occurrence of criminal acts of motor vehicle theft in the Legal Area of ​​the Sumedang District Police. The formulation of the problem in this study is a description of the implementation of Sabhara four-wheeled patrols and what factors influence the implementation of Sabhara's four-wheeled patrols and efforts to increase the role of Sabhara's four-wheeled patrols in order to prevent the occurrence of criminal acts of motor vehicle theft in the Sumedang District Police jurisdiction. This study uses theories and concepts so that research can be well discussed, theories and concepts used are POAC management theory (planning, organizing, actuating, controlling) 6M theory (man, money, materials, machines, methods, markets) patrol concepts and concepts motor vehicle theft. The methodology used in this research is a qualitative approach. Data and information obtained through interviews, observations and study documents related to the problems that exist in research. This research has several factors that become obstacles in the implementation of four-wheeled patrols to prevent the occurrence of motor vehicle theft criminal acts, namely the lack of patrol members, limited fuel oil and schedules and activities that are not in accordance with procedures. The conclusion of this research is that the implementation of patrols must be maximized by overcoming the obstacles found during the implementation of patrols in order to prevent the occurrence of criminal acts of motor vehicle theft in the Sumedang region. Suggestions related to this research are to make better coordination with related agencies and to add personnel members and budget funds so that the implementation of patrols runs well.]]>

<![CDATA[Penelitian ini dilatarbelakangi oleh sering terjadinya kemacetan lalu lintas di Jalan Cirebon-Palimanan. Satlantas Polresta Cirebon telah melakukan berbagai upaya dengan melakukan rekayasa lalu lintas yang diharapkan kemacetan teratasi dan terciptanya kamseltibcar lantas pada jalan tersebut. Oleh karena itu, maka dilakukanlah penelitian yang bertujuan untuk mengetahui pelaksanaan rekayasa lalu lintas di jalan Cirebon-Palimanan yang dilakukan oleh Satlantas Polresta Cirebon. Dalam menganalisis, penulis menggunakan teori dan konsep, diantaranya, Teori Manajemen Rekayasa Lalu Lintas, Konsep Kelancaran Arus lalu lintas, Konsep Pengambul Keputusan, dan Konsep Fungsi Perencanaan. Melalui metode pendekatan secara kualitatif, data akan dikumpulakn dan selanjutnya akan dianalisis secara induktif dengan tetap mengacu pada kondisi di lapangan. Melalui pendekatan kualitatif juga mampu mendapatkan makna dan definisi dari penelitian ini dengan bersifat deskriptif serta menekan pada proses yang berjalan dari pada hasilnya. Hasil penelitian memang bukan berupa angka, namun memberikan data informasi yang mampu memecahkan masalah secara signifikan bahwa pelaksanaan rekayasa Lalu Lintas mampu menciptakan kelancaran arus lalu lintas. Analisis terhadap hasil pelaksanaan rekayasa Lalu Lintas menunjukkan belum optimalnya kegiatan manajemen dan rekayasa Lalu Lintas, khususnya pada tahap perencanaan, yakni identifikasi dan analisis volume, perkiraan volume kendaraan yang akan datang dan pada tahap pengawasan berupa tindakan penegakan hukum secara tidak langusng melalui media elektronik . Temuan penelitian menunjukkan pelaksanaan operasional rekayasa Lalu Lintas yang sudah cukup baik dengan terpenuhinya indikator-indikator yang terdapat dalam PP Nomor 32 tahun 2011. Berdasarkan hasil penelitian, maka penulis menyarankan untuk melakukan identifikasi dan analisis volume, dilakukan pembatasan berupa larangan melintas bagi kendaraan dengan jenis kontainer pada jam sibuk, dilakukan usul perkembangan infrastruktur berupa pembuatan kantung parkir pada kawasan jalan tersebut.]]>

<![CDATA[This research is motivated by the increasing number of theft by weighting criminal in Ciamis District. The high level of community activities in Ciamis Subdistrict makes the criminal acts that occur getting higher. This thesis is written with qualitative approach and adopting descriptive research. Collecting data techniques with interviews, observations, and document review. There are primary and secondary data sources, and the theories used to analyze the problems are management theory and role theory. The results of the research found that the role of Bhabinkamtibmas in preventing criminal of two-wheeled ride was carried out through coaching Bhabinkamtibmas. While the efforts made by Bhabinkamtibmas are through counseling activities. There are several factors that influence Bhabinkamtibmas in carrying out their duties, such as internal factors which is consist of human resources, facilities and infrastructure factors, and Money factors while external factors come from the community itself. Based on the discussion of the study the authors advise the leadership to conduct analysis and evaluation toward these Bhabinkamtibmas and have a standard for assessing members of Bhabinkamtibmas. And also improving competence of Bhabinkamtibmas through training, emphasizing the provision of material to the public regarding the theft of two-wheeled vehicles, improving suggestions and infrastructure owned by the Ciamis Police Station, as well as providing rewards and punishment to members of Bhabinkamtibmas as motivating at work.]]>

And the pattern of prevention which is prioritized by the National Police is more acceptable to the community than the repressive pattern so that the writer raises a thesis that focuses on how the role of bhabinkamtibmas in the prevention of criminal acts of curanmor which has the aim of describing the modus operandi of curanmor and factors affecting the role of bhabinkamtibmas in efforts to prevent criminal acts chancel. Writing this research uses a qualitative approach to the type of descriptive research. Data collection techniques with interviews, observations, and literature methods. There are primary and secondary data sources and theories used to analyze are management theory and communication theory. The results of the study found that the role of Bhabinkamtibmas in preventing criminal acts of fraud was carried out through coaching carried out to the community by giving appeals to the people of kamtibmas. While the efforts made by Bhabinkamtibmas through the Friday Friday activities. There are factors that influence Bhabinkamtibmas in carrying out their duties, namely internal factors consisting of human resources, facilities and infrastructure, and budget while external factors come from the community itself. <![CDATA[This research is motivated by the condition of development of criminal acts of vehicle theft that occured in Indonesia, whose existence is still make public worry. Law enforcement and rehabilitation actions have not resolved the problem, so the most effective action is prevention. The preventive action is the form of a patroli carried out by the Sabhara Unit which in this case the target focus is the people of Kunigan Regency. the theft of vehicles, especially two-whelled vehicles, is widespread and disrupts the Kuningan Regency public order and safety. Research is conducted to find out the efforts to optimize the Sabhara Unit patrols against the people of Kuningan Regency. The study was conducted with a ualitative approach, analytical descriptive research methods, and data collection techniques through observation, interview, and document review. The result of the study analyzed with Crime Prevention Theory, Management Theory, Routine Activity Theory, Communication Theory, and Patrol Concept show that management in the implementation of Sabhara unit patrols in preventing criminal acts of two-wheeled vehicle is still not optional. THere are discrepancies in some of the activities contained in the patrol concept in accordance with the Head of Security Maintenance Regulation No. 1 of 2017 concerning Patrol. Then the ability and readiness of the officers in carrying out patrol activities was still lacking. Especially in ability of communication with peolple. Based on the results of the study, the author suggest that increased activities in the implementation of patrol and the delivery of public order and safety messages extend to all areas of Kuningan Police jurisdiction so that acts of two-wheeled vehicle theft in large areas can be prevented. Then for the supervision of each patrol implementation in accordance with the standard operating procedures that already exist in the Head of Security Maintenance Regulations without adding or substracting the points. Then provide vocational education and development to personnel so that they have competence in patrol duties and can carry out patrol responsibilities well. And by forming a standard operating procedures planning and drafting team so that the personnel in charge of patrol know clearly their duties and responsibilities, fulfill their tasks and the objective of maintaining public order and safety are realized.]]>
