Abstract

The construction of the journal topic above is: "Juridical Analysis of the Application of Restorative Justice in Narcotics Abuse Cases at the Directorate of Narcotics of the Riau Islands Police", with the formulation of the problem: What is the Legal Arrangement, Implementation and Supervision of the Application of Restorative Justice in Narcotics Abuse Cases at the Directorate of Narcotics of the Riau Islands Police? The type of writing is normative legal, using legal research methodology, supported by secondary data, and using a qualitative approach, and to obtain secondary data obtained through library research (library research), and to obtain primary data obtained through field research at the Directorate of Narcotics of the Riau Islands Police. For grand theory using the legal theory of policy by James E. Anderson, middle theory uses implementation law theory by Van Meter and Va Horn and applied theory uses Robert J. Mockler's supervisory law theory. The results of the analysis concluded that the legal arrangements for applying the concept of restorative justice to narcotics abusers committed by the Indonesian National Police have been regulated in Indonesian National Police Regulation Number 8 of 2021 concerning Handling of Crimes Based on Restorative Justice and SEMA Number 4 of 2010 concerning Placement of Victim Abuse Narcotics Abuse and Addicts into Medical and Social Rehabilitation Institutions. The application of restorative justice is very good for enforcing the law of narcotics abusers with the aim of returning to the original condition of the health of narcotics abusers.

Abstract

In the context of the state, it is regulated in a criminal justice system as a unitary institution that handles legal issues in the country. The Correctional System is an arrangement regarding the direction and limits as well as ways of fostering prisoners based on Pancasila which is carried out in an integrated manner between coaches, fostered, and the community to improve the quality of prisoners so that they are aware of mistakes, improve themselves, and not repeat criminal acts so that they can be accepted again by the community. , can play an active role in development, and can live normally as good and responsible citizens. Correctional Institutions in dealing with every perpetrator of law violations must prioritize the principles of treatment that aim to "restore" the concept of legal order and social order into the thoughts and behavior of lawbreakers. Thus, the hope to be achieved after the offender has finished serving his sentence is to be able to return to normal life in the midst of society based on lawful behavior and social order. For this reason, it is highly expected that the Government and all related institutions can strive to increase the independence, professionalism and accountability of law enforcement so that they are able to carry out their functions and authorities in accordance with statutory regulations in order to support lawbreakers so that they can create public order.

Abstract

This study aims to determine the effect of transformational leadership, employee engagement, and work environment on the performance of employees with work discipline as an intervening variable at the General Bureau of the Regional Secretariat of the Riau Archipelago Province. The research method used is a descriptive method with a quantitative approach. This descriptive method involves collecting data to test hypotheses or answer questions about people's opinions on an issue or topic. Data collection was carried out using a questionnaire instrument which was distributed to 112 respondents. Data analysis was carried out using the Partial Least Square (PLS) method using SmartPLS version 4 software. Transformational leadership influences employee work discipline. Transformational leadership influences employee work performance. Employee Engagement has no significant effect on work discipline. Employee Engagement has no significant effect on employee performance. The work environment affects the work discipline of employees. Work environment has no significant effect on employee performance. Work discipline affects employee performance. The work discipline variable is able to mediate the effect of transformational leadership on performance. Abstract

Education, training and competence of employees are needed to deal with changes that occur such as changes in technology, changes in work methods in village development. The purpose of this study was to analyze the influence of education, training and competency on performance through work motivation in Village Officials throughout Bintan Regency, totaling 324 Village Officials. The population in this study amounted to 179 Village Officials in Bintan Regency. In this study, the sampling technique used was nonprobability sampling with the technique taken, namely saturated sampling (census). The research method uses an associative method with a quantitative approach to the analysis of Partial Least Square (PLS) analysis techniques with the SmartPLS program. The results of the research variable on education have a positive and significant effect on work motivation and performance. Training has a positive and significant effect on work motivation. Training has no significant effect on performance. Competence has a positive and significant effect on work motivation, while competence has no significant effect on performance and work motivation has a positive and significant effect on performance. The indirect test of work motivation is an intervening variable between education, training and competency on performance. while competence has no significant effect on performance and work motivation has a positive and significant effect on performance. The indirect test of work motivation is an intervening variable between education, training and competency on performance. while competence has no significant effect on performance and work motivation has a positive and significant effect on performance. Abstract

The role of the Narcotics Unit in eradicating and overcoming narcotics abuse is quite large because most of their main tasks and functions have been realized and the Narcotics Unit and the Police should increase legal awareness regarding Prevention, Eradication of Drug Abuse and Illicit Trafficking (P4GN) for the community with outreach and legal counseling, talk shows , screening of films, distribution of stickers/pamphlets on legal sanctions, increasing operational costs by submitting funds to the Regional Police Chief taking into account the existing problems and the amount of funds used for the eradication and control of narcotics crimes in the jurisdiction of the Riau Archipelago so that the eradication and control of narcotics in the Archipelago region Riau can be implemented well.

Abstract

The purpose and object of this paper is a relationship between the existence of the Kaliklatak plantation, as a European plantation, and its impact on the people of Onderafdeeling Kaliklatak during the colonial period 1900-1942. The method used in this study is a historical method to reconstruct the history of plantations and their impact on community development in Onderafdeeling Kaliklatak. The data collection technique used refers to the first stage in the historical method, namely the heuristic process, searching for and collecting historical sources. Data analysis techniques relate to the second, third and fourth stages in the historical method which include source criticism, interpretation and historiography. Based on research results and conclusions, then the opening of coffee and rubber plantations during the colonial era in Onderafdeeling Kaliklatak is very much related to the natural condition of this area and also to changes in colonial politics, open the door. The first company to expand was NV Maatschappij owned by van E. Moormann&Co, producing the main crop of Robusta coffee which is in high demand worldwide. The relevance of opening large plantations to the people of Onderafdeeling Kaliklatak can be seen in several ways. First, there is a change in the position of local elites as landlords close to the colonial. Second, helping to create "improvement" of community infrastructure facilities and infrastructure around the Kaliklatak plantation. Third, encourage the development of economic activities and have an extraordinary impact on the surrounding community. Fourth, the large number of connecting road builders for the purpose of transporting coffee and rubber products has a broad and profound impact on traditional community patterns, not only for the people around the plantations but also for aspects of life in Banyuwangi. The creation of assimilation was due to a change in the orientation of their thoughts because their areas began to open up from the influence of the outside world.

Abstract

In this study, researchers used mixed methods research (Qualitative and Quantitative) with the subject being all ASNs in the Research and Development Planning Agency for the City of Tanjungpinang, totaling 120 people. The data collection method used was distributing questionnaires to employees who were the research subjects. The discussion in this chapter is the result of a field study to obtain questionnaire answer data that measures 5 (five) main variables in this study, namely Quality of Work Life, Work Life Balance, Employee Engagement, Performance and Person Organizational Fit. Data analysis with parametric and non-parametric statistics using SEM-PLS (Structural Equation Modeling Partial Least Square) regarding research variables, instrument tests, normality tests, hypothesis testing and discussion of the results of hypothesis testing and path analysis. This study uses path analysis (Path Analysis) to examine the pattern of relationships that reveal the effect of a variable or set of variables on other variables, both direct and indirect effects. Calculation of the path coefficient in this study was assisted by Smart PLS Ver 3.0. To find out the direct and indirect effects between variables, it can be seen from the calculation of the path coefficient and to find out the significance.

Abstract

This study aims to determine the Determination of Work Motivation, Leadership, and Training with Work Culture as Intervening Variables on Performance at the Regional Revenue Agency of Batam City. The research method used is descriptive method with a quantitative approach. This descriptive method involves collecting data to test hypotheses or answer questions about people's opinions on an issue or topic. Data collection was carried out using a questionnaire instrument which was distributed to 102 respondents. Data analysis was carried out using the Partial Least Square (PLS) method using SmartPLS version 3 software. The results showed that the effect of work motivation on performance had a P-value of 0.026 <0.05, so it can be stated that the effect of work motivation on performance is significant. The influence of the leadership variable on performance has a P-value of 0.000 <0.05, so it can be stated that the influence of leadership on performance is significant. The effect of the training variable on performance has a P-Values ​​of 0.001 <0.05, so it can be stated that the effect of training on performance is significant. The influence of work culture variables on performance has a P-value of 0.025 <0.05, so it can be stated that the influence of work culture on performance is significant. The influence of work motivation variables on work culture has a P-Values ​​of 0.008 <0.05,
