Abstract

This study examines the lack of preparedness of political parties as electoral participants in proposing their cadres to become candidates for DPRD members in Simalungun District in 2019 elections. The purpose of this study is to describe and explain the conditions that resulted in the lack of preparedness of political parties in nominating DPRD members. The data collection process is carried out by analyzing the nomination documents given by political parties, especially documents that do not meet the requirements, and interviews with liaison officers or members of political party screening. The data obtained were analyzed using qualitative methods. The results of the study indicate that the number of candidates who do not meet the requirements because they do not complete the nomination requirements file, prove the lack of preparedness and failure of political parties to carry out the regeneration and recruitment functions. Cadreization and democratic recruitment functions are absolutely necessary so that candidates appear ready to compete to win the people's votes in the 2019 legislative elections.

Abstract

This study discusses the implementation of Slum Area Social Rehabilitation (RSDK) policy in Ploso Village, Tambaksari District, Surabaya City. Implementation of policy is an action taken by stakeholders to achieve the objectives of the policies outlined. The implementation of Slum Area Social Rehabilitation policies aims to improve the lives of the people by means of home improvement and community empowerment to alleviate slums and poverty problems. This study uses the theory of policy implementation which implies that a policy implementation beside influenced by policy content is also influenced by the policy context. This study uses qualitative methods to understand the implementation of the Rehabilitasi Sosial Daerah Kumuh program. The results of this study include 1) Implementation of the Slum Area Social Rehabilitation program which includes the objectives, implementation process, roles and relations of the stakeholder actors in carrying out programs in the community. 2) Implications of the implementation of the Slum Area Social Rehabilitation program, and 3) Constraints in the implementation of the Slum Area Social Rehabilitation program in Ploso Village, Tambaksari District, Surabaya City.

Abstract

Research done by looking at the phenomena that occur in the process of handover Affairs organizing equal high school education from City Government to the provincial government. Act No. 23-year 2014 about local government that has been in effect became the legal basis for the change of venue secondary education affairs. Changes to this affair had a chance to get a rejection from the head area of the city/county level, one of which the city of Surabaya. Qualitative research-descriptive using the theory of decentralization. The purpose of change the organization of the education is done so that each level of Government has a particular focus in the field of education. In the process of the transition of the Organization of the secondary education reap the response of the Government of the city of Surabaya and East Java provincial government. Changes made in adjusting the policy of decentralization that is created. The results of these studies gave rise to the implications of changes in the organization of secondary education. The policy of decentralization provide implications on educators, budget, and social.

Abstract

The environment is one of the elements of life that should be maintained properly. Especially water, where everyone must need water as the most important source of life for all humanity in the world. The role of the government in controlling water pollution in the Porong River, Sidoarjo Regency is the focus of research in this journal. This research is very important because the Porong River is a river from the Brantas watershed that is highly protected by the Provincial Government. In addition, this study uses descriptive qualitative methods. This is because so that researchers can easily explain how the role of the district government in maintaining and managing the environment. By using green political theory, this research is intended to understand the application of green politics in the implementation of environmental policies. Environmental programs such as the Environmental Management Performance System are the mainstay of the Sidoarjo Regency Government in controlling its environment, this program is supported by the existence of an environmental budget from the Sidoarjo Regency DPRD according to the mandate of Law No. 32 of 2009. The idea of ​​green political assumptions should be a guideline in the making and implementation of Sidoarjo regency policy so that sustainable development can be realized without overriding environmental aspects.

Abstract

This article discusses about the leadership model of Bontang City Mayor for the period of 2016-2021, Neni Moerniaeni, in implementing the poverty alleviation policy in Bontang. As one of the small cities located in East Kalimantan Province, Bontang has a promising natural resource potential. However, because most of its natural resources are non-renewable, it then demands the Government of Bontang to look for other alternatives to reduce the poverty level. One of the efforts was done through policies, such as ‘Pesisir juga Kota’, Kube FM, PRODUTA, Kotaku, and other policies. Other poverty alleviation effort is by attracting the interest of investors through the companies’ CSR programs and Industrial development. The leadership model of the mayor also shows that her way of handling the poverty is not only through cooperating with companies, the government also have their own programs. This research will see what is the tendency of the mayor’s political leadership model in implementating poverty policies. The theory that will be used is that of Herbert Feith (1962), where the leadership model is divided into two: Solidarity Maker type which prioritise the strength of the people, and the administratorist type which handle the poverty problems through administrative approach and policies implementation.

Abstract

This article reveals that the financial funding of the election management body (KPU) to support the stages of general election management still relies on the state budget. This condition happens considering that elections are a five-year periodic agenda in accordance with the foundation of the constitution. There are three models of election financing, namely core cost or direct financing; diffuse cost or indirect financing; and integrity costs or financing to develop the integrity of organizers so that elections run democratically. This research used the literature method, combined with the results of direct observation, and it found that the dependence of election financing on the state makes the KPU inflexible in drafting election financing activities because it must consult with the government as the owner of the budget and the DPR as political stakeholders.
