Community Health Insurance Services (JAMKESMAS) is a form of social assistance spending for health care for the poor and can not afford. The program is organized nationally to enable the cross-subsidies in order to achieve comprehensive health care for the poor. The General Hospital District of Sekadau is serving patients Jamkesmas for medical treatment. This study aims to determine the health care provided to inpatients Jamkesmas participants at the General Hospital District Sekadau. The method is a method of qualitative research. The study's findings : 1). Patients Jamkesmas card users are not satisfied with the services provided by medical personnel, officers generally are not quick in providing health care to patients Jamkesmas participants.2). Patients who indicated Jamkesmas card compounded the administrative paperwork such as service is slow so it takes a long time. 3). The services provided have not been up / not good due to the attitudes and behavior of officers who seemed to slow in providing services. This fact requires for the General Hospital District of Sekadau must provide quality service and quality to patients on Community Health Insurance card.Key word : Health Services, JAMKESMAS Program, Transparency of service, Accountability, Participatory.

This article is intended to give insight on the Policy Implementation of Turning on The Main Light On for Motorists during Day Time in Pontianak City. In this article the problem focused on motorist who do not comply with his policy . Beside that there is no assertive action to the motorist that broke the law makes his policy useless. The result of analysis indicate that there is a gap between police authorities with the interpretation of motorist. The motorist thinks that light on policy doesn’t give any benefit even disserve them. Then the lack of decisive action or punishment are given rebuke comply with this policy made any motorists do not afraid if they violet this policy. If to given punishment is truly applied, the motorists will comply this policy. Keywords: The Light On Policy, Infringement Existence, In The Lack of Desicive Action.

The problem in this research is a violation of hours worked by employees known as 705, ie the employees come to the office and absent at 7.00 pm, but after missing the employee left the job without any official statement or command, and back again just to absent at 17.00 pm. This study aims to describe Director Policy Implementation Regional Water Company of discipline and punishment discipline with a qualitative approach. The research found that lack of employee understanding of the rules is a violation of discipline director, for example, came to the office late, not absent, in the office for more than a week in a row. Enforcement of disciplinary rules, especially the application of disciplinary sanctions for violations have not been implemented consistently, meaning there is no firmness of the management in the application of disciplinary sanctions for violations committed by employees. Addressing the phenomenon of communication is directed to enforcement of regulations disiplin.Hendaknya director of discipline and punishment discipline, socialized regularly and describes in detail the rules are often broken, the following consequences and informed employees through active discussions both formally and informally or with other words needed interactive socialization. Regarding the administration and management of green space in the city of Pontianak related to the behavior ofstakeholders in the implementation. This study used qualitative methods and do descriptively in depth, as wellas the methods used to help the research is done by observation, interview guides and documentation. Theresults of this study found that there has not been any active role among the stakeholders in the city to realize thepresence of green space, which according to the Spatial Planning Act 26 of 2007 that requires the city have anallocation of 30% green space. This article means to assess how far the extent of the Family Planning Program in district Roban ofCentral Singkawang City has reached the target and to determine the extent of the family planning program hasbeen running, whether it has reached the goal. Issues raised are many people and fertile age couples who havenot used/ run family planning program. In this article, in-depth interviews conducted with the informant is 4Head of Women's Empowerment and Family Planning, Family Planning Division Chief, Division Head ofFamily Welfare and Health Department Singkawang. The result is a program of Family Planning In Singkawangare effective, in a sense has achieved its intended purpose, but there are still some obstacles in itsimplementation, especially in terms of human resources, and facilities owned. To that end, the government isrunning the family planning program in order to recruit workers/ family planning field workers and increase thefacilities and infrastructure in order to support the activities of the program. Keywords: Family Planning Program; Fertile Age couples; Family Welfare; Evaluate Effectiveness,Infrastructure.

This article aims to examine the mechanism / implementation phase of the Pre-Murenbang and Musrenbang RKPD on BAPPEDA Province of West Borneo Province in 2012. This article is classified as type of exploratory study with a qualitative approach. The data was collected by interview and observation. Informants were selected by purposive sampling method which officers and staff within the Bappeda West Borneo Province, located in the Planning Department of Economic, Social and Cultural Planning, Field Monitoring, Evaluation and Control, and Data Development Planning Unit. The results showed that: first, the implementation of the Pre-Musrenbang RKPD West Borneo Province in accordance with Law No. 32 Year 2004 on Regional Government, which the Government of West Borneo Province, through Bappeda have put through stakeholder participation as an essential element to achieve the goal welfare of the community; create a sense of community in local governance, and ensuring the presence of transparency, accountability and the public interest; formulation of programs and services that meet the aspirations of the general public in order to reconcile the interests and needs of local government and local non-governmental regional planning documents. Second, in its implementation, the implementation has Musrenbang according to the Law No. 25 Year 2004 on Regional Planning, where the regulation mandated that each municipality must prepare regional development plans in a systematic, purposeful, integrated and responsive to change, with the level of long-term planning, medium term and short term.Keywords: Mechanism Musrenbang; Pra Musrenbang and Implementation of Musrenbang.

Problems of this study are the lack of adherence in the implement the operational instructions, such as not effective in making letters accountability, unclear use of funds allocation funded rural village allocation. This study aims to describe the implementation of the Program Allocation Fund Village in the Village District Pentek Sadaniang Pontianak regency with a qualitative approach. The research found that the Village Fund Allocation Policy Implementation in the Village District Pentek Sadaniang shows that the communication process obtained the following information: 1) the existence of socialization by District Team, 2) achievement information from policy makers to policy implementers in full swing, 3) there is consistency in the achievement of a message / command policy means there are no conflicting orders. While the block in this communication is dissemination to the public on policies ADD does not exist, so the lack of public understanding about ADD, this will result in difficulty invites public participation in the implementation and in monitoring the activities of ADD. Responding to phenomena of communication in the socialization of policy implementation ADD should be given to the public so as to understand the policies of ADD, people will also be easier to be invited to participate in the implementation of ADD, to help preserve the results of the implementation of ADD ADD oversee and participate in accordance with the provisions of the existingKeyword: Financial Policy, Fund Allocation of Village Depelompemnt, Distribution of Village Fund.
