Abstract

Water  services clean in Bengkayang still experiencing a variety of problems, including: less smooth distribution of water to customers, less maximal performance of employees in performing their duties, and the lack of facilities and infrastructure in the local water company Bengkayang. This study aims to determine how the employee's performance Regional Water Company (PDAM) Regency Bengkayang. This study used a descriptive research model with data processing techniques of qualitative analysis. In this study, the performance of employees include 5 things: productivity, quality of service, responsiveness, responsibility, and accountability. The results of the data analysis found that the ability of the Regional Water Company (PDAM) Bengkayang as water service providers must rapidly in response to, handle complaints / customer complaints and to make improvements to the installation, water quality and facilities on the ground support vehicles. The conclusion of this study is the success rate of the officer should be supported with good facilities, this will affect the results obtained but the performance PDAM Bengkayang, although the facilities are not adequate to complete the job properly. Key words: Performance, Behavior, and Quality of Service

Abstract

Regarding the implementation of the service of public health insurance program participants in community health centers regarding ease the service process, the service process openness, speed of service, Equity Services, Leisure Services. This study used qualitative methods and do pendeskriptifan in depth, as well as the methods used to help the research is done by observation, interview guides and documentation. The results of this study found that dissatisfaction regarding the problem here is the attitude of officers and timeliness in providing less care to maintain a working relationship so that it appears unfair service. The point of care provided to people who have a certain status in priority over the common people, while the relatively weak economy is always neglected in favor in service delivery and lack of availability of health centers is one of the supporters of the service process is going well and smoothlyKeywords : service delivery, simpility service, speed of service, disclosure service, fairness in service

Abstract

This paper is motivated by the human resource competencies legislators in APBD monitoring Pontianak is low, and therefore this paper focuses on the competence of DPRD Member Supervision Department in the Use of APBD revenue Pontianak is studied based on knowledge, skills and self-concept. Knowledge legislators to basic competencies needed in monitoring the use of APBD is still not adequate. Because most of the members of the council still has not mastered the basic principles of accounting, performance budgeting, budgeting techniques and principles of accountability. Expertise in performing supervisory councilors APBD usage, still needs to be improved, including through; Bimtek-Bimtek and assistance as well as sending the members to attend seminars and workshops both locally and nationally, as well as carry out a comparative study. In general, councilors had an attitude which uphold and respect differences of opinion that occur in the field. As a solution put forward the following suggestions: competency enhancement program should be tailored to the specific needs of the local legislators mainly Pontianak City Commission C, so the technical guidance and workshops that have relevance to the duties given council members are concerned, should the implementation of comparative studies, and workshops Bimtek followed seriously by council members, because of the attitude and behavior of councilors who are not serious in following programs to improve the competence and councilors are expected to make value as a reference in supervising the use of APBD. Keywords: supervisory competence members of Parliament, the use of APBD.

Abstract

Writing this article is intended to provide an understanding of the implementation of community -based tourism development policy at the Department of Tourism Kabudayaan and Pontianak . Issues concerning the implementation of development programs in the Regional tourism attractions such Pontianak , the attraction potential seen yet developed ( managed ) or has not received the attention of the Regional Government of Pontianak , there are several historical attractions in the city of Pontianak and the dominant of the affairs of the Department of of them are like the Equator Monument , Kadariah palace and tomb of Pontianak Sultanate . Regarding the potential of existing attractions and have not developed or managed optimally . The results showed that the implementation of the communication in order to develop tourism Equator Monument in Pontianak has not run yet in terms of maximum effective implementation of two-way communication in disseminating these policies are carried out in Disbudpar . Disposition or attitude of local government implementers through Disbudpar Pontianak Pontianak not fully evaluate the condition of existing objects in determining the action to be taken , by improving facilities and infrastructure damaged in the object in question . Then the available resources in order to develop tourism as the Equator Monument Kapuas River is the lack of personnel educational background in tourism , infrastructure and facilities available is not adequate , still minimal ( not optimal ) is movable or immovable . Abstract

The title of this research is the implementation of function and Drug Administration Center for Food Pontianak. This thesis is intended to determine the implementation of the oversight function performed by BBPOM against drug and food distribution facilities in the city of Pontianak , since there are still many drugs and food products that contain chemicals, drugs (BKO) , illegal , and expired circulating in the community. The method used in this paper is to use qualitative methods with descriptive research. In this study conducted supervision includes direct supervision and indirect supervision of the drug and food distribution facilities that sell drugs and food products in Pontianak. Results of data analysis showed that the surveillance conducted by BBPOM Pontianak is still weak due to the inadequate number of employees, which is less strict legal sanctions and lightweight, and a low degree of public knowledge about the dangers of a product containing chemicals, drugs (BKO), illegal and expired. Therefore, in order to optimize the function of oversight BBPOM Pontianak necessary increase in staff numbers, provide strict legal sanctions for dealers and sellers of food and drug products that are not in accordance with the standards of quality, safety, and efficacy of a product, and increased socialization of product hazards drugs and foods that contain chemicals, drugs (BKO), illegal and expired. Keywords: BBPOM, Means of Distribution, Direct Supervision, Indirect Supervision.

Abstract

Quality of Health Care in Patients Recipient Jamkesmas Sanggau City Health Center, includes three aspects studied, including: (a). Attitudes and behavior of workers in providing services. (b). Inhibiting factors in the health center providing good service to the patient, the medical treatment. (c). Efforts made to improve the quality of the health center services to patients on medical treatment. The research found that the attitudes and behavior of workers in providing services are polite and courteous and on time. while the limiting factor in the personnel providing services to users Jamkesmas, including: (a). Health personnel, (b). Drugs, (c). Facilities, and (d). The low level of public education Jamkesmas users. The efforts that have been made in improving the quality of the health center services by providing trainings, courses, refresher training in-service workshops, symposia, and others. Which aims to improve the skills, abilities, and expertise in order to obtain higher labor productivity. Abstract

The writing of this research is aimed to give a definition aboutMinimum Standard of Basic Education which must be applied by Institutiot of education Ketapang regency to increase the education service in ketapang regency. The problem in this research is the condition of the teacher resource is not only less in quantity but also in quality teachersquality. And the condition of the infrastructure is still not good enough.  Results from this research is indicate that the process implementation of Minimum Standard of Basic Education in  pemahan  sub regency is not  less than the maximum. The essential cause of  not maximal  this implementation process is low  attention of officers to directly involve in the field and just rely on the UPPK officers who are less in the number of employees that causing the employees less sensitive of actual needs which perceived by the schools. Thus, in giving aid educators and infrastructure is uneven. Beside that, in the process of implementation, inexistence of standard operating procedures (SOP) than became an obstacle as well as the recruitment of teachers by the government is not in accordance with the needs on the field. Tofollowing the phenomena, officer  Institution of education in Ketapang regency must do anobservation on the field directly to find out the needs that should take precedence in improving educational services. Adding UPPK officers in a sub regency and recruit  a competent educators according to the needs of existing schools in the field. Keyword : Minimum Standart Service of Education, Basic Education, Quality of education.

Abstract

The problem in this study is the lack of awareness of the public to know the Early Initiation of Breastfeeding (IMD) and exclusive breast milk so that had an impact on the conditions of low achievement IMD and exclusive breastfeeding. The low achievement was due to, among others, by the people who deliver at BPS (Midwife Private Practice), the low cakupun continuation program likely caused by several factors such as natural conditions less friendly, and the involvement of health infrastructure is also not very good at the health center in the village . The results showed that the level of knowledge of midwives in the IMD program implementation and exclusive breastfeeding is sufficient. Cause of the lack of success of the IMD and exclusive breastfeeding in the health center in the village is the low level of public education, poverty and socio-economic conditions of the people in the health center in the village of uneven height and besides that the gap between social groups. In addressing the phenomenon that is the author suggested for health personnel especially midwives who served in the delivery room to support early breastfeeding initiation in every mother with spontaneous labor and the baby are in good health. Keywords: Initiation, Early Breastfeeding, Exclusive ASI

The results of the study indicated that tourism strategy from Culture and Tourism Sanggau District develop the potential of attraction development strategy and then create programs that summarize the development of strategies that have been established in order to focus its activities in the development of tourism attractions Pancur Aji . Abstract

The problem in this study is the absence of good cooperation between extension workers family planning officer with the public, especially with men / husbands . Another problem is the lack of clear division of tasks in the implementation of family planning programs Men . The low power communication skills at field level implementers ( Extension Family Planning ) in providing information about family planning issues man . Furthermore, the lack of certainty in the form of the organization implementing the Village level Pontianak Pacific Islands Southeast District of the Army that handles planning programs , because of the lack of adequate political support . From the results of the study found that vertical coordination in the implementation of family planning male participants in the Village of the Pacific Islands to improve the planning participants Army men are still low . This is partly influenced by the decentralization policy which resulted in the BKKBN vertical coordination is not optimal because the leader comes from outside the BKKBN BKKBN . BKKBN internal conditions that still need to be addressed after the change of leadership also resulted in horizontal co-ordination with various agencies less attention . Currently coordination meeting with related elements such as scholars , public figures , and related agencies together to discuss about the operation of the family planning program had not been done . The factors that are impediments to keikutan involving the KB for men include low awareness pengetahunan and men , economic factors , the lack of support for his wife , family planning supply factors , output services ( access , quality of service , image ) , the limited choice for men kontarsepsi , belief that family planning is religiously prohibited , as well as less than optimal role of government in promoting and facilitating KB KB man man . Responding to the suggestion that there is a phenomenon which recommended , among others : 1 ) The Government in the District of East Pontianak , particularly in the Pacific Islands Village is expected to continue to increase vertical and horizontal coordination in order to increase the ranks of men planning participants . This can be done by improving employee performance BKKBN and enhance cooperation with relevant agencies , including the ranks of employees in the Village of the Pacific Islands in conducting family planning counseling men . 2 ) governments and citizens in the Village of the Pacific Islands are expected to cooperate in overcoming various obstacles in keikutan involving the family planning for men . This can be done by increasing awareness of the spread of true information about KB men that the men are interested in family planning . The government is also advised to increase access to family planning services in the Village of Bangka Belitung man that guy needs family planning acceptors in the region can be met. Keywords : Coordination , Participation , Husbands KB
