Abstract

The problem in this study is that the program of rubber seeds from many incoming government , but there are still many people who have not been able to take advantage of the program , as evidence of this phenomenon is that the rubber has been planted yet can produce optimal rubber . The purpose of this study is to want to examine and describe the supervision of rubber seedlings to farmers in the village of District Overseer Ngarak by Plantation Office of West Kalimantan Province . The results showed that the Plantation Office of West Kalimantan province has tried to carry out strict control over seed aid to farmers in the village of Ngarak District Overseer for the right target and avoid deviations .However , monitoring is done can not be optimized because the officers were a little constrained by the number , the less the quality of human resources , lack of funds and accommodation vehicle and a remote location and poor road access . In addition , there has been no coordination between field officers with the District Head for aid awarded directly without going through the district . In addition , there is no proper coordination with farmers , making it difficult to identify farmers who divert the aid to farmers in developing rubber seedlings failed because of technical problems such as the high cost of constrained fertilizers and medicines . Responding to phenomena Plantation Office of West Kalimantan Province is expected to improve oversight of rubber seedlings to farmers in the village of Ngarak District Overseer , for example by mesiasati shortage of financial resources and inadequate facilities to submit a request to the authorities . In addition , the Agriculture Agency of West Kalimantan can also improve coordination with intensive coordination with village officers who can be trusted . In addition , field officer assigned to the Plantation Office of West Kalimantan Province is also expected to work optimally , so many irregularities that may occur in the field can be immediately identified and found a way out . Keywords : Monitoring , Distribution , Seeds , Rubber

Abstract

Quality Service at the Tanjungpura University Library Technical Unit Pontianak, includes three aspects studied, including: (a). Attitudes and behavior of workers in providing services. (b). Factors inhibiting the Library in providing good service to service users. (c). Efforts made the Library in improving the quality of service to service users. This study uses the analytical descriptive method with the qualitative technique in the data processing. As for theinformantsin this study weretheparties involvedin the service andthosewhoreceivethose serviceswithin the scope ofthe Tanjungpura University Library Pontianak.The research found that the attitudes and behavior of workers in providing services is a courtesy and on time. While the officers were the limiting factor in providing services to service users, including: (a). The lack of computer tools that contribute to hamper the smooth services in the circulation room, and (b). Network or system to access services for borrowing, repayment, and an extension of the book on line using the application senayan often jammed or error so that the transaction can not run smoothly. The efforts that have been carried out by the Library in improving the quality of care is to provide direction guidance relating to the use of computer-related skills with borrowing, repayment, and an extension of the book for faster, timely and thorough in providing services to service users. In addition, the Library has also sought to improve the quality of services to service users, among others, by providing information about borrowing, repayment, and an extension of the book procedures, and the provision of facilities and infrastructure. Keywords:Quality of Service, Behavioral Services Officer, Obstacles of Srvices Quality, and Effort Service Officers.

Abstract

The Article want to describs the form of participation from the society in maintenance the result of development and analyse the forms of participation in the plan development. The Method that be used is qualitative with the descriptive approach. Result of this research indicate that the drainage development as long as 4 km represent the society proposal. Society proposal for drainage development of early from process of Musrenbang of Chief at Village of Sungai Jawi. A lot of society proposal in forum Musrenbang finally cannot be realized, because assumed insufficient of its benefit strength for the sake of a lot of party. This matter differ from the drainage development, where besides as expectation/society proposal also enter in Governmental program from pontianak city, so that earn the realization properly. Therefore, recommended from this study is pursuant to initiative aspiration, and also to develope democracy from grassroot. Others, so that development hence for people it is anykind evaluate, and involpe the people to maintenance the result of development. Keywords: Kinds of participate, plan of village development and maintenance of build result.

Abstract

This study aims to determine the factors that influence the birth certificate of service with the study in the Office of Population and Civil Registration Pontianak . The method used in this study is a qualitative research method with a descriptive explanation regarding the birth certificate of service in the Office of Population and Civil Registration Pontianak . The results showed that the velocity in the birth certificate of service in the Office of Population and Civil Registration Pontianak is still lacking and does not meet the expectations of society . Speed ??in the service of the birth certificate in the Office of Population and Civil Registration Pontianak influenced by the birth certificate procedures are long and require a lot of the maintenance requirements of the neighborhood level to the Village . This is also why people become reluctant to take care of the birth certificate . Suggestions writer for the Population and Civil Registration Department Pontianak City is expected to continue to improve services birth certificate . This can be done by the Office of Population and Civil Registration Pontianak for example by continuing to improve the quality of employees and complete the infrastructure and physical facilities more adequate . The officer in the Office of Population and Civil Registration Pontianak is expected to continue to improve the quality of personal well by increasing competence by following a number of training and continue to be committed to provide optimum service to the community . Keywords : Birth Certificate Services, Physical Facilities Office, Human Resources

Abstract

The regulation problem of advertisement tax service authority remained in the city of Pontianak not support the implementation of regional autonomy, so that the Local Revenue Offices of Pontianak City perform a replanning in the management and collection of taxes to optimize the advertisement in the regional income. This study aims to determine the academic and understand the requirements to be met by the taxpayer in obtaining a Permanent Advertising Tax, advertising tax processing procedures remain to taxpayers, advertising tax services form fixed by the Local Revenue Offices of Pontianak City, the obstacles in the process of advertising tax processing remains, and experience in handling taxpayer fixed advertising tax. This study used qualitative methods. The design used phenomenological study of Littlejohn. To analyze more sharply, researcher used the theory of social construction of Peter L. Berger. From the results of research in the field, researcher found that the management of tax services performed by the Local Revenue Offices of Pontianak City especially on permanent advertising along Gajahmada Street, Benua Melayu Darat Village is not maximized. Researcher in the field of observation, advertising tax service management remains by the Local Revenue Offices of Pontianak City are hampered by the maintenance requirements are difficult to be met by the taxpayer, the maintenance procedure lasts long enough, the form of direct services have not been implemented to the fullest, as well as the barriers that interfere with the performance of the apparatus such as facility and inadequate infrastructure services. Recommendations in order to maximize service is taxpayer comply with the applicable regulations of the tax administration, the Local Revenue Offices of Pontianak City provide convenience to the taxpayer in process, and understand the differences of each taxpayer’s character. Keywords: Advertising Tax Service, Requirements, Procedures, Service Forms.

Abstract

The problem in this study is the lack of availability of forms / form SPM (Payment Order) thus impeding service to the community and stakeholders, lack of operational funds, so that employees are not proactive in providing services to the community, and the lack of operational equipment fittings, making it difficult for employees in running errands. The purpose of this study is to examine and describe the Quality of Public Services at the Regional Office of Directorate General of Treasury XVI of West Kalimantan province with a qualitative approach. The results showed that the Public Service in the Office of the Directorate General of Treasury XVI province of West Kalimantan can be quite good. It is evident from some of the interview informants who stated quite good, especially on indicators of reliability and readiness officer. Whereas on other indicators such as keberwujudan, empathy and competencies they informant who expressed less satisfaction. Addressing the phenomenon that there must be a strong commitment from all elements of the XVI Regional Office of Directorate General of Treasury, province of West Kalimantan both of subordinates to superiors to implement excellent service without receiving something in return for services provided. Furthermore expected to provide insight to the work force that XVI Regional Office Directorate General of Treasury West Kalimantan Province is a work area that is free of corruption, especially the unit formed by the new DIPA.Keywords: Public Service, Realibility ,Responsiveness ,Tangibility , Credibility, Competence, Empaty

Abstract

Discipline became a necessity in performing the task, but in fact there are still employees who are late for work and the lack of opportunities in doing promotion employee. In this case the researcher uses descriptive method because the researcher will describe the condition or description of the object to be studied. In doing study is expected to achieve the goal of increasing employee discipline in carrying out the tasks assigned by the motivation given leader. Of the study results in a lack of motivation get given leadership to the district office employees. The advice from researchers that where district leaders melakuakan approach to subordinates by monitoring each room to find out what the difficulty of the employee in performing a given task.Keywords : ekstrinsik motivation, working condition, working status, organization policy, quality of relationship.

Abstract

The article raised the issue that the medical infrastructure and medical personnel in the room Inpatient Ward of Internal Medicine Hospital Sekadau inadequate. This article is intended to determine the constraints in the implementation of health care in patient room in the hospital wards Sekadau disease. This study was included in the descriptive research qualitative. To analyze more sharply, researchers used theory Ratminto. The results showed that the quality of care that the quality of health care in patient room in internal medicine wards not maximized due to several constraints such as, medical infrastructure has not been adequately, human resources in the room inpatient medicine wards inadequate, service process is slow, and General Hospital Sekadau still budget constraints. The conclusion of this research is in the room turns Inpatient Medicine Wards are still many shortcomings of medical facilities and medical personnel such as nurses and medical facilities for the procurement budget is still limited. Suggestions for this research is also expected to the hospital to be more selective in finding doctors and specialists to Sekadau District Government revisit the budget in order to finance general hospitals Sekadau. Keyword : Hospital, Quality of Service, Qualitative.

Abstract

The title of this research is the Implementation Of Guidelines Of Code Broadcasting And Standards Of Broadcasting Program In Banua Darit Cordis Radio – Landak Regency. Problems of this research are the portion of the commercial advertising schedule and public service announcements, also the discount of public service announcements on benua cordis radio did not appropiate to the rule of code broadcasting and standards broadcasting program on article 44 paragraphs 1 , 2 and 5. The goal of this research is to assess the implementation of  Banua cordis radio on guidelines of code broadcasting and and standards broadcasting program on article 44 , paragraphs 1,2 and 5 about the portion of the commercial advertising schedule and public service announcements, also the discount of public service announcements. This research used a descriptive research model with data processing techniques of qualitative analysis. It covers four things: a standard policy, resources, attitudes and communication. The results of the data analysis showed that the attitude of the parties in implementing the guidelines of code broadcasting and broadcast standard program on Article 44 , paragraph 1,2 and 5 about the portion of the commercial advertising schedule and public service announcements, also the discount of public service announcements which is exceed from the standard set by the government. Existing resources both of human resources, facilities and capital is still lacking and very limited . there is no intensive communication between radio and the government. The conclusion of this research is the banua Cordis Radio did not implement the government regulation about the guidelines of code broadcasting and broadcast standard program on article 44, paragraph 1,2 and 5. Key words: Code broadcasting, broadcast standard, police standard, resources broadcasting, behavior broadcasting, and communication.

This article is motivated by the employees performance in the Local Government Secretariat Islands District Anambas is still not optimal. Based on this phenomenon, this study focused on the employees performance with aspects; productivity, responsiveness, responbilitas,  services quality, accountability of employees. The results showed that employee productivity is low, responsiveness still not optimal, and employee responsibility, service quality, and accountability is low. Keywords: employee performance
