Writing a journal is intended to find out the process of implementing a public health insurance program in urban rivers in the ox . The problem in this study are still some people who have not registered are less capable as a health plan members . This happens because the government Jawi In River village still lacks the human resources in the collection of the poor . The purpose of this study was to determine the factors that affect the implementation of the Community Health Insurance Program in Urban River in Jawi . The method used in this research is descriptive qualitative analysis . The results showed in the process of implementing a health program targeted at policy targets underprivileged citizens , but there are still some people who have not registered . River Village Office resource Jawi work is still needed to improve the facilities and employees who have competence in the field of public service . Communication between organizations in the implementation of a health program in urban rivers in the ox has been going pretty well between the villages , health centers / hospitals and health authorities . Social and economic conditions also influence the success of a health program , social and economic conditions of the river ox in fairly good already and support the process of program implementation JAMKESMAS . The problem of drug abuse in the city of Pontianak, especially on a student needs to be taken seriously by some of the prevention of drug abuse is due to the danger of bad things always lead to human misery is prolonged even a potential threat to the future generation. The successful implementation of drug abuse prevention programs can not be separated from the role of all levels of society and government in support of drug abuse prevention programs are encouraged BNN Pontianak city. The fact is there are still obstacles to the implementation of drug abuse prevention programs in both the implementation and the factors that become bottlenecks. The focus of this article is the implementation of drug abuse prevention programs by BNN Pontianak in Pontianak SMAN 2. This study aims to portray the implementation of drug abuse prevention programs by BNN Pontianak in Pontianak SMAN 2. The results of this study covers four things: drug abuse prevention program in the form of information dissemination program consisting of counseling, socialization and a cadre of anti drug, instructions and procedures performed in 2010 by Presidential Decree Nomor.23 on BNN, rule head BNN and refer to the number. 3 and 4 of 2010 concerning the organization and functioning of BNN, the goals and objectives of this program is that the students have the mindset, attitudes, and skilled reject abuse and illicit drug trafficking activities within the school and program scheduling is done by planning in 1 month years. Suggestions author on drug abuse prevention program implementation is to be evaluated more thoroughly the aspects that are less effective, and less than optimal in favor and support the success of this program.Keywords : Implementation ,Prevention Programs, Drug , Student, National Narcotics Agency.

This thesis entitled "Implementation of the Regional Regulation No. 1 of 2008 on Population Administration By Department of Population and Civil Registration of Pontianak. This writing is intended to find out how the policy implementation of birth certificates in the department of population and civil registration of Pontianak. As for the background of this Thesis is based on the number of constraint problems during the manufacturing process of the birth certificates specifically on related institutions. The results of this study showed that policy implementation of birth certificates is not optimal. Communication between the implementor and people still do not work effectively, it is seen from there are still people who do not know the requirements in making a birth certificates, how much it costs, and how long it took to make them. The attitude of the staff of the Department of Population and Civil Registration of Pontianak is still lacking, it is seen from the weakness of officers in answering questions from the public relating to the birth certificates, but it is the accumulation of work by employees so that there is a retardation time of completion a birth certificates. The limited resource an obstacle in finish the job.Keywords: Implementation, Policy, Birth Certificates.

Salah satu faktor yang mempengaruhi kinerja adalah kepemimpinan, seorang pemimpin mempunyai sifat- sifat mengayomi agar bawahan dan anak buah merasa tenang dalam berkerja dengan kepemimpinanya. Selain itu seorang pemimpin sebagai aparatur pemerintah dan sebagai manusia/ individu dengan keterbatasan dan dengan segala kompleksitas permasalahan termasuk masalah keluarganya, perhatian terhadap kesejateraan keluarga merupakan kewajiban pemimpin, karena itu pemimpin adalah “bapak” bagi bawahanya. Pemimpin harus juga mengorganisir organisasi serta orang-orang yang terdapat didalamnya agar tujuan visi dan misi dapat tercapai. Dalam penelitian ini penulis menggunakan jenis peneltian deskriptif. Teknik pengumpulan data dilakukan dengan wawancara dan observasi dan alat pengumpulan datanya adalah menggunakan pedoman wawancara dan pedoman observasi untuk memberikan gambaran secara rinci mengenai suatu keadaan, gejala atau obyek tertentu sumber data pendekatan meliputi, responden, informasi, dan dokumen metode pengumpul data yang digunakan untuk observasi partisipan, dokumenter dan wawancara. Hasil penelitian menunjukan bahwa keberhasilan pimpinan dalam melaksanakan tugasnya akan mempengaruhi kinerja, karena jika kepemimpinannya baik maka akan baik pulalah kinerja dan sebaliknya dan upaya peningkatan kinerja bawahan atau pegawai tersebut dapat dilakukan melalui praktek kepemimpinan atau gaya kepemimpinan yang handal. The article entitled "Evaluation of the National Health Insurance Scheme Social Security Agency of Health" The writing of this article is intended to evaluate the data collection process of the National Insurance Scheme Keseahatan Social Security Agency in the Health District of Meranti Meranti village Porcupine District.The conclusion from these results is that the socialization provided by related parties to Meranti villagers about JKN BPJS Health program is still considered not optimal, considering that to date most of the people in the village Meranti there who do not know or are confused JKN BPJS Health related programs , as well as many poor people who have not been recorded as participants JKN BPJS Health, because at the time of data collection will be done msayarakat not notified in advance by the subdistrict and village data collection that would be poor to be a participant JKN BPJS Health. In the election of poor households experience a problem that is not on target, should the people who deserve the help of the program just does not get health insurance, even the people who actually do not deserve it get the help of the health insurance. At the time of field verification process and the people in the village aspiration Meranti is not done by those involved in the current recall until the officer did not pull back the card participants who are not the right target. And in the enumeration process of the data collection officer's house is not supervised by a team of Central Bureau of Statistics (BPS) so that officers of the village who did not record properly enumeration. Issues regarding the number of billboards that have sprung up in various forms, it is very possible breaches of the installation of billboards. Methods This study is a descriptive research research that can be interpreted as a problem-solving procedure is investigated by describing or depicting the state of the subject and object of research at the present time based on the facts that appear or as they are. The purpose of this study to describe the strengths, weaknesses, opportunities and challenges of Pontianak revenue to the commercial installation of billboards in the city of Pontianak and to describe the strategies and the efforts undertaken by the Regional Revenue Office of Pontianak in supervising and regulating the installation of billboards. This could be a lesson that there is less power is maximized to minimize weaknesses. It is expected that this analysis will continue to try and increase the strength of revenue by optimally so that weaknesses can be overcome. Strategy and the efforts undertaken by the Regional Revenue Office of Pontianak in supervising and regulating the installation of billboards already well underway. But there are still obstacles, including lack of equipment and lack Officer. Ability or competence of staff support for the officers felt not maximized. Quality of service is one of the significant variables in the implementation of penal duties or tasks of public services . In the era of regional autonomy in the conduct of affairs in which the authority of government , especially public services that have been provided to the local demands of each region are competing to improve the system of public services the local level . There are still many violations encountered installation of billboards that happens in the area of administrative Pontianak city and become part of the ministry of its own duty to resolve the issue so that taxpayers are aware of the taxes and regulations . The focus of this article is the quality of service of advertisement tax regulations still violate the installation of billboards in the service part of the Regional Revenue Office Pontianak . The results of this study indicate that there are four factors that affect the quality of service of advertisement tax is the tax system still violates the rules installation of billboards , the limited human resources as the officer who executes advertisement that violates the rules , Revenue strategy in addressing customers who default installation of billboards , and customer feedback as a taxpayer regarding the services provided to the taxpayer Revenue advertisement . Element in the implementation of this Pontianak City Revenue Office , in order to increase human resources and other support facilities in the handling of billboards that violate the rules . This Scription is to described and analysis about behavior and implementation attitude from distribution BBM subsidy especially  the SPBU in South-East Pontianak, they are SPBU 61.781.01 Jl. A Yani, SPBU 64.781.01 Jl. Adi Sucipto Parit H.Husin 1, dan SPBU 64.781.11 Jl. Imam Bonjol. distribution oil of subsidy is done by PT. Pertamina Pontianak city Branch as the one of legal institute to funnel society that dispersed in variety place. Channelization system based on the substance of BBM available and will be given to SPBU as a request. There was nothing Channelization system socialization and the import of BBM to SPBU caused happened long stand in line of society to get BBM, needed monitoring and coordination between SPBU and PT. Pertamina. In this research, researcher used qualitative descriptive method.The result of this research show that first there have not been done any socialization about channelization policy of subsidy BBM to SPBU, second there was nothing official of that, and the tirth direct report are done by SPBU each commutation have permanent characteristic still do not help to avoid BBM scarcity at SPBU. There’s some suggestion in this research, first the active action from Implementator in give sosialisation about channelization activity at SPBU and society, second the readiness from the seller that is SPBU in make a communication with PT. Pertamina in order to not make a scarcity of BBM, and third the channelization have to transparency and use distribution control process with automatic system from PT. The purpose of this study is intended to provide an understanding of the quality of resources in the implementation of the national program of urban self- empowerment ( PNPM - MP ) in the Village of New Town Pontianak .The method used is descriptive research that the author wanted to illustrate how the quality of resources in the implementation of PNPM - MP in the Village of New Town Pontianak .Existing problems in the implementation of PNPM - MP is quite interesting to study considering there are still some things that cause less successful implementation of PNPM - MP if viewed from resource factors . Factors - the factors that lead to less successful in implementing resource PNPM - MP is the staff , information , authority and facilities . In addition there are other factors such as the difficulty in recruiting or retaining qualified resources and establishment of harmony between the implementor in the implementation of PNPM - MP in the Village of New Town Pontianak .Suggestions can be taken into consideration , namely the staff or HR ( human resources ) in the implementation of PNPM - MP given more training to build to improve motivation, human resources in the implementation of PNPM - MP still need a companion of facilitators, the government should provide more timely funds will be given to activities in each Village BKM , every KSM should only focus on the future course of the business can be a hallmark of the New City Village , the government should also pay attention to add the costs of implementing programs PNPM - MP , and every implementor PNPM - MP should be able to establish a good relationship .Keywords : Resources , Implementation , PNPM - MP , New City Village , Staff , Information , Authority , Facilities
